Calcium Carbonate Production by Coccolithophorid Algae in Long Term, Carbon Dioxide Sequestration
Predictions of increasing levels of anthropogenic carbon dioxide (CO{sub 2}) and the specter of global warming have intensified research efforts to identify ways to sequester carbon. A number of novel avenues of research are being considered, including bioprocessing methods to promote and accelerate biosequestration of CO{sub 2} from the environment through the growth of organisms such as coccolithophorids, which are capable of sequestering CO{sub 2} relatively permanently. Calcium and magnesium carbonates are currently the only proven, long-term storage reservoirs for carbon. Whereas organic carbon is readily oxidized and releases CO{sub 2} through microbial decomposition on land and in the sea, carbonates can sequester carbon over geologic time scales. This proposal investigates the use of coccolithophorids--single-celled, marine algae that are the major global producers of calcium carbonate--to sequester CO{sub 2} emissions from power plants. Cultivation of coccolithophorids for calcium carbonate (CaCO{sub 3}) precipitation is environmentally benign and results in a stable product with potential commercial value. Because this method of carbon sequestration does not impact natural ecosystem dynamics, it avoids controversial issues of public acceptability and legality associated with other options such as direct injection of CO{sub 2} into the sea and ocean fertilization. CAPACITIVE TOMOGRAPHY FOR THE LOCATION OF PLASTIC PIPE
Throughout the utility industry, there is high interest in subsurface imaging of plastic, ceramic, and metallic objects because of the cost, reliability, and safety benefits available in avoiding impacts with the existing infrastructure and in reducing inappropriate excavations. Industry interest in locating plastic pipe has resulted in funding available for the development of technologies that enable this imaging. Gas Technology Institute (GTI) proposes to develop a compact and inexpensive capacitive tomography imaging sensor that takes the form of a flat plate or flexible mat that can be placed on the ground to image objects embedded in the soil. A compact, low-cost sensor that can image objects through soil could be applied to multiple operations and will produce a number of cost savings for the gas industry. In a stand-alone mode, it could be used to survey an area prior to excavation. The technology would improve the accuracy and reliability of any operation that involves excavation by locating or avoiding buried objects. An accurate subsurface image of an area will enable less costly keyhole excavations and other cost-saving techniques. Characterization of a New Family of Metal Transporters
Metal ions are critical nutrients, yet overaccumulation of these same metals can also be toxic. To maintain appropriate intracellular levels, cells require specific metal uptake systems that are subject to precise homeostatic regulation. The long-range goal of our research is to define the molecular mechanism(s) and regulation of metal ion uptake in eukaryotic cells. Integrating genetic, molecular biological and biochemical approaches, we have examined these processes in the yeast Saccharomyces cerevisiae and the plant Arabidopsis thaliana. Both are proven model systems for studying fundamental cellular processes. Our work has focused on the ZIP family of metal transporters which we identified; this family has representatives in bacteria, fungi, plants and animals. IRT, one of the founding members of the ZIP family, is an essential cation transporter that is expressed in the epidermal cells of iron deficient plant roots and is responsible for uptake of iron from the soil. We now know that there are 15 ZIP genes in the Arabidopsis and the similarities among their encoded gene products. The ZIP family members display different substrate specificities for metals and different tissue distributions in Arabidopsis. Characterization of Uranium Solids Precipitated with Aluminosilicates
At the Savannah River Site (SRS), the High-Level Waste (HLW) Tank Farms store and process high-level liquid radioactive wastes from the Canyons and recycle water from the Defense Waste Processing Facility. The waste is concentrated using evaporators to minimize the volume of space required for HLW storage. Recently, the 2H Evaporator was shutdown due to the crystallization of sodium aluminosilicate (NAS) solids (such as cancrinite and sodalite) that contained close to 10 weight percent of elementally-enriched uranium (U). Prior to extensive cleaning,the evaporator deposits resided on the evaporator walls and other exposed internal surfaces within the evaporator pot. Our goal is to support the basis for the continued safe operation of SRS evaporators and to gain more information that could be used to help mitigate U accumulation during evaporator operation.

China's Trade with the United States and the World
This report provides a quantitative framework for policy considerations dealing with U.S. trade with China. It provides basic data and analysis of China’s international trade with the United States and other countries. Since Chinese data differ considerably from those of its trading partners (because of how entrepot trade through Hong Kong is counted), data from both PRC sources and those of its trading partners are presented. Charts showing import trends by sector for the United States highlight China’s growing market shares in many industries and also show import shares for Japan, Canada, Mexico, the European Union, and the Association for Southeast Asian Nations (ASEAN ).

CO2 Capture by Absorption With Potassium Carbonate Quarterly Report
The objective of this work is to improve the process for CO{sub 2} capture by alkanolamine absorption/stripping by developing an alternative solvent, aqueous K{sub 2}CO{sub 3} promoted by piperazine. Stripper modeling suggests the energy requirement with a simple stripper will be about the same for 5 m K{sup +}/2.5 m PZ and 7 m MEA. Modeling with a generic solvent shows that the optimum heat of CO{sub 2} desorption to minimize heat duty lies between 15 and 25 kcal/gmol. On-line pH and density measurements are effective indicators of loading and total alkalinity for the K+/PZ solvent. The baseline pilot plant campaign with 30% MEA has been started.

The Coalition Provisional Authority (CPA or “the authority”) was established approximately one month after United States and coalition forces took control of Baghdad in Iraq on April 9, 2003.1 The authority’s mission was “to restore conditions of security and stability, to create conditions in which the Iraqi people can freely determine their own political future, (including by advancing efforts to restore and establish national and local institutions for representative governance) and facilitating economic recovery, sustainable reconstruction and development. This report discusses two views on how the authority was established, reviews selected characteristics of the authority, identifies statutory reporting requirements concerning the authority and the reconstruction of Iraq, and explores several policy issues.

Compensatory Time vs. Cash Wages: Amending the Fair Labor Standards Act?
In the 108th Congress, two work hours flexibility bills have been introduced: S. 317 by Senator Gregg and H.R. 1119 by Representative Biggert. Both bills deal with a compensatory time off option (comp time) — though the Gregg proposal is somewhat broader, projecting other changes in the overtime provisions of the Fair Labor Standards Act (FLSA) as well. This report is limited to consideration of the issue of comp time.
