Texas Register, Volume 32, Number 17, Pages 2319-2418, April 27, 2007

A weekly publication, the Texas Register serves as the journal of state agency rulemaking for Texas. Information published in the Texas Register includes proposed, adopted, withdrawn and emergency rule actions, notices of state agency review of agency rules, governor's appointments, attorney general opinions, and miscellaneous documents such as requests for proposals. After adoption, these rulemaking actions are codified into the Texas Administrative Code.

Trajectory Stability Modeling And Tolerances in the LCLS (open access)

Trajectory Stability Modeling And Tolerances in the LCLS

To maintain stable performance of the Linac Coherent Light Source (LCLS) x-ray free-electron laser, one must control the electron trajectory stability through the undulator to a small fraction of the beam size. BPM-based feedback loops running at 120 Hz will be effective in controlling jitter at low frequencies less than a few Hz. On the other hand, linac and injector stability tolerances must be chosen to limit jitter at higher frequencies. In this paper we study possible sources of high frequency jitter, including: (1) steering coil current regulation; (2) quadrupole magnet transverse vibrations; (3) quadrupole current regulation with transverse misalignments; (4) charge variations coupled to jitter through transverse wakefields of misaligned RF structures; and (5) bunch length variations coupled through coherent synchrotron radiation in the bunch compressor chicanes. Based on this study, we set component tolerances and estimate expected trajectory stability in the LCLS.

A velocity map imaging spectrometer for electron?ion and ion?ion coincidence experiments with synchrotron radiation (open access)

A velocity map imaging spectrometer for electron?ion and ion?ion coincidence experiments with synchrotron radiation

We have built a velocity imaging (VMI) spectrometer optimized for angle-resolved photoionization experiments with synchrotron radiation (SR) in the VUV and soft X-tay range. The spectrometer is equiped with four electrostatic lenses that focus the charged photoionization products onto a position-sensitive multi-hit delay-line anode. The use of two additional electrostatic lens elements as compared to the standard design of Eppink and Parker [T.J.B. Eppink and D.H. Parker, Rev. Sci. Instrum. 68 (1997) 3477]provides better focusing of an extended interaction region, which is crucial for most SR applications. Furthermore, the apparatus is equipped with a second micro-channel plate detector opposite to the VMI spectrometer, enabling electron-ion coincidence experiments and thereby mass-resolved ion spectroscopy independent of the time structure of the synchrotron radiation. First results for the photofragmentation of CO2 molecules are presented.

Veterans Benefits Administration: Progress Made in Long-Term Effort to Replace Benefits Payment System, but Challenges Persist

A letter report issued by the Government Accountability Office with an abstract that begins "Since 1996, the Veterans Benefit Administration (VBA) has been working on an initiative to replace its aging system for paying compensation and pension benefits. In 2005, concerned about the slow pace of development, VBA contracted with the Software Engineering Institute (SEI) for an independent evaluation of the project, known as the Veterans Service Network (VETSNET). SEI advised VBA to continue working on the project at a reduced pace while addressing management and organization weaknesses that it determined had hampered the project's progress. GAO was requested to determine to what extent the VETSNET project has followed the course of action recommended by SEI and describe the project's current status. To perform its review, GAO analyzed project documentation, conducted site visits, and interviewed key program officials."

Absolute Measurement of Electron Cloud Density in a Positively-Charged Particle Beam (open access)

Absolute Measurement of Electron Cloud Density in a Positively-Charged Particle Beam

Clouds of stray electrons are ubiquitous in particle accelerators and frequently limit the performance of storage rings. Earlier measurements of electron energy distribution and flux to the walls provided only a relative electron cloud density. We have measured electron accumulation using ions expelled by the beam. The ion energy distribution maps the depressed beam potential and gives the dynamic cloud density. Clearing electrode current reveals the static background cloud density, allowing the first absolute measurement of the time-dependent electron cloud density during the beam pulse.

BaBar Silicon Vertex Tracker: Status and Prospects

The BABAR Silicon Vertex Tracker (SVT) has been efficiently operated for six years since the start of data taking in 1999. Due to higher than expected background levels some unforeseen effects have appeared. We discuss: a shift in the pedestal for the channels of the AToM readout chips that are most exposed to radiation; an anomalous increase in the bias leakage current for the modules in the outer layers. Estimates of future radiation doses and occupancies are shown together with the extrapolated detector performance and lifetime, in light of the new observations.

The Concentration and Distribution of Depleted Uranium (DU) and Beryllium (Be) in Soil and Air on Illeginni Island at Kwajalein Atoll (open access)

The Concentration and Distribution of Depleted Uranium (DU) and Beryllium (Be) in Soil and Air on Illeginni Island at Kwajalein Atoll

Re-entry vehicles on missiles launched at Vandenberg Air Force base in California re-enter at the Western Test Range, the Regan Test Site (RTS) at Kwajalein Atoll. An environmental Assessment (EA) was written at the beginning of the program to assess potential impact of Depleted Uranium (DU) and Beryllium (Be), the major RV materials of interest from a health and environmental perspective. The chemical and structural form of DU and Be in RVs is such that they are insoluble in soil water and sea water. Consequently, residual concentrations of DU and Be observed in soil on the island are not expected to be toxic to plant life because there is essentially no soil to plant uptake. Similarly, due to their insolubility in sea water there is no uptake of either element by marine biota including fish, mollusks, shellfish and sea mammals. No increase in either element has been observed in sea life around Illeginni Island where deposition of DU and Be has occurred. The critical terrestrial exposure pathway for U and Be is inhalation. Concentration of both elements in air over the test period (1989 to 2006) is lower by a factor of 10,000 than the most restrictive U.S. guideline for …

Contract Management: Increased Use of Alaska Native Corporations' Special 8(a) Provisions Calls for Tailored Oversight (open access)

Contract Management: Increased Use of Alaska Native Corporations' Special 8(a) Provisions Calls for Tailored Oversight

A letter report issued by the Government Accountability Office with an abstract that begins "Alaska Native corporations (ANC) were created to settle land claims with Alaska Natives and foster economic development. In 1986, legislation passed that allowed ANCs to participate in the Small Business Administration's (SBA) 8(a) program. Since then, Congress has extended special procurement advantages to 8(a) ANC firms, such as the ability to win sole-source contracts for any dollar amount. This report identifies (1) trends in the government's 8(a) contracting with ANC firms, (2) the reasons agencies have awarded 8(a) sole-source contracts to ANC firms and the facts and circumstances behind some of these contracts, and (3) how ANCs are using the 8(a) program. GAO also evaluated SBA's oversight of 8(a) ANC firms."

The Effect of Unheated Sections on Moisture Transport in the Emplacement Drift (open access)

The Effect of Unheated Sections on Moisture Transport in the Emplacement Drift

The goals of this study are: (1) to configure a thermal-hydrological, natural-ventilation model for simulating temperature, humidity, and condensate distributions in the coupled domains of in-drift airspace and near-field rockmass. Rokmass model: TOUGH2, in-drift model: MULTIFLUX (MF); (2) obtain meaningful results from the model for a practical application in which the beneficial effects of unheated drift sections are analyzed; and (3) study the sensitivity to the axial dispersion coefficient with the model.
