Computation of USGS Soil UHS and Comparison to NEHRP and PC 1 Seismic Response

Recently, new site-specific seismic design response spectra were developed for Savannah River Site (SRS) performance category (PC) 1,2,3 and 4 structures, systems and components (SSCs) (WSRC, 1997, 1998) in accordance with DOE Standards. The lower performance categories (PC1 and PC2) site-specific design basis were not compatible with the response spectrum generated if building code guidelines were used (National Earthquake Hazard Reduction Program Recommended Provisions for Seismic Regulations for New Building, (NEHRP), 1997). These differences in criteria and approach should be documented and understood. Thus, Westinghouse Savannah River Company (WSRC) initiated this study to evaluate the difference between the building code hazard assessment (NEHRP) and the site-specific hazard evaluations used for SRS design.

Energy Efficiency in Heavy Vehicle Tires, Drivetrains, and Braking Systems

This document was prepared to support the primary goals of the Department of Energy, Office of Heavy Vehicle Technologies. These were recently stated as follows: ''Develop by 2004 the enabling technologies for a class 7-8 truck with a fuel efficiency of 10 mpg (at 65 mph) which will meet prevailing emission standards. For Class 3-6 trucks operating on an urban driving cycle, develop by 2004 commercially viable vehicles that achieve at least double the fuel economy of comparable current vehicles (1999), and as a research goal, reduce criteria pollutants to 30% below EPA standards. Develop by 2004 the diesel engine enabling technologies to support large-scale industry dieselization of Class 1 and 2 trucks, achieving a 35 % fuel efficiency improvement over comparable gasoline-fueled trucks, while meeting applicable emissions standards.'' The enabling technologies for improving the fuel efficiency of trucks, include not only engine technologies but also technologies involved with lowering the rolling resistance of tires, reducing vehicle aerodynamic drag, improving thermal management, and reducing parasitic frictional losses in drive train components. In lieu of property taxes, the Forest Service generally shares 25% of receipts from the sale, lease, rental, or other use of the national forests to the states for use on roads and schools in the counties where the national forests are located. This report discusses concerns about the equity and stability of Forest Service receipt-sharing payments, especially with the decline in timber sales over the past decade, and about the incentives of the current system.

Housekeeping Closure Report for Corrective Action Unit 36: Areas 8, 10, 16, 18, and 26, Housekeeping Waste Sites, Nevada Test Site, Nevada

The Federal Facility Agreement and Consent Order was entered into by the State of Nevada, U.S. Department of Energy, and U.S. Department of Defense to identify sites of potential historical contamination and implement corrective actions based on public health and environmental considerations. The facilities subject to this agreement include the Nevada Test Site (NTS), parts of the Tonopah Test Range, parts to the Nellis Air Force Range, the Central Nevada Test Area, and the Project Shoal Area. Corrective Action Sites (CASs) are areas potentially requiring corrective actions and may include solid waste management units, individual disposal, or release sites. Based on geography, technical similarity, agency responsibility, or other appropriate reasons, CASs are grouped together into Corrective Action Units (CAUs) for the purposes of determining corrective actions. This report contains the Closure Verification Forms for cleanup activities performed at the 12 CASs within CAU 36 on the NTS. The Housekeeping Closure Verification Form for each CAS provides the location, directions to the site, general description, and photographs of the site before and after cleanup activities. Housekeeping activities at these sites included removal of batteries, buckets, cans, drums, gas cylinders, and smoke pots. Based on these activities, no further action is required …

Observation of modes at frequencies near the second Alfven gap in TFTR

Modes have been observed near the frequency of the second Alfven gap during off-axis H-minority heating experiments in the circular cross-section Tokamak Fusion Test Reactor. The observation of these modes is surprising in that the second gap, which is generally opened with ellipticity, is expected to be small, of order (r/R){sup 2}. A model is proposed in which the second gap is opened by the fast ion beta, which is shown to be able to introduce mode coupling, much as toroidal effects introduce mode coupling for Toroidal Alfven Eigenmodes (TAE). The modes are seen with and without accompanying TAE mode activity.

The Chemical Technology Division (CMT) is one of eight engineering research divisions within Argonne National Laboratory (ANL), one of the U.S. government's oldest and largest research laboratories. The University of Chicago oversees the laboratory on behalf of the U.S. Department of Energy (DOE). Argonne's mission is to conduct basic scientific research, to operate national scientific facilities, to enhance the nation's energy resources, and to develop better ways to manage environmental problems. Argonne has the further responsibility of strengthening the nation's technology base through developing industrial technology and transferring that technology to industry. The Chemical Technology Division is a diverse early-stage engineering organization, specializing in the treatment of spent nuclear fuel, development of advanced power sources, and management of both high- and low-level nuclear wastes. Although this work is often indistinguishable from basic research, our efforts are directed toward the practical devices and processes that are covered by ANL's mission. Additionally, the Division operates the Analytical Chemistry Laboratory, which provides a broad range of analytical services to ANL and other organizations. The Division is multi-disciplinary. This Corrective Action Investigation Plan contains the U.S. Department of Energy, Nevada Operations Office's (DOE/NV's) approach to collect the data necessary to evaluate corrective action alternatives appropriate for the closure of Corrective Action Unit (CAU) 405, Area 3 Septic Systems, Tonopah Test Range (TTR), under the Federal Facility Agreement and Consent Order. Corrective Action Unit 405 consists of Corrective Action Sites 03-05-002-SW03, 03-05-002-SW04, and 03-05-002-SW07 (also collectively known as: Septic Waste Systems [SWSs] 3, 4, and 7). Located in Area 3 in the northwest section of the TTR, approximately 140 miles northwest of Las Vegas, this location was historically (between 1960 and 1990) used as a research facility with the mission to perform defense-related projects, and whose operations generated sanitary and industrial wastewaters potentially contaminated with COPCs and disposed of in septic tanks and leachfields. Though Septic Waste Systems 3, 4, and 7 were origin ally constructed to receive sanitary sewage, they may have inadvertently received effluent containing potentially hazardous and radiological constituents containing acetone, benzene, ethylbenzene, 4-methyl-2-pentanone, toluene, xylenes, volatile organic compound constituents, phenols, arsenic, barium, lead, mercury, hydrocarbons of oil and grease, and uranium-234, -235, and -238. A letter report issued by the General Accounting Office with an abstract that begins "In July 2000, the Defense Commissary Agency proposed changes to its regional management structure that it expects will generate savings, improve efficiencies, and provide more effective management of commissary operations. The plan calls for eliminating the two area offices within the Eastern Region and consolidating most of the Eastern Region's operations at the region's headquarters at Virginia Beach, Virginia. Although the agency has not fully refined its cost and savings estimates, it appears that these proposed changes will yield savings and improve operations. However, with the implementation of the plan comes a loss of operational expertise in the closing offices that could potentially disrupt operations and customer service. Whether the proposed regional reorganization is the best approach for achieving efficiencies is unclear because the agency did not assess alternative structural approaches to improving regional operations and creating efficiencies. The plan is limited because it considers only the Eastern Region and not the overall regional structure, which is to be considered in the agency's follow-on study of the current reorganization plan. Dual Manifold System for Arraying Biomolecules

The objective of this CRADA is to establish a new approach to fluid transfer and array construction. This new approach will involve a high-speed, multiplexed fluid distribution valve and ink jet valves. It will enable the parallel handling of multiple reagents for a system that will have multiple applications in addition to the high-speed construction of microarrays. The primary tasks involve proof of principle experiments aimed at establishing key components of the technology and evaluating various optional configurations. The basic platform for evaluating the technology will be set-up by the Contractor at Oak Ridge National Laboratory (ORNL) and will employ custom valving prepared by Rheodyne. The test platform will consist of a motion controller, 3-axes of motion, software, and pneumatic control; and will be used to evaluate the hybrid valve.

Horizontal Drop of 21- PWR Waste Package

The objective of this calculation is to determine the structural response of the waste package (WP) dropped horizontally from a specified height. The WP used for that purpose is the 21-Pressurized Water Reactor (PWR) WP. The scope of this document is limited to reporting the calculation results in terms of stress intensities. The information provided by the sketches (Attachment I) is that of the potential design of the type of WP considered in this calculation, and all obtained results are valid for that design only. This calculation is associated with the WP design and was performed by the Waste Package Design group in accordance with the ''Technical Work Plan for: Waste Package Design Description for LA'' (Ref. 16). AP-3.12Q, ''Calculations'' (Ref. 11) is used to perform the calculation and develop the document. The sketches attached to this calculation provide the potential dimensions and materials for the 21-PWR WP design.

Acquisition Workforce: Department of Defense's Plans to Address Workforce Size and Structure Challenges

A letter report issued by the General Accounting Office with an abstract that begins "The Department of Defense (DOD) downsized its acquisition workforce by half in the past decade. It now faces serious imbalances in the skills and experience of its remaining workforce and the potential loss of highly specialized knowledge if many of its acquisition specialists retire. DOD created the Acquisition 2005 Task Force to study its civilian acquisition workforce and develop a strategy to replenish personnel losses. In response to a legislative mandate, DOD reported on its plans to implement the task force's recommendations as required by the National Defense Authorization Act for Fiscal Year 2002. DOD's report shows that it has made progress in reshaping its acquisition workforce. For example, DOD is working to remove barriers to its strategic planning initiative; continuing to test various human capital innovations; and has begun making significant changes to its acquisition workforce-training program. DOD's report provides information on implementation of the task force's recommendations and their status. However, for many initiatives, DOD did not clearly describe the actions taken or when they occurred, nor did it identify all planned actions and schedules for completing the initiatives."

Cybercrime: The Council of Europe Convention

Forty-three countries, including the United States, have signed the Council of Europe’s Convention on Cybercrime of November 2001. The U.S. Senate ratified the Convention on August 3, 2006. The Convention seeks to better combat cybercrime by harmonizing national laws, improving investigative abilities, and boosting international cooperation. Supporters argue that the Convention will enhance deterrence, while critics counter it will have little effect without participation by countries in which cybercriminals operate freely. Others warn it will endanger privacy and civil liberties.

DETECTION OF UNAUTHORIZED CONSTRUCTION EQUIPMENT IN PIPELINE RIGHT-OF-WAYS

Natural gas transmission companies mark the right-of-way areas where pipelines are buried with warning signs to prevent accidental third-party damage. Nevertheless, pipelines are sometimes damaged by third-party construction equipment. A single incident can be devastating, causing death and millions of dollars of property loss. This damage would be prevented if potentially hazardous construction equipment could be detected, identified, and an alert given before the pipeline was damaged. The Gas Technology Institute (GTI) is developing a system to solve this problem by using an optical fiber as a distributed sensor and interrogating the fiber with an optical time domain reflectometer. Key issues are the ability to detect encroachment and the ability to discriminate among potentially hazardous and benign encroachments. The work performed in the second quarter of the project includes design of the instrument, selection of the key components, and beginning programming of the custom optical time domain reflectometer. Work included an assessment of two other approaches to measuring strain and vibrations in an extended optical fiber sensor.
