512-S Facility, Actinide Removal Process Radiological Design Summary Report
This report contains top-level requirements for the various areas of radiological protection for workers. Detailed quotations of the requirements for applicable regulatory documents can be found in the Radiological Design Summary Report Implementation Guide. For the purposes of demonstrating compliance with these requirements, per Engineering Standard 01064, ''shall consider / shall evaluate'' indicates that the designer must examine the requirement for the design and either incorporate or provide a technical justification as to why the requirement is not incorporated. This report describes how the Building 512-S, Actinide Removal Process meets the required radiological design criteria and requirements based on 10CFR835, DOE Order 420.1A, WSRC Manual 5Q and various other DOE guides and handbooks. The analyses supporting this Radiological Design Summary Report initially used a source term of 10.6 Ci/gallon of Cs-137 as the basis for bulk shielding calculations. As the project evolved, the source term was reduced to 1.1 Ci/gallon of Cs-137. This latter source term forms the basis for later dose rate evaluations.

2005 Annual Health Physics Report for HEU Transparency Program
During the 2005 calendar year, LLNL provided health physics support for the Highly Enriched Uranium Transparency Program (HEU-TP) in external and internal radiation protection and technical expertise into matters related to BDMS radioactive sources and Russian radiation safety regulatory compliance. For the calendar year 2005, there were 161 person-trips that required dose monitoring of the U.S. monitors. Of the 161 person-trips, 149 person-trips were SMVs and 12 person-trips were Transparency Monitoring Office (TMO) trips. Additionally, there were 11 monitoring visits by TMO monitors to facilities other than UEIE and 3 to UEIE itself. There were two monitoring visits (source changes) that were back to back with 16 monitors. Each of these concurring visits were treated as single person-trips for dosimetry purposes. Counted individually, there were 191 individual person-visits in 2005. The LLNL Safety Laboratories Division provided the dosimetry services for the HEU-TP monitors.

ADVANCED TURBINE SYSTEMS PROGRAM
Natural gas combustion turbines are rapidly becoming the primary technology of choice for generating electricity. At least half of the new generating capacity added in the US over the next twenty years will be combustion turbine systems. The Department of Energy has cosponsored with Siemens Westinghouse, a program to maintain the technology lead in gas turbine systems. The very ambitious eight year program was designed to demonstrate a highly efficient and commercially acceptable power plant, with the ability to fire a wide range of fuels. The main goal of the Advanced Turbine Systems (ATS) Program was to develop ultra-high efficiency, environmentally superior and cost effective competitive gas turbine systems for base load application in utility, independent power producer and industrial markets. Performance targets were focused on natural gas as a fuel and included: System efficiency that exceeds 60% (lower heating value basis); Less than 10 ppmv NO{sub x} emissions without the use of post combustion controls; Busbar electricity that are less than 10% of state of the art systems; Reliability-Availability-Maintainability (RAM) equivalent to current systems; Water consumption minimized to levels consistent with cost and efficiency goals; and Commercial systems by the year 2000. Afghanistan: Government Formation and Performance
The Afghan central government's limited writ and widespread official corruption are helping sustain a Taliban insurgency, and have fed pessimism about the Afghanistan stabilization effort. President Hamid Karzai is working with U.S. and international donors on how to improve governance and delivery of public services, and on winning re-election in presidential elections slated for August 20, 2009. Many agree that the country has made substantial progress on personal and political freedoms since the fall of the Taliban regime. Over the past year U.S. officials have been shifting away from reliance on building the central government and toward promoting local governing bodies and security initiatives as a complement to efforts to build central government capabilities. The United States will increase economic development efforts, and develop benchmarks with which to judge the performance and legitimacy of the Afghan government, including its efforts to curb official corruption.

Afghanistan: Key Issues for Congressional Oversight
A letter report issued by the Government Accountability Office with an abstract that begins "The United States has provided approximately $38.6 billion in reconstruction assistance to Afghanistan and has over 35,000 troops in the country as of February 2009. Some progress has occurred in areas such as economic growth, infrastructure development, and training of the Afghan National Security Forces (ANSF), but the overall security situation in Afghanistan has not improved after more than 7 years of U.S. and international efforts. In response, the new administration plans to deploy approximately 21,000 additional troops1 to Afghanistan this year, and has completed a strategic review of U.S. efforts in Afghanistan and Pakistan. Based on our past work and the significance of U.S. efforts in Afghanistan to the overall U.S. counterinsurgency strategy, we have highlighted Afghanistan as an urgent oversight issue facing this Congress. The government of Afghanistan, with the assistance of the international community, developed the Afghanistan National Development Strategy (ANDS), which was finalized in June 20083, as a guiding document for achieving Afghanistan's reconstruction goals. Afghanistan: Post-War Governance, Security, and U.S. Policy
Afghanistan’s stabilization appears to be gathering strength, about three years after the U.S.-led war that brought the current government to power. Successful presidential elections held on October 9, 2004 appear to be accelerating political and economic reconstruction, and the insurgency led by remnants of the former Taliban regime has been diminishing significantly. Since the defeat of the Taliban, Afghanistan no longer serves as a safe base of operations for Al Qaeda. Remaining obstacles to stability include the continued local authority of militias controlled by regional leaders and growing narcotics trafficking. U.S. stabilization measures focus on strengthening the central government and its security forces. This report discusses U.S. efforts in Afghanistan at length, as well as the efforts of other countries around the world and the costs of U.S. aid to Afghanistan.

In its Afghanistan National Development Strategy, the Afghan Government, in conjunction with international donors, established the goal of completing a fully upgraded regional highway network by the end of 2008. The construction of the regional highways was a top road reconstruction priority of the Afghan government and interational donors, as these roads were expected to foster regional trade and contribute to Afghanistan's economic development. The United States and two other donors committed more than $1.5 billion for the over-3,200-kilomteres-long regional highway network and had completed about 60 percent (1,954 kilometers) of these highways as of February 2008. The United States, through the Agency for International Development (USAID), had completed the construction of the 715 kilometers of the regional highways it funded. In addition, it also managed the construction for the 115-kilometer-long Saudi-funded section, which is complete.
