Acceleration of Field-Scale Bioreduction of U(VI) in a Shallow Alluvial Aquifer: Temporal and Spatial Evolution of Biogeochemistry

Uranium mill tailings sites provide access to uranium-contaminated groundwater at sites that are shallow and low hazard, making it possible to address the following scientific objectives: (1) Determine the dominant electron accepting processes at field sites with long-term metal/rad contamination; (2) Define the biogeochemical transformations that may be important to either natural or accelerated bioremediation under field conditions; and (3) Examine the potential for using biostimulation (electron donor addition) to accelerate reduction of U(VI) to U(IV) at the field scale.

Air Traffic Control: Preliminary Observations on Commercialized Air Navigation Service Providers

Testimony issued by the Government Accountability Office with an abstract that begins "In the past, governments worldwide owned, operated, and regulated air navigation services, viewing air traffic control as a governmental function. But as nations faced increasing financial strains, many governments decided to shift the responsibility to an independent air navigation service provider (ANSP) that operates along commercial lines. As of March 2005, 38 nations worldwide had commercialized their air navigation services, fundamentally shifting the operational and financial responsibility for providing these services from the national government to an independent commercial authority. GAO selected five ANSPs--in Australia, Canada, Germany, New Zealand, and the United Kingdom--to examine characteristics and experiences of commercialized air navigation services. These ANSPs used different ownership structures and varied in terms of their size, amount of air traffic handled, and complexity of their airspace. This testimony, which is based on ongoing work, addresses the following questions: (1) What are common characteristics of commercialized ANSPs? (2) What do available data show about how the safety, cost, and efficiency of air navigation services have changed since commercialization? (3) What are some initial observations that can be made about the commercialization of air navigation services?"

Bacterial Biotransformations for the In situ Stabilization of Plutonium

Plutonium contamination in the environment is generally low-level and may be present and transported in a range of forms (IV, V, VI). Current remediation strategies are costly, financially and in terms of increased exposure risk to people and the environment. In situ bacterial biostabilization is a promising alternative.

Character and Effective Leadership of the Knowledge Worker

Ulrich in the forward to the Zenger and Folkman (2002) book, ''The Extraordinary Leader'', wrote about the importance of character in leadership stating, ''Everything about great leaders radiates from character. Character improves the probability of exhibiting strong interpersonal skill. Some of this perceived character is innate . . . but more is driven by the leader's self-awareness and interactions with others'' (p. ix). The purpose of this study was to explore the relationship between leadership effectiveness and character using leader-managers of knowledge workers as the subject sample. Findings indicated that character, particularly those factors associated with honesty, setting the example, and valuing and strengthening others, were what set the most effective leader-managers apart from their peers. Technical competence and self-efficacy were found to be common characteristics of the study sample as was a drive for results. Who a leader-manager is, his/her substance, was found in this study to differentiate the ''best'' leader-managers at the Lawrence Livermore National Laboratory. By their character, leader-managers establish the environment in which knowledge workers contribute and grow. China's Growing Interest in Latin America

Over the past year, increasing attention has focused on China’s growing interest in Latin America. Most analysts appear to agree that China’s primary interest in the region is to gain greater access to needed resources — such as oil, copper, and iron — through increased trade and investment. Some also believe Beijing’s additional goal is to isolate Taiwan by luring the 12 Latin American and Caribbean nations still maintaining diplomatic relations with Taiwan to shift their diplomatic recognition to China. Some analysts maintain that China’s involvement in the region could pose a future threat to U.S. influence. Others assert that China’s inroads in Latin America are marginal and likely to remain overwhelmed by the economic and geographic advantage of the U.S. market.

Clean Water Act Issues in the 109th Congress

Congress has recently focused legislative attention on narrow bills to extend or modify selected Clean Water Act (CWA) programs, rather than taking up comprehensive proposals. In the 109th Congress, the Senate Environment and Public Works Committee has approved S. 1400, a bill authorizing $20 billion in federal grants to capitalize state clean water infrastructure loan programs. Also, a House committee has approved bills to reauthorize several Clean Water Act programs: H.R. 624 would provide $1.5 billion in grants over six years for sewer overflow projects; H.R. 1359 would extend a pilot program for alternative water source projects; H.R. 1721 would reauthorize coastal water quality programs; and H.R. 3963 would extend the Long Island Sound Program.

Coast Guard: Preliminary Observations on the Condition of Deepwater Legacy Assets and Acquisition Management Challenges

Testimony issued by the Government Accountability Office with an abstract that begins "In 2002, the Coast Guard began a multiyear, $19 billion to $24 billion acquisition program to replace or modernize its fleet of deepwater aircraft and cutters, so called because they are capable of operating many miles off the coast. For several years now, the Coast Guard has been warning that the existing fleet--especially cutters--was failing at an unsustainable rate, and it began studying options for replacing or modernizing the fleet more rapidly. Faster replacement is designed to avoid some of the costs that might be involved in keeping aging assets running for longer periods. This testimony, which is based both on current and past GAO work, addresses several issues related to these considerations: (1) changes in the condition of deepwater legacy assets during fiscal years 2000 through 2004; (2) actions the Coast Guard has taken to maintain and upgrade deepwater legacy assets; and (3) management challenges the Coast Guard faces in acquiring new assets, especially if a more aggressive schedule is adopted."

Final Report. Conversion of Low Temperature Waste Heat Utilizing Hermetic Organic Rankine Cycle

The design of waste heat recovery using the organic Rankine cycle (ORC) engine is updated. Advances in power electronics with lower cost enable the use of a single shaft, high-speed generator eliminating wear items and allowing hermetic sealing of the working fluid. This allows maintenance free operation and a compact configuration that lowers cost, enabling new market opportunities.
