Abstract: The technical objective in Phase I was to enhance the detection limit of beryllium using fluorescence system by a minimum factor of 10. This was to be achieved by modifying the chemistry and instrumentation. Both of these were completed independently. In each case we were able to lower the detection limit as desired. The objectives in Phase II are to adapt these changes for commercial activity (chemicals and instrument changes including automation).

Application of a XMM-Newton EPIC Monte Carlo to Analysis And Interpretation of Data for Abell 1689, RXJ0658-55 And the Centaurus Clusters of Galaxies

We propose a new Monte Carlo method to study extended X-ray sources with the European Photon Imaging Camera (EPIC) aboard XMM Newton. The Smoothed Particle Inference (SPI) technique, described in a companion paper, is applied here to the EPIC data for the clusters of galaxies Abell 1689, Centaurus and RXJ 0658-55 (the ''bullet cluster''). We aim to show the advantages of this method of simultaneous spectral-spatial modeling over traditional X-ray spectral analysis. In Abell 1689 we confirm our earlier findings about structure in temperature distribution and produce a high resolution temperature map. We also confirm our findings about velocity structure within the gas. In the bullet cluster, RXJ 0658-55, we produce the highest resolution temperature map ever to be published of this cluster allowing us to trace what looks like the motion of the bullet in the cluster. We even detect a south to north temperature gradient within the bullet itself. In the Centaurus cluster we detect, by dividing up the luminosity of the cluster in bands of gas temperatures, a striking feature to the north-east of the cluster core. Final Technical Report for University of Michigan Industrial Assessment Center

The UM Industrial Assessment Center assisted 119 primary metals, automotive parts, metal casting, chemicals, forest products, agricultural, and glass manufacturers in Michigan, Ohio and Indiana to become more productive and profitable by identifying and recommending specific measures to improve energy efficiency, reduce waste and increase productivity. This directly benefits the environment by saving a total of 309,194 MMBtu of energy resulting in reduction of 0.004 metric tons of carbon emissions. The $4,618,740 implemented cost savings generated also saves jobs that are evaporating from the manufacturing industries in the US. Most importantly, the UM Industrial Assessment Center provided extremely valuable energy education to forty one UM graduate and undergraduate students. The practical experience complements their classroom education. This also has a large multiplier effect because the students take the knowledge and training with them.

MODELING VENTILATION SYSTEM RESPONSE TO FIRE

Fires in facilities containing nuclear material have the potential to transport radioactive contamination throughout buildings and may lead to widespread downwind dispersal threatening both worker and public safety. Development and implementation of control strategies capable of providing adequate protection from fire requires realistic characterization of ventilation system response which, in turn, depends on an understanding of fire development timing and suppression system response. This paper discusses work in which published HEPA filter data was combined with CFAST fire modeling predictions to evaluate protective control strategies for a hypothetical DOE non-reactor nuclear facility. The purpose of this effort was to evaluate when safety significant active ventilation coupled with safety class passive ventilation might be a viable control strategy.

Fire barriers, and physical separation are key components in managing the fire risk in Nuclear Facilities. The expected performance of these features have often been predicted using rules-of-thumb or expert judgment. These approaches often lack the convincing technical bases that exist when addressing other Nuclear Facility accident events. This paper presents science-based approaches to demonstrate the effectiveness of fire separation methods.

SYNTHESIS OF SAFETY ANALYSIS AND FIRE HAZARD ANALYSIS METHODOLOGIES

Successful implementation of both the nuclear safety program and fire protection program is best accomplished using a coordinated process that relies on sound technical approaches. When systematically prepared, the documented safety analysis (DSA) and fire hazard analysis (FHA) can present a consistent technical basis that streamlines implementation. If not coordinated, the DSA and FHA can present inconsistent conclusions, which can create unnecessary confusion and can promulgate a negative safety perception. This paper will compare the scope, purpose, and analysis techniques for DSAs and FHAs. It will also consolidate several lessons-learned papers on this topic, which were prepared in the 1990s.

Counting constituents in molecular complexes by fluorescence photon antibunching

Modern single molecule fluorescence microscopy offers new, highly quantitative ways of studying the systems biology of cells while keeping the cells healthy and alive in their natural environment. In this context, a quantum optical technique, photon antibunching, has found a small niche in the continuously growing applications of single molecule techniques to small molecular complexes. Here, we review some of the most recent applications of photon antibunching in biophotonics, and we provide a guide for how to conduct photon antibunching experiments at the single molecule level by applying techniques borrowed from time-correlated single photon counting. We provide a number of new examples for applications of photon antibunching to the study of multichromophoric molecules and small molecular complexes.

Behavior of the Diamond Difference and Low-Order Nodal Numerical Transport Methods in the Thick Diffusion Limit for Slab Geometry

The objective of this work is to investigate the thick diffusion limit of various spatial discretizations of the one-dimensional, steady-state, monoenergetic, discrete ordinates neutron transport equation. This work specifically addresses the two lowest order nodal methods, AHOT-N0 and AHOT-N1, as well as reconsiders the asymptotic limit of the Diamond Difference method. The asymptotic analyses of the AHOT-N0 and AHOT-N1 nodal methods show that AHOT-N0 does not possess the thick diffusion limit for cell edge or cell average fluxes except under very limiting conditions, which is to be expected considering the AHOT-N0 method limits to the Step method in the thick diffusion limit. The AHOT-N1 method, which uses a linear in-cell representation of the flux, was shown to possess the thick diffusion limit for both cell average and cell edge fluxes. The thick diffusion limit of the DD method, including the boundary conditions, was derived entirely in terms of cell average scalar fluxes. It was shown that, for vacuum boundaries, only when {sigma}{sub t}, h, and Q are constant and {sigma}{sub a} = 0 is the asymptotic limit of the DD method close to the finite-differenced diffusion equation in the system interior, and that the boundary conditions between the systems will …

The National Museum of the Pacific War presents an oral interview with Richard F. Hoffman. Hoffman was born 7 January 1922 in Seattle, Washington. While in college, he joined the Naval Reserve V-7 program. Upon graduation in June 1943, he reported to Great Lakes Naval Training Center, then to the Midshipman School at Columbia University. In November 1943 he was commissioned an ensign and sent to Antisubmarine Warfare schools in Miami and Key West. He subsequently joined the commissioning crew of the USS Damon M. Cummings (DE-643) as the ASW officer. The Cummings sailed to the Western Pacific in September 1944, escorting a convoy to Eniwetok. She continued to provide patrol and escort duty until March 1945 when she escorted a convoy of LSTs from the Philippines to Okinawa. During the battle for Okinawa, Cummings provided picket duty, shooting down one kamikaze. After the war, she went to Japan where Hoffman was able to go ashore in Tokyo. From Japan, they sailed to Bremerton, Washington for an overhaul. Hoffman was now the Executive Officer. The Cummings crossed the Pacific again to provide services in Mainland China and French Indochina. Hoffman left the ship in May 1946 and was returned to …

The Treatment of Renewable Energy Certificates, EmissionsAllowances, and Green Power Programs in State Renewables PortfolioStandards

Twenty-one states and the District of Columbia have adopted mandatory renewables portfolio standards (RPS) over the last ten years. Renewable energy attributes-such as the energy source, conversion technology, plant location and vintage, and emissions-are usually required to verify compliance with these policies, sometimes through attributes bundled with electricity, and sometimes with the attributes unbundled from electricity and traded separately as renewable energy certificates (RECs). This report summarizes the treatment of renewable energy attributes in state RPS rules. Its purpose is to provide a source of information for states considering RPS policies, and also to draw attention to certain policy issues that arise when renewable attributes and RECs are used for RPS compliance. Three specific issues are addressed: (1) the degree to which unbundled RECs are allowed under existing state RPS programs and the status of systems to track RECs and renewable energy attributes; (2) definitions of the renewable energy attributes that must be included in order to meet state RPS obligations, including the treatment of available emissions allowances; and (3) state policies on whether renewable energy or RECs sold through voluntary green power transactions may count towards RPS obligations.

High-Power Laser Pulse Recirculation for Inverse Compton Scattering-Produced Gamma-Rays

Inverse Compton scattering of high-power laser pulses on relativistic electron bunches represents an attractive method for high-brightness, quasi-monoenergetic {gamma}-ray production. The efficiency of {gamma}-ray generation via inverse Compton scattering is severely constrained by the small Thomson scattering cross section. Furthermore, repetition rates of high-energy short-pulse lasers are poorly matched with those available from electron accelerators, resulting in low repetition rates for generated {gamma}-rays. Laser recirculation has been proposed as a method to address those limitations, but has been limited to only small pulse energies and peak powers. Here we propose and experimentally demonstrate an alternative method for laser pulse recirculation that is uniquely capable of recirculating short pulses with energies exceeding 1 J. Inverse Compton scattering of recirculated Joule-level laser pulses has a potential to produce unprecedented peak and average {gamma}-ray brightness in the next generation of sources.

Industrial Assessment Center

The University of Dayton (UD) performed energy assessments, trained students and supported USDOE objectives. In particular, the UD Industrial Assessment Center (IAC) performed 96 industrial energy assessment days for mid-sized manufacturers. The average identified and implemented savings on each assessment were $261,080 per year and $54,790 per year. The assessments served as direct training in industrial energy efficiency for 16 UD IAC students. The assessments also served as a mechanism for the UD IAC to understand manufacturing energy use and improve upon the science of manufacturing energy efficiency. Specific research results were published in 16 conference proceedings and journals, disseminated in 22 additional invited lectures, and shared with the industrial energy community through the UD IAC website.
