Morocco-U.S. Free Trade Agreement

The United States and Morocco reached agreement on March 2, 2004, to create a free trade agreement (FTA). The FTA is intended to strengthen bilateral ties, boost trade and investment flows, and bolster Morocco’s position as a moderate Arab state. More than 95% of bilateral trade in consumer and industrial products will become duty-free upon entry into force of the agreement. The Senate approved implementing legislation (S. 2677) on July 2, 2004, by a vote of 85-13 and the House approved identical legislation (H.R. 4842) on July 22, 2004, by a vote of 323-99. The next day, the Senate passed House approved H.R. 4842 without amendment by unanimous consent.

He entered the Naval Academy in 1944 and graduated in 1947, providing details of his schooling at the Academy. He served for two years aboard the USS Charles R. Ware (DD-865). He graduated from Submarine School in 1949. Alford retired from the Navy in September of 1973 as a captain.

Mass- and temperature-dependent diffusion coefficients for lightnoble gases for the TOUGH2-EOSN Model

This report describes modifications made to the EOSN module(Shan and Pruess, 2003) of the nonisothermal multiphase flow simulatorTOUGH2 (Pruess, et al., 1999). The EOSN fluid property module simulatestransport of water, brine, air, and noble gases or CO2 in the subsurface.In the standard version of the EOSN module, diffusion coefficients can bespecified by the user, but there is no allowance for liquid-phasediffusion coefficients to change with temperature. Furthermore, usersmust specify radiogenic sources of heat and helium for each element indata block GENER, which can be a time-consuming task for models withlarge numbers of elements. Our modifications seek to increase thefunctionality and efficiency of using TOUGH2-EOSN by allowing for mass-and temperature-dependent liquid-phase diffusion coefficients for heliumand neon and specification of radiogenic heat and helium production as aproperty of a material. The modified version is based on TOUGH2-EOSN andthus requires familiarity with the capabilities and input formats of theTOUGH2 code (Pruess, et al., 1999) and the EOSN module (Shan and Pruess,2003). This report only details our modifications and how to properlyutilize them.

Automatic registration of serial mammary gland sections

We present two new methods for automatic registration of microscope images of consecutive tissue sections. They represent two possibilities for the first step in the 3-D reconstruction of histological structures from serially sectioned tissue blocks. The goal is to accurately align the sections in order to place every relevant shape contained in each image in front of its corresponding shape in the following section before detecting the structures of interest and rendering them in 3D. This is accomplished by finding the best rigid body transformation (translation and rotation) of the image being registered by maximizing a matching function based on the image content correlation. The first method makes use of the entire image information, whereas the second one uses only the information located at specific sites, as determined by the segmentation of the most relevant tissue structures. To reduce computing time, we use a multiresolution pyramidal approach that reaches the best registration transformation in increasing resolution steps. In each step, a subsampled version of the images is used. Search for b\to u Transitions in \Bz \to \Dz \Kstarz Decays

We present a study of the decays B{sup 0} {yields} D{sup 0} K*{sup 0} and B{sup 0} {yields} {bar D}{sup 0} K*{sup 0} with K*{sup 0} {yields} K{sup +}{pi}{sup -}. The D{sup 0} and the {bar D}{sup 0} mesons are reconstructed in the final states f = K{sup +} {pi}{sup -}, K{sup +}{pi}{sup -}{pi}{sup 0}, K{sup +}{pi}{sup -}{pi}{sup +}{pi}{sup -} and their charge conjugates. Using a sample of 465 million B{bar B} pairs collected with the BABAR detector at PEP-II asymmetric-energy e{sup +}e{sup -} collider at SLAC, we measure the ratio R{sub ADS} {triple_bond} [{Lambda}({bar B}{sup 0} {yields} [f]{sub D}{bar K}*{sup 0}) + {Lambda}(B{sup 0} {yields} [{bar f}]{sub D}K*{sup 0})]/[{Lambda}({bar B}{sup 0} {yields} [{bar f}]{sub D}{bar K}*{sup 0}) + {Lambda}(B{sup 0} {yields} [f]{sub D}K*{sup 0})] for the three final states. We do not find significant evidence for a signal and set the following limits at 95% probability: R{sub ADS}(K{pi}) < 0.244, R{sub ADS}(K{pi}{pi}{sup 0}) < 0.181 and R{sub ADS}(K{pi}{pi}{pi}) < 0.391. From the combination of these three results, we find that the ratio r{sub S} between the b {yields} u and the b {yields} c amplitudes lies in the range [0.07; 0.41] at 95% probability.

Simulation of Multi Canister Overpack (MCO) Handling Machine Impact with Cask and MCO During Insertion into the Transfer Pit (FDT-137)

The K-Basin Cask and Transportation System will be used for safely packaging and transporting approximately 2,100 metric tons of unprocessed, spent nuclear fuel from the 105 K East and K West Basins to the 200 E Area Canister Storage Building (CSB). Portions of the system will also be used for drying the spent fuel under cold vacuum conditions prior to placement in interim storage. The spent nuclear fuel is currently stored underwater in the two K-Basins. The K-Basins loadout pit is the area selected for loading spent nuclear fuel into the Multi-Canister Overpack (MCO) which in turn is located within the transportation cask. This Cask/MCO unit is secured.in the pit with a pail load out structure whose primary function is lo suspend and support the Cask/MCO unit at.the desired elevations and to protect the unit from the contaminated K-Basin water. The fuel elements will be placed in special baskets and stacked in the MCO that have been previously placed in the cask. The casks will be removed from the K Basin load out areas and taken to the cold vacuum drying station. Then the cask will be prepared for transportation to the CSB. This article discusses the effects of covalency on the p-shell photoemission of transition metals. The treatment of covalency has not been included previously in ab initio theoretical studies of the 2p-shell XPS of transition-metal complexes. In this work, covalent interactions between the metal and ligands are treated on an equal footing with spin-orbit splittings.

High-Efficiency Resonant Cavity Quadrupole Moment Monitor

Measurement of the beam quadrupole moment at several locations can be used to reconstruct the beam envelope and emittance parameters. The measurements can be performed in a non-intercepting way using a set of quadrupole-mode cavities. We present a cavity design with an optimized quadrupole moment shunt impedance. The cavity properties can be characterized using a wire test method to insure symmetry about the central axis, and alignment to nearby position sensing cavities. The design and characterization of the prototype structure is discussed.

Neutrons and Granite: Transport and Activation

In typical ground materials, both energy deposition and radionuclide production by energetic neutrons vary with the incident particle energy in a non-monotonic way. We describe the overall balance of nuclear reactions involving neutrons impinging on granite to demonstrate these energy-dependencies. While granite is a useful surrogate for a broad range of soil and rock types, the incorporation of small amounts of water (hydrogen) does alter the balance of nuclear reactions.

Target Diagnostic Technology Research & Development for the LLNL ICF and HED Program

The National Ignition Facility is operational at LLNL. The ICF and HED programs at LLNL have formed diagnostic research and development groups to institute improvements outside the charter of core diagnostics. We will present data from instrumentation being developed. A major portion of our work is improvements to detectors and readout systems. We have efforts related to CCD device development. Work has been done in collaboration with the University of Arizona to back thin a large format CCD device. We have developed in collaboration with a commercial vendor a large format, compact CCD system. We have coupled large format CCD systems to our optical and x-ray streak cameras leading to improvements in resolution and dynamic range. We will discuss gate-width and uniformity improvements to MCP-based framing cameras. We will present data from single shot data link work and discuss technology aimed at improvements of dynamic range for high-speed transient measurements from remote locations.

Poroelastic fluid effects on shear for rocks with soft anisotropy

A general analysis of poroelasticity for vertical transverse isotropy (VTI) shows that four eigenvectors are pure shear modes with no coupling to the pore-fluid mechanics. The remaining two eigenvectors are linear combinations of pure compression and uniaxial shear, both of which are coupled to the fluid mechanics. After reducing the problem to a 2 x 2 system, the analysis shows in a relatively elementary fashion how a poroelastic system with isotropic solid elastic frame, but with anisotropy introduced through the poroelastic coefficients, interacts with the mechanics of the pore fluid and produces shear dependence on fluid properties in the overall poroelastic system. The analysis shows for example that this effect is always present (though sometimes small in magnitude) in the systems studied, and can be quite large (on the order of 10 to 20%) for wave propagation studies in some real granites and sandstones, including Spirit River sandstone and Schuler-Cotton Valley sandstone. Some of the results quoted here are obtained by using a new product formula relating local bulk and uniaxial shear energy to the product of the two eigenvalues that are coupled to the fluid mechanics.
