Urban Wood/Coal Co-Firing in the Bellefield Boilerplant
An Environmental Questionnaire for the demonstration at the Bellefield Boiler Plant (BBP) was submitted to the national Energy Technology Laboratory. An R&D variance for the air permit at the BBP was sought from the Allegheny County Health Department (ACHD). R&D variances for the solid waste permits at the J. A. Rutter Company (JARC), and Emery Tree Service (ETS) were sought from the Pennsylvania Department of Environmental Protection (PADEP). Construction wood was acquired from Thompson Properties and Seven D Corporation. Verbal authorizations were received in all cases. Memoranda of understanding were executed by the University of Pittsburgh with BBP, JARC and ETS. Construction wood was collected from Thompson Properties and from Seven D Corporation. Forty tons of pallet and construction wood were ground to produce BioGrind Wood Chips at JARC and delivered to Mon Valley Transportation Company (MVTC). Five tons of construction wood were hammer milled at ETS and half of the product delivered to MVTC. Blends of wood and coal, produced at MVTC by staff of JARC and MVTC, were shipped by rail to BBP. The National Museum of the Pacific War presents an interview with Jesse Cook. Cook joined the Army in March of 1943. He served as a private with C Battery, 414th Tank Battalion, 20th Armored Division. Cook’s job was to load the 105mm howitzer aboard the M7 tank. In February of 1945, they deployed to Le Havre, France. In April, Cook served in combat along the Rhine River in support of the 101st Airborne Division near Delhoven, Germany and the 82nd Airborne Division across the river from Hitdorf, Germany. He continued in combat from the Rhine into Munich. Upon entering Salzburg in May, hostilities ceased. He returned to the US and was discharged in late 1945.

HIV/AIDS International Programs: Appropriations, FY2003-FY2006
On February 7th, 2005, the Bush Administration requested $3.16 billion for international HIV/AIDS, tuberculosis, and malaria program in FY2006, a 9% increase over the estimated amount to be provided in FY2005. The request included $2.564 billion to be appropriated through the Foreign Operations appropriations and $596 million through appropriations for the Departments of Labor and Health and Human Services.

Studies of the Coherent Half Integer Resonance.
We present studies of space-charge-induced beam profile broadening at high intensities in the Proton Storage Ring (PSR) at Los Alamos National Laboratory. Previous work has associated the observed broadening in the vertical direction with the coherent half integer resonance. Here, we study the effect of the space charge environment on this resonance; specifically, we investigate the strength of the resonance versus beam intensity, longitudinal bunching factor, transverse lattice tune, and two different beam injection scenarios. For each case, detailed particle-in-cell simulations are combined with experimental results to elucidate the behavior and sensitivity of the beam resonance response.

Low Dose Radiation Hypersensitivity is Caused by p53-dependent Apoptosis
Exposure to environmental radiation and the application of new clinical modalities, such as radioimmunotherapy, have heightened the need to understand cellular responses to low dose and low-dose rate ionizing radiation. Many tumor cell lines have been observed to exhibit a hypersensitivity to radiation doses below 50 cGy, which manifests as a significant deviation from the clonogenic survival response predicted by a linear-quadratic fit to higher doses. However, the underlying processes for this phenomenon remain unclear. Using a gel microdrop/flow cytometry assay to monitor single cell proliferation at early times post irradiation, we examined the response of human A549 lung carcinoma, T98G glioma and MCF7 breast carcinoma cell lines exposed to gamma radiation doses from 0 to 200 cGy delivered at 0.18 and 22 cGy/min. The A549 and T98G cells, but not MCF7 cells, showed the marked hypersensitivity at doses <50 cGy. To further characterize the low-dose hypersensitivity, we examined the influence of low-dose radiation on cell cycle status and apoptosis by assays for active caspase-3 and phosphatidylserine translocation (annexin-V binding). We observed that caspase-3 activation and annexin-V binding mirrored the proliferation curves for the cell lines. Characterization and Dessolution Test results for the January 2005 DWPF Off Gas Condensate Tank Samples (U)
The Off Gas Condensate Tank (OGCT) at the Defense Waste Processing Facility (DWPF) collects the condensate from the off-gas system of the melter. The condensate stream contains entrained solids that collect in the OGCT. Water from the OGCT is re-circulated to the Steam Atomized Scrubber and quencher and may provide a mechanism for re-introducing the particulates into the off-gas system. These particulates are thought to be responsible for plugging the downstream High Efficiency Mist Eliminator filters. Therefore, the OGCT needs to be periodically cleaned to remove the build-up of entrained solids. Currently, the OGCT is cleaned by adding nominally 12 wt% nitric acid with agitation to slurry the solids from the tank. Samples from the OGCT were sent to the Savannah River National Lab (SRNL) for characterization and to conduct tests to determine the optimum nitric acid concentration and residence time to allow more effective cleaning of the OGCT. This report summarizes the chemical and radionuclide results and the results from the nitric acid dissolution testing at 50% and 12% obtained for the OGCT sample.

Defense Acquisition Reform: Status and Current Issues
The end of the Cold War and its impact on defense spending has created a strong need to reform Department of Defense’s (DOD) acquisition system. With procurement spending down, DOD expects to depend on savings from acquisition reform to help finance future force modernization. Policymakers believe that DOD should use more commercial products because, in many instances, they cost less and their quality is comparable to products built according to DOD military specifications. Many such reform proposals are based on recognition that DOD regulatory barriers and a Cold War acquisition “culture” have inhibited the introduction of commercial products.
