This report discusses the Gulf of Mexico outer continental shelf (OCS) leasing system including recovery relief and deepwater development as well as Congressional concerns and legislative actions. Various forms of royalty relief are the most common incentives for offshore oil and gas development. The Outer Continental Shelf Lands Act (OCSLA) authorizes the Secretary of the Interior to grant royalty relief to promote increased oil and gas production (43 U.S.C. 1337).

Breaking the Curse of Cardinality on Bitmap Indexes

Bitmap indexes are known to be efficient for ad-hoc range queries that are common in data warehousing and scientific applications. However, they suffer from the curse of cardinality, that is, their efficiency deteriorates as attribute cardinalities increase. A number of strategies have been proposed, but none of them addresses the problem adequately. In this paper, we propose a novel binned bitmap index that greatly reduces the cost to answer queries, and therefore breaks the curse of cardinality. The key idea is to augment the binned index with an Order-preserving Bin-based Clustering (OrBiC) structure. This data structure significantly reduces the I/O operations needed to resolve records that cannot be resolved with the bitmaps. To further improve the proposed index structure, we also present a strategy to create single-valued bins for frequent values. This strategy reduces index sizes and improves query processing speed. Overall, the binned indexes with OrBiC great improves the query processing speed, and are 3 - 25 times faster than the best available indexes for high-cardinality data.

DOD Pharmacy Program: Continued Efforts Needed to Reduce Growth in Spending at Retail Pharmacies

A letter report issued by the Government Accountability Office with an abstract that begins "Estimated to reach $15 billion by 2015, the Department of Defense's (DOD) prescription drug spending has been a growing concern for the federal government. The John Warner National Defense Authorization Act (NDAA) for Fiscal Year 2007 required GAO to examine DOD's pharmacy benefits program. Specifically, as discussed with the committees of jurisdiction, GAO examined DOD's prescription drug spending trends from fiscal years 2000 through 2006 and DOD's key efforts to limit its prescription drug spending. To conduct this work, GAO analyzed DOD's data on spending trends, including trends in beneficiary pharmacy use. GAO also assessed DOD's cost avoidance data and the agency's efforts to limit spending through its uniform formulary, which is a list of preferred drugs available to all beneficiaries. GAO interviewed DOD officials about these and other efforts to limit spending."

This report reviews the status of energy efficiency and renewable energy legislation introduces during the 110th Congress. Most action in the second session is focused on the FY2009 budget request, the Farm Bill, and the proposed Renewable Energy and Energy Conservation Tax Act. The U.S. Department of Energy's FY 2009 budget seeks $1,256.1 million for energy efficiency and renewable energy programs, compared to FY 2008 appropriations of $1,722.4 million on such programs.
