Transient electronic structure of the photoinduced phase of Pr0.7Ca0.3MnO3 probed with soft x-ray pulses

We use time-resolved x-ray absorption near-edge structure spectroscopy to investigate the electronic dynamics associated with the photoinduced insulator-to-metal phase transition in the colossal magnetoresistive manganite Pr{sub 0.7}Ca{sub 0.3}MnO{sub 3}. Absorption changes at the O K and Mn L edges directly monitor the evolution of the density of unoccupied states in the transient photoinduced phase. We show that the electronic structure of the photoinduced phase is remarkably similar to that of the ferromagnetic metallic phase reached in related manganites upon cooling below the Curie temperature.

Understanding Lustre Internals

Lustre was initiated and funded, almost a decade ago, by the U.S. Department of Energy (DoE) Office of Science and National Nuclear Security Administration laboratories to address the need for an open source, highly-scalable, high-performance parallel filesystem on by then present and future supercomputing platforms. Throughout the last decade, it was deployed over numerous medium-to-large-scale supercomputing platforms and clusters, and it performed and met the expectations of the Lustre user community. As it stands at the time of writing this document, according to the Top500 list, 15 of the top 30 supercomputers in the world use Lustre filesystem. This report aims to present a streamlined overview on how Lustre works internally at reasonable details including relevant data structures, APIs, protocols and algorithms involved for Lustre version 1.6 source code base. More importantly, it tries to explain how various components interconnect with each other and function as a system. Portions of this report are based on discussions with Oak Ridge National Laboratory Lustre Center of Excellence team members and portions of it are based on our own understanding of how the code works. This report, Uniform-Format Solid Feedstock Supply System: A Commodity-Scale Design to Produce an Infrastructure-Compatible Bulk Solid from Lignocellulosic Biomass, prepared by Idaho National Laboratory (INL), acknowledges the need and provides supportive designs for an evolutionary progression from present day conventional bale-based supply systems to a uniform-format, bulk solid supply system that transitions incrementally as the industry launches and matures. These designs couple to and build from current state of technology and address science and engineering constraints that have been identified by rigorous sensitivity analyses as having the greatest impact on feedstock supply system efficiencies and costs.

Update on DOE’s Nuclear Energy University Program

The Center for Advanced Energy Studies (CAES) Nuclear Energy University Program Office assists the U.S. Department of Energy Office of Nuclear Energy (DOE-NE) by administering its University Program. To promote accountable relationships between universities and the TIOs/TDOs, a process was designed and administered which includes two competitive Requests for Proposals (RFP’s) and two FOAs in the following areas: (1)Research and Development Grants, (2)Infrastructure improvement, and (3)Scholarships and Fellowships. NEUP will also host periodic reviews of university mission-specific R&D that document progress, reinforce accountability, and assess return on investment; sponsor workshops that inform universities of the Department’s research needs to facilitate continued alignment of university R&D with NE missions; and conduct communications activities that foster stakeholder trust, serve as a catalyst for accomplishing NEUP objectives, and provide national visibility of NEUP activities and accomplishments. Year to date efforts to achieve these goals will be discussed.

Update on Electron-Cloud Simulations Using the Package WARP-POSINST

At PAC05[1] and PAC07[2], we presented the package WARP-POSINST for the modeling of the effect of electron clouds on high-energy beams. We present here the latest developments in the package. Three new modes of operations were implemented: (1) a build-up mode where, similarly to POSINST (LBNL) or ECLOUD (CERN), the build-up of electron clouds driven by a legislated bunch train is modeled in one region of an accelerator; (2) a quasistatic mode where, similarly to HEADTAIL (CERN) or QuickPIC (USC/UCLA), the frozen beam approximation is used to split the modeling of the beam and the electrons into two components evolving on their respective time scales; and (3) a Lorentz boosted mode where the simulation is performed in a moving frame where the space and time scales related to the beam and electron dynamics fall in the same range. The implementation of modes (1) and (2) was primary motivated by the need for benchmarking with other codes, while the implementation of mode (3) fulfills the drive toward fully self-consistent simulations of e-cloud effects on the beam including the build-up phase.

Using Multiple Unmanned Systems for a Site Security Task

Unmanned systems are often used to augment the ability of humans to perform challenging tasks. While the value of individual unmanned vehicles have been proven for a variety of tasks, it is less understood how multiple unmanned systems should be used together to accomplish larger missions such as site security. The purpose of this paper is to discuss efforts by researchers at the Idaho National Laboratory (INL) to explore the utility and practicality of operating multiple unmanned systems for a site security mission. This paper reviews the technology developed for a multi-agent mission and summarizes the lessons-learned from a technology demonstration.

VISION: Verifiable Fuel Cycle Simulation Model

The nuclear fuel cycle is a very complex system that includes considerable dynamic complexity as well as detail complexity. In the nuclear power realm, there are experts and considerable research and development in nuclear fuel development, separations technology, reactor physics and waste management. What is lacking is an overall understanding of the entire nuclear fuel cycle and how the deployment of new fuel cycle technologies affects the overall performance of the fuel cycle. The Advanced Fuel Cycle Initiative’s systems analysis group is developing a dynamic simulation model, VISION, to capture the relationships, timing and delays in and among the fuel cycle components to help develop an understanding of how the overall fuel cycle works and can transition as technologies are changed. This paper is an overview of the philosophy and development strategy behind VISION. The paper includes some descriptions of the model and some examples of how to use VISION.

Wildland Fire Management: Actions by Federal Agencies and Congress Could Mitigate Rising Fire Costs and Their Effects on Other Agency Programs

Testimony issued by the Government Accountability Office with an abstract that begins "Our nation's wildland fire problems have worsened in the past decade. The Forest Service within the Department of Agriculture and four agencies within the Department of the Interior (Interior) are responsible for managing fires on federal lands. Federal appropriations to these agencies for wildland fire management have more than doubled since the late 1990s, averaging $2.9 billion annually in recent years. Rising wildland fire costs have challenged the agencies to meet their land management responsibilities. This testimony, based on previous GAO reports, discusses (1) the budgetary and programmatic effects of the increasing cost of fire management activities and (2) steps the agencies could take to help contain wildland fire expenditures and steps they could take, and Congress could consider, to reduce the need to transfer funds from other programs."

The WIMP Forest: Indirect Detection of a Chiral Square

The spectrum of photons arising from WIMP annihilation carries a detailed imprint of the structure of the dark sector. In particular, loop-level annihilations into a photon and another boson can in principle lead to a series of lines (a WIMP forest) at energies up to the WIMP mass. A specific model which illustrates this feature nicely is a theory of two universal extra dimensions compactified on a chiral square. Aside from the continuum emission, which is a generic prediction of most dark matter candidates, we find a 'forest' of prominent annihilation lines that, after convolution with the angular resolution of current experiments, leads to a distinctive (2-bump plus continuum) spectrum, which may be visible in the near future with the Fermi Gamma-Ray Space Telescope (formerly known as GLAST).

Wind Powering America - Outreach in Priority States (Poster)

WPA works with 33 State Wind Working Groups to educate stakeholders on wind energy topics and to achieve the basics needed for effective wind development in a state. WPA has accelerated outreach and communication efforts with 13 priority states: Alaska, Arizona, Indiana, Maryland, Massachussetts, Michigan, Nebraska, Nevada, North Carolina, Ohio, South Dakota, Utah, and Virginia. These states have the potential to contribute substantially to the national portfolio of wind energy but do not yet have large amounts of wind energy applications on the ground. This is often due to barriers in in-state knowledge and understanding of wind energy issues and potential that impact the policy environment and the market environment. There are common regional issues among the states, and important learning opportunities can be gained by cross-training and sharing experiences. The Regional Wind Energy Institutes (RWEIs) are train-the-trainer organizations that work to develop a cadre of in-state outreach specialists who reach out to audiences of decisionmakers (e.g., the ag community, state and local officials, utilities, regulatory bodies) to build understanding, create public acceptance, take advantage of regional synergies, and eventually to impact polices and the market environment for effective wind implementation.

Workforce Development: A Survey of Industry Needs and Training Approaches

This paper presents information and data collected during 2008 on PV workforce needs by the Interstate Renewable Energy Council for the U.S. Department of Energy. The data was collected from licensed contractors, PV practitioners, educators and expert instructors at training sessions, and at focus group and advisory committee meetings. Respondents were primarily from three states: Florida, New York and California. Other states were represented, but to a lesser extent. For data collection, a 12-item questionnaire was developed that addressed key workforce development issues from the perspectives of both the PV industry and training institutions. A total of 63 responses were collected, although not every respondent answered every question. Industry representatives slightly outnumbered the educators, although the difference in responses was not significant.
