Aboveground Oil Storage Tanks: More Complete Facility Data Could Improve Implementation of EPA's Spill Prevention Program

A letter report issued by the Government Accountability Office with an abstract that begins "Oil leaks from aboveground tanks have contaminated soil and water, threatening human health and wildlife. To prevent damage from oil spills, the Environmental Protection Agency (EPA) issued the Spill Prevention, Control, and Countermeasure (SPCC) rule in 1973. EPA's 10 regions inspect oil storage facilities to ensure compliance with the rule. EPA estimates that about 571,000 facilities are subject to this rule. Some states also regulate oil storage tanks. GAO determined (1) how EPA regions implement the SPCC program, (2) the data EPA has to implement and evaluate the program, and (3) whether some states' tank programs suggest ways for EPA to improve its program. GAO surveyed all 10 EPA regions and interviewed officials in EPA and six states selected on the basis of experts' recommendations, among other criteria."

Accelerated Geothermal Resource Development in the Great Basin Through Enhanced Public Awareness and Outreach to Shareholders.

The Great Basin Center for Geothermal Energy conducted work encompassing two main tasks. We (1) produced a web-based, stakeholder geothermal information system for Nevada geothermal data relevant to assessing and developing geothermal resources, and (2) we held informational stakeholder workshops (both as part of GeoPowering the West Initiative). The objective of this grant was to conduct workshops and fund database and web development activities. This grant funds salaries for web and database developers and part of the administrative assistant who helps to coordinate and organize workshops, and maintain selected databases.

Accelerator Based Neutron Beams for Neutron Capture Therapy

The DOE-funded accelerator BNCT program at the Massachusetts Institute of Technology has resulted in the only operating accelerator-based epithermal neutron beam facility capable of generating significant dose rates in the world. With five separate beamlines and two different epithermal neutron beam assemblies installed, we are currently capable of treating patients with rheumatoid arthritis in less than 15 minutes (knee joints) or 4 minutes (finger joints) or irradiating patients with shallow brain tumors to a healthy tissue dose of 12.6 Gy in 3.6 hours. The accelerator, designed by Newton scientific Incorporated, is located in dedicated laboratory space that MIT renovated specifically for this project. The Laboratory for Accelerator Beam Applications consists of an accelerator room, a control room, a shielded radiation vault, and additional laboratory space nearby. In addition to the design, construction and characterization of the tandem electrostatic accelerator, this program also resulted in other significant accomplishments. Assemblies for generating epithermal neutron beams were designed, constructed and experimentally evaluated using mixed-field dosimetry techniques. Strategies for target construction and target cooling were implemented and tested. ACCU Core Sampling/Storage Device for VOC Analysis

The Accu Core sampler system consists of alternating cylindrical clear acrylic sections and one-inch cylindrical stainless steel sections arranged in clear shrink wrap. The set of alternating acrylic and stainless steel sections in the shrink wrap are designed to fit in a Geoprobe dual-tube penetrometer for collection of continuous soil cores. The clear acrylic sections can have 1/2-inch access holes for easy soil headspace screening without violating the integrity of the adjacent stainless steel sections. The Accu Core sampler system can be used to store a soil sample collected in the stainless steel section by capping the ends of the section so it becomes a sample storage container. The sampler system can also be used to collect a subsurface soil sample in one of the sections that can be directly extruded from the section into a container for storage during shipment to the laboratory. In addition, the soil in a sampler section can be quickly sub-sampled using a coring tool and extruded into a storage container so the integrity of the soil is not disrupted and the potential for VOC loss during sub-sampling is greatly reduced. Accurate Synchronization Between Short Laser Pulse and Electron Bunch by Using HGHG Output at 266nm as Photocathode Laser for RF Gun.

Synchronization between seed laser pulse and electron bunch to below 50 fs is a critically important issue in carrying out cascading HGHG stages to achieve intense temporally coherent x-ray FEL. The single stage HGHG experiment in the IR and recently in UV region has achieved significant success. Hence the next step, to demonstrate the cascading of 2 stages of HGHG becomes crucially important in confirming the viability of this scheme. Based on our experiences at DUVFEL during the HGHG experiment, we can measure the time jitter between the electron bunch and the RF phase before compression to a high precision of order of 50 fs. Without the compression, this is equal to the time jitter between the laser and the RF phase. An analysis of this measurement suggests that it is possible to use a fast feedback system to reduce the jitter significantly. However, during the successful HGHG experiment at 266 nm recently, we realized that there is a simpler way to achieve highly accurate synchronization. Here we describe the method.

Achievable magnetic fields of super-ferric helical undulators for the ILC.

The magnetic fields on the beam axis of helical undulators for the proposed International Linear Collider (ILC) gamma-ray production were calculated for undulator periods of 10 mm and 12 mm. The calculation assumed the use of low-carbon steel for the magnetic poles and a beam chamber outer diameter of 6.3 mm. Using NbTi superconducting coils at 4.2 K, the on-axis field for a 10-mm-period undulator was 0.62 T at the critical current density. The field for a 12-mm undulator period was 0.95 T, which gives a K value of 1.06. The K value for an 11-mm undulator with Nb{sub 3}Sn superconducting coils was estimated to about 1.1.

ACHIEVING NEW SOURCE PERFORMANCE STANDARDS (NSPS) EMISSION STANDARDS THROUGH INTEGRATION OF LOW-NOx BURNERS WITH AN OPTIMIZATION PLAN FOR BOILER COMBUSTION

The objective of this project is to demonstrate the use of an Integrated Combustion Optimization System to achieve NO{sub x} emissions levels in the range of 0.15 to 0.22 lb/MMBtu while simultaneously enabling increased power output. The project consists of the integration of low-NO{sub x} burners and advanced overfire air technology with various process measurement and control devices on the Holcomb Station Unit 1 boiler. The project includes the use of sophisticated neural networks or other artificial intelligence technologies and complex software that can optimize several operating parameters, including NO{sub x} emissions, boiler efficiency, and CO emissions. The program is being performed in three phases. In Phase I, the boiler is being equipped with sensors that can be used to monitor furnace conditions and coal flow to permit improvements in boiler operation. In Phase II, the boiler will be equipped with burner modifications designed to reduce NO{sub x} emissions and automated coal flow dampers to permit on-line fuel balancing. In Phase III, the boiler will be equipped with an overfire air system to permit deep reductions in NO{sub x} emissions to be achieved. The West Virginia University natural gas transmission line leak detection research is only considering using readily available 1/2 inch pipeline access ports for the detection of leak generated signals. The main problem with leak signals is the low signal to noise ratio. One of the acoustic signals associated with gas escaping through a leak is only temporary and is in the form of a rarefaction wave originating when the leak is formed. Due to pipeline friction, over distance such a step function transitions to a ramp function. The ability to identify a leak by pipeline monitoring and signal processing depends a great deal on the quality and signal to noise ratio of the characteristics of the detectors used. Combinations of sensing devices are being used for the WVU sensor package and are contained in a removable sensor housing. The four sensors currently installed are a 1/2 inch 3 Hz-40 Khz microphone, an audible range moving coil sensor, a piezo-electric pressure transducer, and the WVU designed floating 3 inch diameter diaphragm to detect flow transient induced pressure ramp type signals. Acoustic Energy: An Innovative Technology for Stimulating Oil Wells

The objective of this investigation was to demonstrate the effectiveness of sonication in reducing the viscosity of heavy crude oils. Sonication is the use of acoustic or sound energy to produce physical and/or chemical changes in materials, usually fluids. The goal of the first project phase was to demonstrate a proof of concept for the project objective. Batch tests of three commercially available, single-weight oils (30-, 90-, and 120-wt) were performed in the laboratory. Several observations and conclusions were made from this series of experiments. These include the following: (1) In general, the lower the acoustic frequency, the greater the efficiency in reducing the viscosity of the oils; (2) Sonication treatment of the three oils resulted in reductions in viscosity that ranged from a low of 31% to a high of 75%; and (3) The results of the first phase of the project successfully demonstrated that sonication could reduce the viscosity of oils of differing viscosity. The goal of the second project phase was to demonstrate the ability of sonication to reduce the viscosity of three crude oils ranging from a light crude to a heavy crude. Acoustical Imaging and Mechanical Properties of Soft Rock and Marine Sediments: Final Technical Report

The research during this project has concentrated on developing a correlation between rock deformation mechanisms and their acoustic velocity signature. This has included investigating: (1) the acoustic signature of drained and undrained unconsolidated sands, (2) the acoustic emission signature of deforming high porosity rocks (in comparison to their low porosity high strength counterparts), (3) the effects of deformation on anisotropic elastic and poroelastic moduli, and (4) the acoustic tomographic imaging of damage development in rocks. Each of these four areas involve triaxial experimental testing of weak porous rocks or unconsolidated sand and involves measuring acoustic properties. The research is directed at determining the seismic velocity signature of damaged rocks so that 3-D or 4-D seismic imaging can be utilized to image rock damage. These four areas of study are described in the report: (1) Triaxial compression experiments have been conducted on unconsolidated Oil Creek sand at high confining pressures. (2) Initial experiments on measuring the acoustic emission activity from deforming high porosity Danian chalk were accomplished and these indicate that the AE activity was of a very low amplitude. The oil and gas industry has encountered significant problems in the production of oil and gas from weak rocks (such as chalks and limestones) and from unconsolidated sand formations. Problems include subsidence, compaction, sand production, and catastrophic shallow water sand flows during deep water drilling. Together these cost the petroleum industry hundreds of millions of dollars annually. The goals of this first quarterly report is to document the progress on the project to provide data on the acoustic imaging and mechanical properties of soft rock and marine sediments. The project is intended to determine the geophysical (acoustic velocities) rock properties of weak, poorly cemented rocks and unconsolidated sands. In some cases these weak formations can create problems for reservoir engineers. For example, it cost Phillips Petroleum 1 billion dollars to repair of offshore production facilities damaged during the unexpected subsidence and compaction of the Ekofisk Field in the North Sea (Sulak 1991). Another example is the problem of shallow water flows (SWF) occurring in sands just below the seafloor encountered during deep water drilling operations. In these cases the unconsolidated sands uncontrollably flow up around the annulus of the borehole resulting in loss of the drill casing. The $150 million …

Three major goals were accomplished during this phase. First, a study was completed of the effects of stress-induced changes in anisotropic elastic moduli in sandstone. Second, a new method for measuring the anisotropic poroelastic moduli from acoustic data was developed. Third, a series of triaxial experiments were conducted on unconsolidated sands to identify pressure/stress conditions where liquefaction occurs under high confining pressures. Stress-induced changes in anisotropic Young's moduli and shear moduli were observed during deformational pathway experiments. A new method was made for the acquisition of compressional and shear wave velocities along a series of 3-dimensional raypaths through a core sample as it is subjected to deformation. Three different deformational pathway experiments were conducted. During the hydrostatic deformation experiment, little or no anisotropy was observed in either the Young's moduli or shear moduli. Significant deformational anisotropies were observed in both moduli during the uniaxial strain test and the triaxial compression experiment but each had a different nature. During the triaxial experiment the axial and lateral Young's moduli and shear moduli continued to diverge as load was applied. Acquisition Workforce: Department of Defense's Plans to Address Workforce Size and Structure Challenges

A letter report issued by the General Accounting Office with an abstract that begins "The Department of Defense (DOD) downsized its acquisition workforce by half in the past decade. It now faces serious imbalances in the skills and experience of its remaining workforce and the potential loss of highly specialized knowledge if many of its acquisition specialists retire. DOD created the Acquisition 2005 Task Force to study its civilian acquisition workforce and develop a strategy to replenish personnel losses. In response to a legislative mandate, DOD reported on its plans to implement the task force's recommendations as required by the National Defense Authorization Act for Fiscal Year 2002. DOD's report shows that it has made progress in reshaping its acquisition workforce. For example, DOD is working to remove barriers to its strategic planning initiative; continuing to test various human capital innovations; and has begun making significant changes to its acquisition workforce-training program. DOD's report provides information on implementation of the task force's recommendations and their status. However, for many initiatives, DOD did not clearly describe the actions taken or when they occurred, nor did it identify all planned actions and schedules for completing the initiatives."
