The REBUS-MCNP Linkage.

The Reduced Enrichment Research and Test Reactor (RERTR) Program uses the REBUS-PC computer code to provide reactor physics and core design information such as neutron flux distributions in space, energy, and time, and to track isotopic changes in fuel and neutron absorbers with burnup. REBUS-PC models the complete fuel cycle including shuffling capability. REBUS-PC evolved using the neutronic capabilities of multi-group diffusion theory code DIF3D 9.0, but was extended to apply the continuous energy Monte Carlo code MCNP for one-group fluxes and cross-sections. The linkage between REBUS-PC and MCNP has recently been modernized and extended, as described in this manual. REBUS-PC now calls MCNP via a system call so that the user can apply any valid MCNP executable. The interface between REBUS-PC and MCNP requires minimal changes to an existing MCNP model, and little additional input. The REBUS-MCNP interface can also be used in conjunction with DIF3D neutronics to update an MCNP model with fuel compositions predicted using a DIF3D based depletion.

Study of metallic materials for solid oxide fuel cell interconnect applications.

Metallic interconnect acts as a gas separator and a gas distributor and therefore, it needs to function adequately in two widely different environments. The interconnect material will be exposed to air on one side and natural gas or coal-derived synthesis gas on the other side. The viable material for the interconnect application must be resistant not only to oxidation but also carburization in hydrocarbon containing low-oxygen environments. In addition, the scales that develop on the exposed surfaces must possess adequate electrical conductivity for them to function as current leads over long service life of the fuel cell. This report addresses five topics of interest for the development of metallic interconnects with adequate performance in fuel cells for long service life. The research conducted over the years and the conclusions reached were used to identify additional areas of research on materials for improved performance of components, especially metallic interconnects, in the complex fuel cell environments. WIND-TO-HYDROGEN ENERGY PILOT PROJECT: BASIN ELECTRIC POWER COOPERATIVE In an effort to address the hurdles of wind-generated electricity (specifically wind's intermittency and transmission capacity limitations) and support development of electrolysis technology, Basin Electric Power Cooperative (BEPC) conducted a research project involving a wind-to-hydrogen system. Through this effort, BEPC, with the support of the Energy & Environmental Research Center at the University of North Dakota, evaluated the feasibility of dynamically scheduling wind energy to power an electrolysis-based hydrogen production system. The goal of this project was to research the application of hydrogen production from wind energy, allowing for continued wind energy development in remote wind-rich areas and mitigating the necessity for electrical transmission expansion. Prior to expending significant funding on equipment and site development, a feasibility study was performed. The primary objective of the feasibility study was to provide BEPC and The U.S. Department of Energy (DOE) with sufficient information to make a determination whether or not to proceed with Phase II of the project, which was equipment procurement, installation, and operation. Astrophysical Gyrokinetics: Kinetic and Fluid Turbulent Cascades In Magentized Weakly Collisional Plasmas

This paper presents a theoretical framework for understanding plasma turbulence in astrophysical plasmas. It is motivated by observations of electromagnetic and density fluctuations in the solar wind, interstellar medium and galaxy clusters, as well as by models of particle heating in accretion disks. All of these plasmas and many others have turbulentmotions at weakly collisional and collisionless scales. The paper focuses on turbulence in a strong mean magnetic field. The key assumptions are that the turbulent fluctuations are small compared to the mean field, spatially anisotropic with respect to it and that their frequency is low compared to the ion cyclotron frequency. The turbulence is assumed to be forced at some system-specific outer scale. The energy injected at this scale has to be dissipated into heat, which ultimately cannot be accomplished without collisions. A kinetic cascade develops that brings the energy to collisional scales both in space and velocity. The nature of the kinetic cascade in various scale ranges depends on the physics of plasma fluctuations that exist there. There are four special scales that separate physically distinct regimes: the electron and ion gyroscales, the mean free path and the electron diffusion scale. In each of the scale ranges separated …

Atmospheric Radiation Measurement program climate research facility operations quarterly report January 1 - March 31, 2009.

Individual raw data streams from instrumentation at the Atmospheric Radiation Measurement (ARM) Program Climate Research Facility (ACRF) fixed and mobile sites are collected and sent to the Data Management Facility (DMF) at Pacific Northwest National Laboratory (PNNL) for processing in near real-time. Raw and processed data are then sent daily to the ACRF Archive, where they are made available to users. For each instrument, we calculate the ratio of the actual number of data records received daily at the Archive to the expected number of data records. The results are tabulated by (1) individual data stream, site, and month for the current year and (2) site and fiscal year (FY) dating back to 1998. The U.S. Department of Energy (DOE) requires national user facilities to report time-based operating data. The requirements concern the actual hours of operation (ACTUAL); the estimated maximum operation or uptime goal (OPSMAX), which accounts for planned downtime; and the VARIANCE [1 - (ACTUAL/OPSMAX)], which accounts for unplanned downtime. The OPSMAX time for the second quarter of FY 2009 for the Southern Great Plains (SGP) site is 2,052.00 hours (0.95 x 2,160 hours this quarter). Auto Industry: Summary of Government Efforts and Automakers' Restructuring to Date

A letter report issued by the Government Accountability Office with an abstract that begins "The turmoil in financial markets and the economic downturn has brought significant financial stress to the auto manufacturing industry. The economic reach of the auto industry in the United States is broad, affecting autoworkers, auto suppliers, stock and bondholders, dealers, and certain states. To help stabilize the U.S. auto industry and avoid disruptions that could pose systemic risk to the nation's economy, in December 2008 the Department of the Treasury established the Automotive Industry Financing Program (AIFP) under the Troubled Asset Relief Program (TARP). From December 2008 through March 2009, Treasury has allocated about $36 billion to this program, including loans to Chrysler Holding LLC (Chrysler) and General Motors (GM). GAO has previously identified three principles to guide federal assistance to large firms: define the problem, determine the national interests and set goals and objectives, and protect the government's interests. Compelling Research Opportunities using Isotopes

Isotopes are vital to the science and technology base of the US economy. Isotopes, both stable and radioactive, are essential tools in the growing science, technology, engineering, and health enterprises of the 21st century. The scientific discoveries and associated advances made as a result of the availability of isotopes today span widely from medicine to biology, physics, chemistry, and a broad range of applications in environmental and material sciences. Isotope issues have become crucial aspects of homeland security. Isotopes are utilized in new resource development, in energy from bio-fuels, petrochemical and nuclear fuels, in drug discovery, health care therapies and diagnostics, in nutrition, in agriculture, and in many other areas. The development and production of isotope products unavailable or difficult to get commercially have been most recently the responsibility of the Department of Energy's Nuclear Energy program. The President's FY09 Budget request proposed the transfer of the Isotope Production program to the Department of Energy's Office of Science in Nuclear Physics and to rename it the National Isotope Production and Application program (NIPA). Federal Contractors: Better Performance Information Needed to Support Agency Contract Award Decisions

A letter report issued by the Government Accountability Office with an abstract that begins "In fiscal year 2007, federal agencies worked with over 160,000 contractors, obligating over $456 billion, to help accomplish federal missions. This reliance on contractors makes it critical that agencies have the information necessary to properly evaluate a contractor's prior history of performance and better inform agencies' contract award decisions. While actions have been taken to improve the sharing of past performance information and its use--including the development of the Past Performance Information Retrieval System (PPIRS)--concerns remain about this information. This report assesses agencies' use of past performance information in awarding contracts; identifies challenges that hinder systematic sharing of past performance information; and describes efforts to improve contractor performance information. In conducting this work, GAO analyzed 62 contract solicitations from fiscal years 2007 and 2008 and met with 121 contracting officials. While the solicitations represent a range of contracts and contractors, GAO's findings cannot be generalized to all federal contracts."

Generalized Expression for Polarization Density

A general polarization density which consists of classical and neoclassical parts is system-atically derived via modern gyrokinetics and bounce-kinetics by employing a phase-space Lagrangian Lie-transform perturbation method. The origins of polarization density are further elucidated. Extending the work on neoclassical polarization for long wavelength compared to ion banana width [M. N. Rosenbluth and F. L. Hinton, Phys. Rev. Lett. 80, 724 (1998)], an analytical formula for the generalized neoclassical polarization including both finite-banana-width (FBW) and finite-Larmor-radius (FLR) effects for arbitrary radial wavelength in comparison to banana width and gyroradius is derived. In additional to the contribution from trapped particles, the contribution of passing particles to the neoclassical polarization is also explicitly calculated. Our analytic expression agrees very well with the previous numerical results for a wide range of radial wavelength.

Multi-Channel Auto-Dilution System for Remote Continuous Monitoring of High Soil-CO2 Fluxes

Geological sequestration has the potential capacity and longevity to significantly decrease the amount of anthropogenic CO2 introduced into the atmosphere by combustion of fossil fuels such as coal. Effective sequestration, however, requires the ability to verify the integrity of the reservoir and ensure that potential leakage rates are kept to a minimum. Moreover, understanding the pathways by which CO2 migrates to the surface is critical to assessing the risks and developing remediation approaches. Field experiments, such as those conducted at the Zero Emissions Research and Technology (ZERT) project test site in Bozeman, Montana, require a flexible CO2 monitoring system that can accurately and continuously measure soil-surface CO2 fluxes for multiple sampling points at concentrations ranging from background levels to several tens of percent. To meet this need, PNNL is developing a multi-port battery-operated system capable of both spatial and temporal monitoring of CO2 at concentrations from ambient to at least 150,000 ppmv. This report describes the system components (sampling chambers, measurement and control system, and power supply) and the results of a field test at the ZERT site during the late summer and fall of 2008. Plasma Equilibrium in a Magnetic Field with Stochastic Regions

The nature of plasma equilibrium in a magnetic field with stochastic regions is examined. It is shown that the magnetic differential equation that determines the equilibrium Pfirsch-Schluter currents can be cast in a form similar to various nonlinear equations for a turbulent plasma, allowing application of the mathematical methods of statistical turbulence theory. An analytically tractable model, previously studied in the context of resonance-broadening theory, is applied with particular attention paid to the periodicity constraints required in toroidal configurations. It is shown that even a very weak radial diffusion of the magnetic field lines can have a significant effect on the equilibrium in the neighborhood of the rational surfaces, strongly modifying the near-resonant Pfirsch-Schluter currents. Implications for the numerical calculation of 3D equilibria are discussed

Recovery Act: As Initial Implementation Unfolds in States and Localities, Continued Attention to Accountability Issues Is Essential

A letter report issued by the Government Accountability Office with an abstract that begins "The American Recovery and Reinvestment Act of 2009 (Recovery Act) is estimated to cost about $787 billion over the next several years, of which about $280 billion will be administered through states and localities. The Recovery Act requires GAO to do bimonthly reviews of the use of funds by selected states and localities. In this first report, GAO describes selected states' and localities' (1) uses of and planning of Recovery Act funds, (2) accountability approaches, and (3) plans to evaluate the impact of funds received. GAO's work is focused on 16 states and the District of Columbia--representing about 65 percent of the U.S. population and two-thirds of the intergovernmental federal assistance available through the Recovery Act. GAO collected documents from and interviewed state and local officials, including Governors, "Recovery Czars," State Auditors, Controllers, and Treasurers. GAO also reviewed guidance from the Office of Management and Budget (OMB) and other federal agencies."

Design of Experiments to Determine Causes of Flex Cable Solder Wicking, Discoloration and Hole Location Defects

Design of Experiments (DoE) were developed and performed in an effort to discover and resolve the causes of three different manufacturing issues; large panel voids after Hot Air Solder Leveling (HASL), cable hole locations out of tolerance after lamination and delamination/solder wicking around flat flex cable circuit lands after HASL. Results from a first DoE indicated large panel voids could be eliminated by removing the pre-HASL cleaning. It also revealed eliminating the pre-HASL bake would not be detrimental when using a hard press pad lamination stackup. A second DoE indicated a reduction in hard press pad stackup lamination pressure reduced panel stretch in the y axis approximately 70%. A third DoE illustrated increasing the pre-HASL bake temperature could reduce delamination/solder wicking when using a soft press pad lamination stackup.

The purpose of the report is to provide context for Congress about the characteristics of youth who are not working or in school, and the circumstances in which they live.

The Year 2000 Computer Problem: Congressional Issues

Many computers were designed to store a two-digit number for the year, which makes the year 2000 indistinguishable from 1900. Unless they are corrected, many computers will not be able to process dates beyond the year 2000, and may cause many costly problems in commerce and government. In the 106th Congress, hearings are being held and will continue to provide the public with the most accurate information available on the status of Y2K remediations at federal agencies, state and local agencies, private sector entities, and international organizations. Congress may also consider additional legislation to ensure that private sector systems are compliant, to establish emergency preparedness measures to address problems that might occur, and to limit liability associated with Y2K failures for manufacturers and industry groups.

Afghanistan: Government Formation and Performance

The Afghan central government's limited writ and widespread official corruption are helping sustain a Taliban insurgency, and have fed pessimism about the Afghanistan stabilization effort. President Hamid Karzai is working with U.S. and international donors on how to improve governance and delivery of public services, and on winning re-election in presidential elections slated for August 20, 2009. Many agree that the country has made substantial progress on personal and political freedoms since the fall of the Taliban regime. Over the past year U.S. officials have been shifting away from reliance on building the central government and toward promoting local governing bodies and security initiatives as a complement to efforts to build central government capabilities. The United States will increase economic development efforts, and develop benchmarks with which to judge the performance and legitimacy of the Afghan government, including its efforts to curb official corruption.
