100 Area D4 Project Building Completion Report - July 2007 to December 2008

This report documents the decontamination, decommissioning, and demolition of the 105-NB, 163-N, 183-N, 183-NA, 183-NB, 183-NC, 184-N, 184-NA, 184-NB, 184-NC, 184-ND, 184-NE, 184-NF, 1312-N, 1330-N, 1705-N, 1705-NA, 1706-N, 1712-N, 1714-N, 1714-NA, 1714-NB, 1802-N, MO-050, MO-055, MO-358, MO-390, MO-900, MO-911, and MO-950 facilities in the 100 Area of the Hanford Site. The D4 activities for these facilities include utility disconnection, planning, characterization, engineering, removal of hazardous and radiological contaminated materials, equipment removal, decommissioning, deactivation, decontamination, demolition of the structure, and removal of the remaining slabs.

100-N Area Strontium-90 Treatability Demonstration Project: Food Chain Transfer Studies for Phytoremediation Along the 100-N Columbia River Riparian Zone

Strontium-90 (90Sr) exceeds the U.S. Environmental Protection Agency’s drinking water standards for groundwater (8 picocuries/L) by as much as a factor of 1000 at several locations within the Hanford 100-N Area and along the 100-N Area Columbia River shoreline). Phytoextraction, a managed remediation technology in which plants or integrated plant/rhizosphere systems are employed to phytoextract and/or sequester 90Sr, is being considered as a potential remediation system along the riparian zone of the Columbia River as part of a treatment train that includes an apatite barrier to immobilize groundwater transport of 90Sr. Phytoextraction would employ coyote willow (Salix exigua) to extract 90Sr from the vadose zone soil and aquifer sediments (phytoextraction) and filter 90Sr (rhizofiltration) from the shallow groundwater along the riparian zone of the Columbia River. The stem and foliage of coyote willows accumulating 90Sr may present not only a mechanism to remove the contaminant but also can be viewed as a source of nutrition for natural herbivores, therefore becoming a potential pathway for the isotope to enter the riparian food chain. The 300 Area Integrated Field Research Challenge Quality Assurance Project Plan

Pacific Northwest National Laboratory and a group of expert collaborators are using the U.S. Department of Energy Hanford Site 300 Area uranium plume within the footprint of the 300-FF-5 groundwater operable unit as a site for an Integrated Field-Scale Subsurface Research Challenge (IFRC). The IFRC is entitled Multi-Scale Mass Transfer Processes Controlling Natural Attenuation and Engineered Remediation: An IFRC Focused on the Hanford Site 300 Area Uranium Plume Project. The theme is investigation of multi-scale mass transfer processes. A series of forefront science questions on mass transfer are posed for research that relate to the effect of spatial heterogeneities; the importance of scale; coupled interactions between biogeochemical, hydrologic, and mass transfer processes; and measurements/approaches needed to characterize and model a mass transfer-dominated system. This Quality Assurance Project Plan provides the quality assurance requirements and processes that will be followed by the 300 Area IFRC Project. This plan is designed to be used exclusively by project staff.

2008 Lobbying Disclosure: Observations on Lobbyists' Compliance with Disclosure Requirements

A letter report issued by the Government Accountability Office with an abstract that begins "The Honest Leadership and Open Government Act (HLOGA) of 2007 amended the Lobbying Disclosure Act of 1995 by doubling the frequency of lobbyists' reporting and increasing criminal and civil penalties. This is GAO's second report in response to the Act's requirement for GAO to annually (1) determine the extent to which lobbyists can demonstrate compliance with the Act by providing support for information on their registrations and reports, (2) describe challenges identified by lobbyists to complying with the Act, and (3) describe the resources and authorities available to the U.S. Attorney's Office for the District of Columbia's efforts to enforce the Act. For this report, GAO placed increased emphasis on written documentation to support disclosure reports. GAO reviewed a random sample of 100 lobbyist disclosure reports filed during the first three quarters of calendar year 2008. GAO also selected a random sample of 100 reports of federal political contributions, filed for the first time, for mid-calendar-year 2008. This methodology allowed GAO to generalize the sample results to the populations of 40,169 lobbying activity disclosure reports and 6,048 reports with contributions filed. The Stockpile Stewardship Program (SSP) is a single, highly integrated technical program for maintaining the surety and reliability of the U.S. nuclear stockpile. The SSP uses past nuclear test data along with current and future non-nuclear test data, computational modeling and simulation, and experimental facilities to advance understanding of nuclear weapons. It includes stockpile surveillance, experimental research, development and engineering programs, and an appropriately scaled production capability to support stockpile requirements. This integrated national program requires the continued use of current facilities and programs along with new experimental facilities and computational enhancements to support these programs. The Advanced Simulation and Computing Program (ASC) is a cornerstone of the SSP, providing simulation capabilities and computational resources to support the annual stockpile assessment and certification, to study advanced nuclear weapons design and manufacturing processes, to analyze accident scenarios and weapons aging, and to provide the tools to enable stockpile Life Extension Programs (LEPs) and the resolution of Significant Finding Investigations (SFIs). This requires a balanced resource, including technical staff, hardware, simulation software, and computer science solutions. Advanced Waveform Simulation for Seismic Monitoring Events

High-Resolution Source Parameters using Calibration from Ambient Seismic Noise (ASN) Zhongwen Zhan, Shengji Wei, Sidao Ni, and Don V. Helmberger Abstract Several new methods have been developed to retrieve local Green's functions based on the cross-correlation of ambient seismic noise (station-to-station) and conventional (source-to-station) inversions. The latter methods provide the most broadband results but require accurate source parameters for phase-delay recovery which depends on the starting model. Considerable progress is being made in providing such information from 3D modeling, Tape et al. (2008), using Adjoint Tomography. But to match waveforms for the recent Chino Hills event still requires shifting synthetics to align on data. This means that it is difficult to use 3D simulations to refine source locations in near-real time. We can avoid the 3D problems by applying the CAP method and storing shifts from past events, Tan (2006), and/or using ASN, Shapiro et al. (2005), to predict lags for surface waves. Here, we directly compare results from CAP predictions with ASN results using stations near the Chino Hills event. Aerosol penetration of leak pathways : an examination of the available data and models.

Data and models of aerosol particle deposition in leak pathways are described. Pathways considered include capillaries, orifices, slots and cracks in concrete. The Morewitz-Vaughan criterion for aerosol plugging of leak pathways is shown to be applicable only to a limited range of particle settling velocities and Stokes numbers. More useful are sampling efficiency criteria defined by Davies and by Liu and Agarwal. Deposition of particles can be limited by bounce from surfaces defining leak pathways and by resuspension of particles deposited on these surfaces. A model of the probability of particle bounce is described. Resuspension of deposited particles can be triggered by changes in flow conditions, particle impact on deposits and by shock or vibration of the surfaces. This examination was performed as part of the review of the AP1000 Standard Combined License Technical Report, APP-GW-GLN-12, Revision 0, 'Offsite and Control Room Dose Changes' (TR-112) in support of the USNRC AP1000 Standard Combined License Pre-Application Review.

Afghanistan: Government Formation and Performance

The Afghan central government's limited writ and widespread official corruption are helping sustain a Taliban insurgency, and have fed pessimism about the Afghanistan stabilization effort. President Hamid Karzai is working with U.S. and international donors on how to improve governance and delivery of public services, and on winning re-election in presidential elections slated for August 20, 2009. Many agree that the country has made substantial progress on personal and political freedoms since the fall of the Taliban regime. Over the past year U.S. officials have been shifting away from reliance on building the central government and toward promoting local governing bodies and security initiatives as a complement to efforts to build central government capabilities. The United States will increase economic development efforts, and develop benchmarks with which to judge the performance and legitimacy of the Afghan government, including its efforts to curb official corruption.

Afghanistan: Key Issues for Congressional Oversight

A letter report issued by the Government Accountability Office with an abstract that begins "The United States has provided approximately $38.6 billion in reconstruction assistance to Afghanistan and has over 35,000 troops in the country as of February 2009. Some progress has occurred in areas such as economic growth, infrastructure development, and training of the Afghan National Security Forces (ANSF), but the overall security situation in Afghanistan has not improved after more than 7 years of U.S. and international efforts. In response, the new administration plans to deploy approximately 21,000 additional troops1 to Afghanistan this year, and has completed a strategic review of U.S. efforts in Afghanistan and Pakistan. Based on our past work and the significance of U.S. efforts in Afghanistan to the overall U.S. counterinsurgency strategy, we have highlighted Afghanistan as an urgent oversight issue facing this Congress. The government of Afghanistan, with the assistance of the international community, developed the Afghanistan National Development Strategy (ANDS), which was finalized in June 20083, as a guiding document for achieving Afghanistan's reconstruction goals. Albeni Falls Wildlife Mitigation Project; Idaho Department of Fish and Game 2007 Final Annual Report.

The Idaho Department of Fish and Game maintained a total of about 2,743 acres of wildlife mitigation habitat in 2007, and protected another 921 acres. The total wildlife habitat mitigation debt has been reduced by approximately two percent (598.22 HU) through the Department's mitigation activities in 2007. Implementation of the vegetative monitoring and evaluation program continued across protected lands. For the next funding cycle, the IDFG is considering a package of restoration projects and habitat improvements, conservation easements, and land acquisitions in the project area.

Analysis of cavern stability at the Bryan Mound SPR site.

This report presents computational analyses that simulate the structural response of caverns at the Strategic Petroleum Reserve Bryan Mound site. The cavern field comprises 20 caverns. Five caverns (1, 2, 4, and 5; 3 was later plugged and abandoned) were acquired from industry and have unusual shapes and a history dating back to 1946. The other 16 caverns (101-116) were leached according to SPR standards in the mid-1980s and have tall cylindrical shapes. The history of the caverns and their shapes are simulated in a 3-D geomechanics model of the site that predicts deformations, strains, and stresses. Future leaching scenarios due to oil drawdowns using fresh water are also simulated by increasing the volume of the caverns. Cavern pressures are varied in the model to capture operational practices in the field. The results of the finite element model are interpreted to provide information on the current and future status of subsidence, well integrity, and cavern stability. The most significant result in this report is relevant to caverns 1, 2, and 5. The caverns have non-cylindrical shapes and have potential regions where the surrounding salt may be damaged during workover procedures. This bibliography covers aspects of the Detection and Early Warning of Proliferation from Online INdicators of Threat (DEWPOINT) project including 1) data management and querying, 2) baseline and advanced methods for classifying free text, and 3) algorithms to achieve the ultimate goal of inferring intent from free text sources. Metrics for assessing the quality and correctness of classification are addressed in the second group. Data management and querying include methods for efficiently storing, indexing, searching, and organizing the data we expect to operate on within the DEWPOINT project.

Annual Technical Progress Report of Radioisotope Power Systems Materials Production and Technology Program Tasks for October 1, 2007 Through September 30,2008

The Office of Radioisotope Power Systems (RPS) of the Department of Energy (DOE) provides RPS for applications where conventional power systems are not feasible. For example, radioisotope thermoelectric generators were supplied by the DOE to the National Aeronautics and Space Administration (NASA) for deep space missions including the Cassini Mission launched in October of 1997 to study the planet Saturn. For the Cassini Mission, ORNL produced carbon-bonded carbon fiber (CBCF) insulator sets, iridium alloy blanks and foil, and clad vent sets (CVS) used in the generators. The Oak Ridge National Laboratory (ORNL) has been involved in developing materials and technology and producing components for the DOE for more than three decades. This report reflects program guidance from the Office of RPS for fiscal year (FY) 2008. Production activities for prime quality (prime) CBCF insulator sets, iridium alloy blanks and foil, and CVS are summarized in this report. Technology activities are also reported that were conducted to improve the manufacturing processes, characterize materials, or to develop information for new RPS.
