A letter report issued by the Government Accountability Office with an abstract that begins "The success of the 2010 Census depends, in part, upon the U.S. Census Bureau's (Bureau) ability to recruit, hire, and train over half a million temporary workers at peak. Under the Comptroller General's authority, GAO reviewed the extent that the Bureau's (1) recruiting and hiring processes for these staff are consistent with selected human capital principles and (2) training delivery and content take into account known challenges. To answer these questions, GAO analyzed relevant reports and past recommendations to select principles for evaluating these activities, reviewed related Bureau documents, observed the 2006 Census Test in South Dakota and Texas, and interviewed Bureau officials."

This report discusses the major innovations that were planned for the 2010 Census, problems encountered in the attempt to automate certain decennial field operations, issues of census accuracy and coverage, and efforts to ensure an equitable count.

As part of Task 1 in Advanced Technologies for Stripper Gas Well Enhancement, Schlumberger Data & Consulting Services (DCS) joined with two Appalachian Basin producers, Great Lakes Energy Partners, LLC, and Belden & Blake Corporation to develop methodologies for identification and enhancement of stripper wells with economic upside potential. These industry partners previously provided us with data for more than 700 wells in northwestern Pennsylvania. Phase 1 goals of this project were to develop and validate methodologies that can quickly and cost-effectively identify underperforming wells with remediation potential. We enhanced and streamlined our software and are using it with Microsoft's{trademark} Access and Excel programs. During the last quarter of 2002, Great Lakes provided us with additional data for approximately 2,200 wells located in their Cooperstown field situated in northwestern Pennsylvania. We identified approximately 220 potential remediation candidates and Great Lakes personnel reviewed this list for viability and selected more than twenty five wells to be reworked. Approximately fifteen wells have been successfully reworked as of year-end 2004. This field provided a rigorous test of our software and analytical methods. The proliferation of corporate affiliates in banking, finance, and commerce has figured in discussion of several policy issues, including how to protect against (1) losses incurred by affiliated companies; (2) anticompetitive “tying” of bank and nonbank financial services; and (3) misuse of financial data of consumers. This report outlines the nature and evolution of affiliates, primarily from a regulatory perspective. It provides background for discussing financial issues involving corporate affiliates.

Accurate reservoir description is critical to the effective evaluation and efficient design of IOR projects in the heterogeneous SSC reservoirs. Therefore, the majority of Budget Period 1 was devoted to reservoir characterization. Technologies being demonstrated include: (1) Advanced petrophysics; (2) Three-dimensional (3-D) seismic; (3) Crosswell bore tomography; (4) Advanced reservoir simulation; (5) Carbon dioxide (CO{sub 2}) stimulation treatments; (6) Hydraulic fracturing design and monitoring; and (7) Mobility control agents.

The U.S. Department of Energy (DOE) and the Ohio Coal Development Office (OCDO) have recently initiated a project aimed at identifying, evaluating, and qualifying the materials needed for the construction of the critical components of coal-fired boilers capable of operating at much higher efficiencies than current generation of supercritical plants. This increased efficiency is expected to be achieved principally through the use of ultrasupercritical steam conditions (USC). The project goal initially was to assess/develop materials technology that will enable achieving turbine throttle steam conditions of 760 C (1400 F)/35 MPa (5000 psi), although this goal for the main steam temperature had to be revised down to 732 C (1350 F), based on a preliminary assessment of material capabilities. The project is intended to build further upon the alloy development and evaluation programs that have been carried out in Europe and Japan. Those programs have identified ferritic steels capable of meeting the strength requirements of USC plants up to approximately 620 C (1150 F) and nickel-based alloys suitable up to 700 C (1300 F). Re-entry vehicles on missiles launched at Vandenberg Air Force base in California re-enter at the Western Test Range, the Regan Test Site (RTS) at Kwajalein Atoll. An environmental Assessment (EA) was written at the beginning of the program to assess potential impact of Depleted Uranium (DU) and Beryllium (Be), the major RV materials of interest from a health and environmental perspective. The chemical and structural form of DU and Be in RVs is such that they are insoluble in soil water and sea water. Consequently, residual concentrations of DU and Be observed in soil on the island are not expected to be toxic to plant life because there is essentially no soil to plant uptake. Similarly, due to their insolubility in sea water there is no uptake of either element by marine biota including fish, mollusks, shellfish and sea mammals. No increase in either element has been observed in sea life around Illeginni Island where deposition of DU and Be has occurred. The critical terrestrial exposure pathway for U and Be is inhalation. Concentration of both elements in air over the test period (1989 to 2006) is lower by a factor of 10,000 than the most restrictive U.S. guideline for …

A letter report issued by the Government Accountability Office with an abstract that begins "Alaska Native corporations (ANC) were created to settle land claims with Alaska Natives and foster economic development. In 1986, legislation passed that allowed ANCs to participate in the Small Business Administration's (SBA) 8(a) program. Since then, Congress has extended special procurement advantages to 8(a) ANC firms, such as the ability to win sole-source contracts for any dollar amount. This report identifies (1) trends in the government's 8(a) contracting with ANC firms, (2) the reasons agencies have awarded 8(a) sole-source contracts to ANC firms and the facts and circumstances behind some of these contracts, and (3) how ANCs are using the 8(a) program. GAO also evaluated SBA's oversight of 8(a) ANC firms."
