Military Disability Retirement: Closer Monitoring Would Improve the Temporary Retirement Process

A letter report issued by the Government Accountability Office with an abstract that begins "Service members found unfit for duty due to a service-related illness or injury may be eligible for military disability retirement. When their disability is not stable, however, they may be placed on the military's Temporary Disability Retired List (TDRL) and granted temporary benefits for as long as 5 years. GAO was asked to respond to concerns about TDRL caseloads, management, and impact on servicemembers. To address these concerns, we analyzed TDRL data; interviewed military officials; reviewed laws, regulations, and other relevant documents; and conducted 12 focus groups with temporary retirees. This report examines (1) recent trends in the TDRL caseload size, (2) recent trends in the characteristics of those placed on the TDRL, (3) disability retirement outcomes for TDRL placements, (4) the adequacy of TDRL management, and (5) the adequacy of information provided to TDRL retirees."

A letter report issued by the Government Accountability Office with an abstract that begins "Along with private mortgage providers, the Department of Housing and Urban Development's (HUD) Federal Housing Administration (FHA) has been impacted by technological advances that began in the mid-1990s and that have significantly affected the way the mortgage industry works. As a result, in 2004, FHA implemented Technology Open to Approved Lenders (TOTAL) Scorecard--an automated tool that evaluates the majority of new loans insured by FHA. However, questions have emerged about the effectiveness of TOTAL. Given these concerns, you asked GAO to evaluate the way the agency developed and uses this new tool. This report looks at (1) the reasonableness of FHA's approach to developing TOTAL and (2) the potential benefits to HUD of expanding its use of TOTAL."

Foreign Assistance: Various Challenges Impede the Efficiency and Effectiveness of U.S. Food Aid

A letter report issued by the Government Accountability Office with an abstract that begins "The United States is the largest global food aid donor, accounting for over half of all food aid supplies to alleviate hunger and support development. Since 2002, Congress has appropriated an average of $2 billion per year for U.S. food aid programs, which delivered an average of 4 million metric tons of food commodities per year. Despite growing demand for food aid, rising business and transportation costs have contributed to a 52 percent decline in average tonnage delivered over the last 5 years. These costs represent 65 percent of total emergency food aid, highlighting the need to maximize its efficiency and effectiveness. Based on analysis of agency documents, interviews with experts and practitioners, and fieldwork, this report examines some key challenges to the (1) efficiency of U.S. food aid programs and (2) effective use of U.S. food aid."

In this report, GAO (1) analyzes the impact of the Sarbanes-Oxley Act on smaller public companies, particularly in terms of compliance costs; (2) describes responses of the Securities and Exchange Commission (SEC) and Public Company Accounting Oversight Board (PCAOB) to concerns raised by smaller public companies; and (3) analyzes smaller public companies' access to auditing services and the extent to which the share of public companies audited by mid-sized and small accounting firms has changed since the act was passed."

Human Capital: The Role of the Ombudsmen in Dispute Resolution

A letter report issued by the General Accounting Office with an abstract that begins "Federal agencies have created ombudsmen offices to expedite the resolution of employees' complaints about workplace issues. An ombudsman provides an informal alternative to more formal administrative processes in the workplace, using various techniques and often working "outside the box" to deal with conflicts and other organizational disputes. GAO found that the number of ombudsman offices handling workplace issues in federal agencies is small but is expected to grow. These offices deal with a wide range of workplace issues, from helping employees get answers to questions about agency policies and cutting through "red tape" to more serious situations, such as allegations about employment discrimination. In studying the ombudsmen offices at the National Institutes of Health (NIH), the International Broadcasting Bureau (IBB), and the U.S. Secret Service, GAO found some common approaches as well as some differences in their operations. Common to all three offices was their broad responsibility and authority to deal with almost any workplace issue, their ability to bring systemic issues to management's attention, and the way in which they worked with other agency offices in providing assistance to employees. Numerical simulation is used to evaluate mass flow and heatextraction rates from enhanced geothermal injection-production systemsthat are operated using either CO2 or water as heat transmission fluid.For a model system patterned after the European hot dry rock experimentat Soultz, we find significantly greater heat extraction rates for CO2 ascompared to water. The strong dependence of CO2 mobility (=density/viscosity) upon temperature and pressure may lead to unusualproduction behavior, where heat extraction rates can actually increasefor a time, even as the reservoir is subject to thermaldepletion.

Achievable magnetic fields of super-ferric helical undulators for the ILC.

The magnetic fields on the beam axis of helical undulators for the proposed International Linear Collider (ILC) gamma-ray production were calculated for undulator periods of 10 mm and 12 mm. The calculation assumed the use of low-carbon steel for the magnetic poles and a beam chamber outer diameter of 6.3 mm. Using NbTi superconducting coils at 4.2 K, the on-axis field for a 10-mm-period undulator was 0.62 T at the critical current density. The field for a 12-mm undulator period was 0.95 T, which gives a K value of 1.06. The K value for an 11-mm undulator with Nb{sub 3}Sn superconducting coils was estimated to about 1.1.

Predicted Effects of Prescribed Burning and Timber Management on Forest Recovery and Sustainability at Fort Benning, Georgia

The objective of this work was to use a simple compartment model of soil carbon (C) and nitrogen (N) dynamics to predict forest recovery on degraded soils and forest sustainability, following recovery, under different regimes of prescribed fire and timber management. This report describes the model and a model-based analysis of the effect of prescribed burning and forest thinning or clearcutting on stand recovery and sustainability at Fort Benning, GA. I developed the model using Stella{reg_sign} Research Software (High Performance Systems, Inc., Hanover, NH) and parameterized the model using data from field studies at Fort Benning, literature sources, and parameter fitting. The model included (1) a tree biomass submodel that predicted aboveground and belowground tree biomass, (2) a litter production submodel that predicted the dynamics of herbaceous aboveground and belowground biomass, (3) a soil C and N submodel that predicted soil C and N stocks (to a 30 cm soil depth) and net soil N mineralization, and (4) an excess N submodel that calculated the difference between predicted plant N demands and soil N supplies. Soil Carbon Dynamics Along an Elevation Gradient in the Southern Appalachian Mountains

The role of soil C dynamics in the exchange of CO{sub 2} between the terrestrial biosphere and the atmosphere is at the center of many science questions related to global climate change. The purpose of this report is to summarize measured trends in environmental factors and ecosystem processes that affect soil C balance along elevation gradients in the southern Appalachian Mountains of eastern Tennessee and western North Carolina, USA. Three environmental factors that have potentially significant effects on soil C dynamics (temperature, precipitation, and soil N availability) vary in a predictable manner with altitude. Forest soil C stocks and calculated turnover times of labile soil C increase with elevation, and there is an apparent inverse relationship between soil C storage and mean annual temperature. Relationships between climate variables and soil C dynamics along elevation gradients must be interpreted with caution because litter chemistry, soil moisture, N availability, and temperature are confounded; all potentially interact in complex ways to regulate soil C storage through effects on decomposition. Some recommendations are presented for untangling these complexities. Mass- and temperature-dependent diffusion coefficients for lightnoble gases for the TOUGH2-EOSN Model

This report describes modifications made to the EOSN module(Shan and Pruess, 2003) of the nonisothermal multiphase flow simulatorTOUGH2 (Pruess, et al., 1999). The EOSN fluid property module simulatestransport of water, brine, air, and noble gases or CO2 in the subsurface.In the standard version of the EOSN module, diffusion coefficients can bespecified by the user, but there is no allowance for liquid-phasediffusion coefficients to change with temperature. Furthermore, usersmust specify radiogenic sources of heat and helium for each element indata block GENER, which can be a time-consuming task for models withlarge numbers of elements. Our modifications seek to increase thefunctionality and efficiency of using TOUGH2-EOSN by allowing for mass-and temperature-dependent liquid-phase diffusion coefficients for heliumand neon and specification of radiogenic heat and helium production as aproperty of a material. The modified version is based on TOUGH2-EOSN andthus requires familiarity with the capabilities and input formats of theTOUGH2 code (Pruess, et al., 1999) and the EOSN module (Shan and Pruess,2003). This report only details our modifications and how to properlyutilize them.

DOE Advanced Controls R&D Planning Workshop, June 11, 2003, Washington DC: Workshop Results

On June 11, 2003, representatives from universities, federal and state government agencies, Department of Energy national laboratories, and the private sector attended a one-day workshop in Washington, DC. The objective of the workshop was to review and provide input into DOE's assessment of the market for advanced sensors and controls technology and potential R&D pathways to enhance their success in the buildings market place. The workshop consisted of two sessions. During the morning session, participants were given an overview on the following topics: market assessment, current applications and strategies for new applications, sensors and controls, networking, security, and protocols and standards, and automated diagnostics, performance measurement, commissioning and optimal control and tools. In the sessions, workshop participants were asked to review the potential R&D pathways, identify high priority activities, and outline a five year path for each of these activities. Priorities were as follows: largest and quickest impact; best use of finite resources; greatest likelihood for market penetration; and ability to replicate results. The participants identified several promising R&D opportunities.

Visual Sample Plan Version 1.0 User's Guide

This user's guide describes Visual Sample Plan (VSP) Version 1.0 and provides instructions for using the software. VSP selects the appropriate number and location of environmental samples to ensure that the results of statistical tests performed to provide input to environmental decisions have the required confidence and performance. VSP Version 1.0 provides sample-size equations or algorithms needed by specific statistical tests appropriate for specific environmental sampling objectives. The easy-to-use program is highly visual and graphic. VSP runs on personal computers with Microsoft Windows operating systems (95, 98, Millenium Edition, 2000, and Windows NT). Designed primarily for project managers and users without expertise in statistics, VSP is applicable to any two-dimensional geographical population to be sampled (e.g., surface soil, a defined layer of subsurface soil, building surfaces, water bodies, and other similar applications) for studies of environmental quality.

Development of a CW Superconducting RF Booster Cryomodule for Future Light Sources

Future light sources based on seeded free electron lasers (FEL) have the potential to increase the soft xray flux by several orders of magnitude with short bunch lengths to probe electron structure and dynamics. A low emittance, high rep-rate radio frequency (RF) photocathode electron gun will generate the electron beam that will require very stringent beam control and manipulation through the superconducting linear accelerator to maintain the high brightness required for an x-ray FEL. The initial or booster cavities of the superconducting radio frequency (SRF) linear accelerator will require stringent control of transverse kicks and higher order modes (HOM) during the beam manipulation and conditioning that is needed for emittance exchange and bunch compression. This SBIR proposal will develop, fabricate and test a continuous-wave SRF booster cryomodule specifically for this application. Phase I demonstrated the technical feasibility of the project by completing the preliminary SRF cavity and cryomodule design and its integration into an R&D test stand for beam studies at Lawrence Berkeley National Laboratory (LBNL). The five-cell bulk niobium cavities operate at 750 MHz, and generate 10 MV each with strong HOM damping and special care to eliminate transverse kicks due to couplers. The original funding under this project number was awarded for a period 12/1999 until 12/2002 under the project title Diamond and Hydrogenated Carbons for Advanced Batteries and Fuel Cells: Fundamental Studies and Applications. The project was extended until 06/2003 at which time a renewal proposal was awarded for a period 06/2003 until 06/2008 under the project title Metal/Diamond Composite Thin-Film Electrodes: New Carbon Supported Catalytic Electrodes. The work under DE-FG02-01ER15120 was initiated about the time the PI moved his research group from the Department of Chemistry at Utah State University to the Department of Chemistry at Michigan State University. This DOE-funded research was focused on (i) understanding structure-function relationships at boron-doped diamond thin-film electrodes, (ii) understanding metal phase formation on diamond thin films and developing electrochemical approaches for producing highly dispersed electrocatalyst particles (e.g., Pt) of small nominal particle size, (iii) studying the electrochemical activity of the electrocatalytic electrodes for hydrogen oxidation and oxygen reduction and (iv) conducting the initial synthesis of high surface area diamond powders and evaluating their electrical and electrochemical properties when mixed with a Teflon binder.

The Independent Technical Analysis Process

The Bonneville Power Administration (BPA) contracted with the Pacific Northwest National Laboratory (PNNL) to provide technical analytical support for system-wide fish passage information (BPA Project No. 2006-010-00). The goal of this project was to produce rigorous technical analysis products using independent analysts and anonymous peer reviewers. In the past, regional parties have interacted with a single entity, the Fish Passage Center to access the data, analyses, and coordination related to fish passage. This project provided an independent technical source for non-routine fish passage analyses while allowing routine support functions to be performed by other well-qualified entities.

Quarterly Groundwater Report for the Solid Waste Landfill October - December 2006

This report provides information on groundwater monitoring at the Solid Waste Landfill during the quarterly time period October through December 2006. Conditions remain very similar to those reported in the previous quarterly report. Four background threshold values, two WAC 173-200 Groundwater Quality Criteria, and one WAC 246-290-310 maximum contaminant level were exceeded. The results that exceed applicable limits are consistent with the type of waste disposed to the landfill.
