Accelerated Geothermal Resource Development in the Great Basin Through Enhanced Public Awareness and Outreach to Shareholders.

The Great Basin Center for Geothermal Energy conducted work encompassing two main tasks. We (1) produced a web-based, stakeholder geothermal information system for Nevada geothermal data relevant to assessing and developing geothermal resources, and (2) we held informational stakeholder workshops (both as part of GeoPowering the West Initiative). The objective of this grant was to conduct workshops and fund database and web development activities. This grant funds salaries for web and database developers and part of the administrative assistant who helps to coordinate and organize workshops, and maintain selected databases.

Acoustical Imaging and Mechanical Properties of Soft Rock and Marine Sediments Progress Report: January-March 2002

Three major goals were accomplished during this phase. First, a study was completed of the effects of stress-induced changes in anisotropic elastic moduli in sandstone. Second, a new method for measuring the anisotropic poroelastic moduli from acoustic data was developed. Third, a series of triaxial experiments were conducted on unconsolidated sands to identify pressure/stress conditions where liquefaction occurs under high confining pressures. Stress-induced changes in anisotropic Young's moduli and shear moduli were observed during deformational pathway experiments. A new method was made for the acquisition of compressional and shear wave velocities along a series of 3-dimensional raypaths through a core sample as it is subjected to deformation. Three different deformational pathway experiments were conducted. During the hydrostatic deformation experiment, little or no anisotropy was observed in either the Young's moduli or shear moduli. Significant deformational anisotropies were observed in both moduli during the uniaxial strain test and the triaxial compression experiment but each had a different nature. During the triaxial experiment the axial and lateral Young's moduli and shear moduli continued to diverge as load was applied. Acquisition Workforce: Department of Defense's Plans to Address Workforce Size and Structure Challenges

A letter report issued by the General Accounting Office with an abstract that begins "The Department of Defense (DOD) downsized its acquisition workforce by half in the past decade. It now faces serious imbalances in the skills and experience of its remaining workforce and the potential loss of highly specialized knowledge if many of its acquisition specialists retire. DOD created the Acquisition 2005 Task Force to study its civilian acquisition workforce and develop a strategy to replenish personnel losses. In response to a legislative mandate, DOD reported on its plans to implement the task force's recommendations as required by the National Defense Authorization Act for Fiscal Year 2002. DOD's report shows that it has made progress in reshaping its acquisition workforce. For example, DOD is working to remove barriers to its strategic planning initiative; continuing to test various human capital innovations; and has begun making significant changes to its acquisition workforce-training program. DOD's report provides information on implementation of the task force's recommendations and their status. However, for many initiatives, DOD did not clearly describe the actions taken or when they occurred, nor did it identify all planned actions and schedules for completing the initiatives."

Active Desiccant Dehumidification Module Integration with Rooftop Packaged HVAC

This report summarizes a research and development program that produced a stand-alone active desiccant module (ADM) that can be easily integrated with new or existing packaged cooling equipment. The program also produced a fully integrated hybrid system, combining the active desiccant section with a conventional direct expansion air-conditioning unit, that resulted in a compact, low-cost, energy-efficient end product. Based upon the results of this investigation, both systems were determined to be highly viable products for commercialization. Major challenges--including wheel development, compact packaging, regeneration burner development, control optimization, and low-cost design--were all successfully addressed by the final prototypes produced and tested as part of this program. Extensive laboratory testing was completed in the SEMCO laboratory for each of the two ADM system approaches. This testing confirmed the performance of the ADM systems to be attractive compared with that of alternate approaches currently used to precondition outdoor air, where a return air path is not readily available for passive desiccant recovery or where first cost is the primary design criterion. Active system area networks for data intensive computations. Final report

The goal of the Active System Area Networks (ASAN) project is to develop hardware and software technologies for the implementation of active system area networks (ASANs). The use of the term ''active'' refers to the ability of the network interfaces to perform application-specific as well as system level computations in addition to their traditional role of data transfer. This project adopts the view that the network infrastructure should be an active computational entity capable of supporting certain classes of computations that would otherwise be performed on the host CPUs. The result is a unique network-wide programming model where computations are dynamically placed within the host CPUs or the NIs depending upon the quality of service demands and network/CPU resource availability. The projects seeks to demonstrate that such an approach is a better match for data intensive network-based applications and that the advent of low-cost powerful embedded processors and configurable hardware makes such an approach economically viable and desirable.

Venoco Inc, intends to re-develop the Monterey Formation, a Class III basin reservoir, at South Ellwood Field, Offshore Santa Barbara, California. Well productivity in this field varies significantly. Cumulative Monterey production for individual wells has ranged from 260 STB to 8,700,000 STB. Productivity is primarily affected by how well the well path connects with the local fracture system and the degree of aquifer support. Cumulative oil recovery to date is a small percentage of the original oil in place. To embark upon successful redevelopment and to optimize reservoir management, Venoco intends to investigate, map and characterize field fracture patterns and the reservoir conduit system. State of the art borehole imaging technologies including FMI, dipole sonic and cross-well seismic, interference tests and production logs will be employed to characterize fractures and micro faults. These data along with the existing database will be used for construction of a novel geologic model of the fracture network. Development of an innovative fracture network reservoir simulator is proposed to monitor and manage the aquifer's role in pressure maintenance and water production. Advanced Hydrogen Transport Membranes for Vision 21 Fossil Fuel Plants

Eltron Research Inc., and team members CoorsTek, McDermott Technology, inc., Sued Chemie, Argonne National Laboratory, and Oak Ridge National Laboratory are developing an environmentally benign, inexpensive, and efficient method for separating hydrogen from gas mixtures produced during industrial processes, such as coal gasification. This project was motivated by the National Energy Technology Laboratory (NETL) Vision 21 initiative which seeks to economically eliminate environmental concerns associated with the use of fossil fuels. This objective is being pursued using dense membranes based in part on Eltron-patented ceramic materials with a demonstrated ability for proton and electron conduction. The technical goals are being addressed by modifying single-phase and composite membrane composition and microstructure to maximize proton and electron conductivity without loss of material stability. Ultimately, these materials must enable hydrogen separation at practical rates under ambient and high-pressure conditions, without deactivation in the presence of feedstream components such as carbon dioxide, water, and sulfur.

Power generators are concerned with the maintenance costs associated with the advanced turbines that they are purchasing. Since these machines do not have fully established operation and maintenance (O&M) track records, power generators face financial risk due to uncertain future maintenance costs. This risk is of particular concern, as the electricity industry transitions to a competitive business environment in which unexpected O&M costs cannot be passed through to consumers. These concerns have accelerated the need for intelligent software-based diagnostic systems that can monitor the health of a combustion turbine in real time and provide valuable information on the machine's performance to its owner/operators. Such systems would interpret sensor and instrument outputs, correlate them to the machine's condition, provide interpretative analyses, forward projections of servicing intervals, estimate remaining component life, and identify faults. EPRI, Impact Technologies, Boyce Engineering, and Progress Energy have teamed to develop a suite of intelligent software tools integrated with a diagnostic monitoring platform that will, in real time, interpret data to assess the ''total health'' of combustion turbines. Natural gas and oil production from stripper wells also produces water contaminated with hydrocarbons, and in most locations, salts and trace elements. The hydrocarbons are not generally present in concentrations that allow the operator to economically recover these liquids. Produced liquids, (Stripper Gas Water) which are predominantly water, present the operator with two options; purify the water to acceptable levels of contaminates, or pay for the disposal of the water. The project scope involves testing SynCoal as a sorbent to reduce the levels of contamination in stripper gas well produced water to a level that the water can be put to a productive use. Produced water is to be filtered with SynCoal, a processed sub-bituminous coal. It is expected that the surface area of and in the SynCoal would sorb the hydrocarbons and other contaminates and the effluent would be usable for agricultural purposes. Test plan anticipates using two well locations described as being disparate in the level and type of contaminates present. The loading capacity and the rate of loading for the sorbent should be quantified in field testing situations which include unregulated and widely varying liquid flow rates. Advanced Technologies for Stripper Gas Well Enhancement

As part of Task 1 in Advanced Technologies for Stripper Gas Well Enhancement, Schlumberger--Holditch Reservoir Technologies (H-RT) joined with two Appalachian Basin producers, Great Lakes Energy Partners, LLC, and Belden and Blake Corporation to develop methodologies for identification and enhancement of stripper wells with economic upside potential. These industry partners previously provided us with data for more than 700 wells in northwestern Pennsylvania. Phase 1 goals of this project are to develop and validate methodologies that can quickly and cost-effectively identify wells with enhancement potential. We have enhanced and streamlined our software, and we are beta-testing the final stages of our new Microsoft{trademark} Access/Excel based software. We have processed all well information and identified potential candidate wells that can be used in Phase 2 to validate the new methodologies. In addition, the final technical report is almost finished and a draft version is being reviewed by Gary Covatch.

Afghanistan: Challenges and Options for Reconstructing a Stable and Moderate State

This report provides information on and analysis of the current situation in Afghanistan, taking into consideration the country’s essential characteristics and political developments since about the time of the overthrow of the last Afghan King, Zahir Shah, in 1973, and sketches out four possible scenarios for Afghanistan’s future. Finally, the report identifies and analyzes factors that will influence Afghanistan’s political future, and discusses three policy areas in particular in which actions by the United States could be crucial to the achievement of the U.S. goal of a peaceful, stable, democratic, and terrorist-free Afghanistan. An appendix contains key documents relating to the December 2001 Bonn Agreement, which is the framework for current efforts to create a stable and democratic Afghanistan.

Afghanistan's Path to Reconstruction: Obstacles, Challenges, and Issues for Congress

Once hostilities end in Afghanistan and the Afghan phase of the war on terrorism starts to wind down, reconstruction efforts will begin in earnest. International attention will likely turn to Afghanistan’s short- and medium-term future, raising questions between the United States and its allies about division of labor, burdensharing, and exit strategies. It is anticipated that Congress will examine reconstruction efforts underway, aid priorities, long-term reconstruction proposals, and the implementation role to be played by the United States.

Sub-Saharan Africa has been far more severely affected by AIDS than any other part of the world. The United Nations reports that 25.3 million adults and children are infected with the HIV virus in the region, which has about 10% of the world's population but more than 70% of the worldwide total of infected people. This report discusses this issue in detail, including the cause of the African AIDS epidemic, the social and economic consequences, response and treatment, and U.S. policy.
