A 1-Joule laser for a 16-fiber injection system

A 1-J laser was designed to launch light down 16, multi-mode fibers (400-{micro}m-core dia.). A diffractive-optic splitter was designed in collaboration with Digital Optics Corporation (DOC), and was delivered by DOC. Using this splitter, the energy injected into each fiber varied <1%. The spatial profile out of each fiber was such that there were no ''hot spots,'' a flyer could successfully be launched and a PETN pellet could be initiated. Preliminary designs of the system were driven by system efficiency where a pristine TEM{sub 00} laser beam would be required. The laser is a master oscillator, power amplifier (MOPA) consisting of a 4-mm-dia. Nd:YLF rod in the stable, q-switched oscillator and a 9.5-mm-dia. Nd:YLF rod in the double-passed amplifier. Using a TEM{sub 00} oscillator beam resulted in excellent transmission efficiencies through the fibers at lower energies but proved to be quite unreliable at higher energies, causing premature fiber damage, flyer plate rupture, stimulated Raman scattering (SRS), and stimulated Brillouin scattering (SBS). Upon further investigation, it was found that both temporal and spatial beam formatting of the laser were required to successfully initiate the PETN. 100% foundry compatible packaging and full wafer release and die separation technique for surface micromachined devices

A completely foundry compatible chip-scale package for surface micromachines has been successfully demonstrated. A pyrex (Corning 7740) glass cover is placed over the released surface micromachined die and anodically bonded to a planarized polysilicon bonding ring. Electrical feedthroughs for the surface micromachine pass underneath the polysilicon sealing ring. The package has been found to be hermetic with a leak rate of less than 5 x 10{sup {minus}8} atm cm{sup {minus}3}/s. This technology has applications in the areas of hermetic encapsulation and wafer level release and die separation.

Afghanistan: Post-War Governance, Security, and U.S. Policy

The United States and its allies are helping Afghanistan emerging from more than 22 years of warfare, although substantial risk to Afghan stability remains. Before the U.S. military campaign against the orthodox Islamist Taliban movement began on October 7, 2001, Afghanistan had been mired in conflict since the Soviet invasion of Afghanistan in 1979. The defeat of the Taliban has enabled the United States and its coalition partners to send forces throughout Afghanistan to search for Taliban and Al Qaeda fighters and leaders that remain at large, including Osama bin Laden. As the war against remaining Al Qaeda and Taliban elements winds down, the United States is shifting its military focus toward stabilizing the interim government, including training a new Afghan national army, and supporting the international security force (ISAF) that is helping the new government provide security.

The Age of Human Cerebral Cortex Neurons

The traditional static view of the adult mammalian brain has been challenged by the realization of continuous generation of neurons from stem cells. Based mainly on studies in experimental animals, adult neurogenesis may contribute to recovery after brain insults and decreased neurogenesis has been implicated in the pathogenesis of neurological and psychiatric diseases in man. The extent of neurogenesis in the adult human brain has, however, been difficult to establish. We have taken advantage of the integration of {sup 14}C, generated by nuclear bomb tests during the Cold War, in DNA to establish the age of neurons in the major areas of the human cerebral cortex. Together with the analysis of the cortex from patients who received BrdU, which integrates in the DNA of dividing cells, our results demonstrate that whereas non-neuronal cells turn over, neurons in the human cerebral cortex are not generated postnatally at detectable levels, but are as old as the individual.

Air Pollution: EPA Should Improve Oversight of Emissions Reporting by Large Facilities

A letter report issued by the General Accounting Office with an abstract that begins "The Environmental Protection Agency (EPA) performs limited oversight of states' processes for verifying the accuracy of large industrial facilities' emissions reports. EPA's data show that most emissions determinations from large sources are based on generic emissions factors. Although EPA allows facilities to estimate their emissions in this manner, EPA officials generally consider direct methods to be more reliable. The accuracy of these reports is important because they influence (1) the financing of states' regulatory programs through fees and (2) the development of emissions inventories, which, in turn, help regulators to develop control strategies and establish permit limits. Furthermore, steps taken to assess the accuracy of these reports, such as more thoroughly reviewing the supporting information, could improve compliance with Clean Air Act requirements. For example, a more thorough review of the information underlying a facility's emission reports, or a more systematic comparison of these reports over time, could identify increased emissions. Such indications could, in turn, trigger a review of compliance with new source review requirements, an area in which EPA found widespread noncompliance in four industries. ALARA Analysis for Shippingport Pressurized Water Reactor Core 2 Fuel Storage in the Canister Storage Building (CSB)

The addition of Shippingport Pressurized Water Reactor (PWR) Core 2 Blanket Fuel Assembly storage in the Canister Storage Building (CSB) will increase the total cumulative CSB personnel exposure from receipt and handling activities. The loaded Shippingport Spent Fuel Canisters (SSFCs) used for the Shippingport fuel have a higher external dose rate. Assuming an MCO handling rate of 170 per year (K East and K West concurrent operation), 24-hr CSB operation, and nominal SSFC loading, all work crew personnel will have a cumulative annual exposure of less than the 1,000 mrem limit.

Assessment of Cable Aging Using Condition Monitoring Techniques

Electric cables in nuclear power plants suffer degradation during service as a result of the thermal and radiation environments in which they are installed. Instrumentation and control cables are one type of cable that provide an important role in reactor safety. Should the polymeric cable insulation material become embrittled and cracked during service, or during a loss-of-coolant-accident (LOCA) and when steam and high radiation conditions are anticipated, failure could occur and prevent the cables from fulfilling their intended safety function(s). A research program is being conducted at Brookhaven National Laboratory to evaluate condition monitoring (CM) techniques for estimating the amount of cable degradation experienced during in-plant service. The objectives of this program are to assess the ability of the cables to perform under a simulated LOCA without losing their ability to function effectively, and to identify CM techniques which may be used to determine the effective lifetime of cables. The cable insulation materials tested include ethylene propylene rubber (EPR) and cross-linked polyethylene (XLPE). Accelerated aging (thermal and radiation) to the equivalent of 40 years of service was performed, followed by exposure to simulated LOCA conditions.
