According to the Executive Summary, the aims and objective of this report are to provide an assessment of national capacity and capability in 25 tropical countries for measuring and monitoring forest as a requirement for reporting on REDD under IPCC guidelines. This paper was commissioned by the United Kingdom Office of Climate Change as background work to its report 'Climate Change: Financing Global Forests' (the Eliasch Review).

Testimony issued by the General Accounting Office with an abstract that begins "As the lead federal agency for maritime homeland security within the Department of Homeland Security, the Coast Guard is facing extraordinary, heightened responsibilities to protect America's ports, waterways, and waterside facilities from terrorist attacks. At the same time, the Coast Guard remains responsible for many other programs important to the nation's interests, such as conducting search and rescue and protecting important fishing grounds. Its expanded responsibilities come at a time when budget resources are increasingly constrained, making prioritization among competing agencies and programs an even more critical factor in congressional decision-making. This testimony specifically addresses (1) the most recent trends in both resource usage and performance results for the Coast Guard's homeland security and non-homeland security programs; (2) challenges the agency faces as it proceeds with its Deepwater acquisition program to replace or modernize its key legacy cutters and aircraft; and (3) an overview of the President's fiscal year 2005 budget request for the Coast Guard, focusing on several areas of particular congressional interest."

Correspondence issued by the Government Accountability Office with an abstract that begins "In the aftermath of the September 11, 2001, attacks and the subsequent global war on terror, the nature of threats facing this country has changed, and as a result, policies and structures from previous decades need to be rethought. One area for reexamination in this changed security environment is the arms export control system. The State Department oversees this system to ensure that arms exports are consistent with U.S. national security and foreign policy goals. As such, the State Department is responsible for authorizing arms exports, which is generally done through export licensing, and for monitoring exporter compliance with governing laws and regulations. In so doing, the department needs to balance complex and competing interests. Specifically, the State Department must limit the possibility that exports will erode the U.S. military's technological advantage and prevent U.S. arms from falling into the wrong hands. At the same time, the department needs to allow legitimate defense trade with allies to occur. Other written product issued by the General Accounting Office with an abstract that begins "Pursuant to a legislative requirement, GAO reviewed the National Highway Traffic Safety Administration's (NHTSA) major rule on average fuel economy standards, known as Corporation Average Fuel Economy (CAFE) standards, for non-passenger automobiles manufactured in model year 2002. GAO noted that: (1) the rule requires NHTSA to prescribe the same light truck CAFE standard for model year 2002 that applies to model year 2001; (2) the rules would continue the 20.7 miles per gallon standard established in model year 2001; and (3) NHTSA complied with applicable requirements in promulgating the rule."

Correspondence issued by the Government Accountability Office with an abstract that begins "When the United States incarcerates criminal aliens--noncitizens convicted of crimes while in this country legally or illegally--in federal and state prisons and local jails, the federal government bears much of the costs. It pays to incarcerate criminal aliens in federal prisons and reimburses state and local governments for a portion of their costs of incarcerating some, but not all, criminal aliens illegally in the country through the Department of Justice's State Criminal Alien Assistance Program (SCAAP) managed by the Bureau of Justice Assistance (BJA). Some state and local governments have expressed concerns about the impact that criminal aliens have on already overcrowded prisons and jails and that the federal government reimburses them for only a portion of their costs of incarcerating criminal aliens. Congress requested that we provide information concerning criminal aliens incarcerated at the federal, state, and local level. For the criminal aliens incarcerated in federal prisons, and for criminal aliens for which state and local governments received reimbursement through SCAAP, this report addresses the following questions: (1) For recent years, how many criminal aliens were incarcerated? Testimony issued by the Government Accountability Office with an abstract that begins "For many years, GAO has reported that poor information security is a widespread problem that has potentially devastating consequences. Further, since 1997, GAO has identified information security as a governmentwide high-risk issue in reports to Congress--most recently in January 2005. Concerned with accounts of attacks on commercial systems via the Internet and reports of significant weaknesses in federal computer systems that make them vulnerable to attack, Congress passed the Federal Information Security Management Act of 2002 (FISMA), which permanently authorized and strengthened the federal information security program, evaluation, and reporting requirements established for federal agencies. This testimony discusses the federal government's progress and challenges in implementing FISMA as reported by the Office of Management and Budget (OMB), the agencies, and Inspectors General (IGs) and opportunities for improving the usefulness of the annual reporting process, including the consideration of a common framework for the annual FISMA reviews conducted by the IGs."

The National Museum of the Pacific War presents an interview with David Mackay. Mackay joined the Army in June of 1942. Beginning in the spring of 1943, he deployed to Brisbane, Australia and served with the 32nd Infantry Division. He completed patrol work and additional training on Hollandia, New Guinea. From early 1944 through early 1945, Mackay participated in the landing at Saidor, the Battle of Leyte and the Battle of Luzon. He returned to the US and was discharged in October of 1945.

The National Museum of the Pacific War presents an oral interview with Jim Wood. Wood joined the Marine Corps in January 1943 after graduating from the University of Illinois. Following special training near Camp Pendleton, Wood joined the 3rd Raider Battalion for further training in New Caledonia. His first campaign was Bougainville, where the dense jungle made it difficult to spot enemies until they were dangerously close. Wood, a rifleman, was permitted to carry a Thompson machinegun after his assistant squad leader was killed. On Guam, his platoon lost 15 men. He landed at Okinawa with little resistance but in his 15-mile walk across the island he came under heavy fire emanating from enormous caves. By this time, his unit had become part of the 4th Marines, and Wood was the last man standing in his platoon, with 21 kills and only a minor shell fragment wound. He finished the war as a squad leader at Yokosuka Naval Base as part of the occupation force and was personally saluted by Nimitz.

Since the mid-1990s, GAO has highlighted the need for State and other federal agencies to establish a systematic process for determining their overseas staffing levels, particularly after the 1998 bombings of two U.S. embassies in Africa. GAO was asked to discuss three reports, including two being issued today, on rightsizing--that is, realigning the number and location of staff--at U.S. embassies and consulates: (1) the rightsizing framework GAO developed last year, (2) follow-on work to further test the framework, and (3) the processes to project staffing levels for new embassy construction and the proposals to share construction costs among U.S. agencies."

Testimony issued by the General Accounting Office with an abstract that begins "The Oil for Food program was established by the United Nations and Iraq in 1996 to address concerns about the humanitarian situation after international sanctions were imposed in 1990. The program allowed the Iraqi government to use the proceeds of its oil sales to pay for food, medicine, and infrastructure maintenance. The program appears to have helped the Iraqi people. From 1996 through 2001, the average daily food intake increased from 1,300 to 2,300 calories. From 1997-2002, Iraq sold more than $67 billion of oil through the program and issued $38 billion in letters of credit to purchase commodities. GAO (1) reports on its estimates of the revenue diverted from the program, (2) provides preliminary observations on the program's administration, (3) describes some challenges in its transfer to the CPA, and (4) discusses the challenges Iraq faces as it assumes program responsibility."
