Commercial Fishing: Economic Aid and Capacity Reduction

Both experience and economic models show that, in the absence of enforceable access or catch restrictions, competition among commercial fishermen results in an expansion of fishing capacity, and resultant fishing effort, beyond the sustainable limits of the fish population being pursued. The spiral of increasing effort and diminishing returns (i.e., rent dissipation) has helped to fuel increases in fish prices that reduce benefits to consumers and processors; has shifted many fish populations toward smaller, younger fish that typically command lower prices; and in many cases has reduced yields far below achievable levels. Congress has considered several approaches to address concerns about overcapitalization and excess capacity in the fishing industry.

Environmental Protection: How Much it Costs and Who Pays

A recurring issue in environmental policy is the cost of pollution control imposed on individuals, businesses, and government. To inform policymakers about these costs, a number of surveys and analyses have been conducted over the years. consistent, basic sources have been an annual survey of costs to manufacturers, conducted by the Bureau of Census(BOC), and an annual analysis of total costs, prepared by the Bureau of Economic Analysis(BEA). Overall, the BEA analysis showed the nation spent $122 billion for pollution abatement and control in 1994, or about 1.76% of Gross Domestic Product. Personal consumption expenditures for pollution control were $22 billion, government 435 billion, and business $65 billion. These 1994 data represent the end of the annual series; the BOC survey and BEA analysis have been discontinued

Gulf War Veterans' Illnesses

In 1990 and 1991, approximately 697,000 U.S. troops were deployed in the Persian Gulf during Operations Desert Shield and Desert Storm. The United States suffered relatively few casualties during the brief air and ground war against Iraq. Since returning home, however, many veterans have developed illnesses that appear to be related to their military service in the Gulf. Researchers caution that it may be impossible to identify the causes of these illnesses because of the absence of baseline data on the health of military personnel and the lack of reliable exposure data. This report provides concise answers to a series of questions concerning Gulf War veterans' illnesses, based on currently available scientific information.
