Bureau of the Public Debt: Areas for Improvement in Information Systems Controls

Correspondence issued by the Government Accountability Office with an abstract that begins "In connection with fulfilling our requirement to audit the financial statements of the U.S. government, we audited and reported on the Schedules of Federal Debt Managed by the Bureau of the Public Debt (BPD) for the fiscal years ended September 30, 2010 and 2009. As part of these audits, we performed a review of information systems controls over key BPD financial systems. As we reported in connection with our audit of the Schedules of Federal Debt for the fiscal years ended September 30, 2010 and 2009, we concluded that BPD maintained, in all material respects, effective internal control over financial reporting relevant to the Schedule of Federal Debt as of September 30, 2010, that provided reasonable assurance that misstatements, losses, or noncompliance material in relation to the Schedule of Federal Debt would be prevented, or detected and corrected on a timely basis. However, we identified information systems deficiencies affecting internal control over financial reporting, which, while we do not consider them to be collectively either a material weakness or significant deficiency, nevertheless warrant BPD management's attention and action. This report presents the control deficiencies we identified during our …

Child Welfare: Social Security and Supplemental Security Income (SSI) Benefits for Children in Foster Care

This report begins with a discussion of the foster care system and the Social Security benefits available to eligible children, including those in foster care. It then describes the role of representative payees and their responsibilities. The report provides data on the use of Social Security benefits to reimburse states for child welfare, and includes a discussion of the Keffeler decision. Finally, the report concludes with proposals supported by some advocates to change the current practice of using SSI and other Social Security benefits to fund foster care.

Collective Focusing of Intense Ion Beam Pulses for High-energy Density Physics Applications (open access)

Collective Focusing of Intense Ion Beam Pulses for High-energy Density Physics Applications

The collective focusing concept in which a weak magnetic lens provides strong focusing of an intense ion beam pulse carrying a neutralizing electron background is investigated by making use of advanced particle-in-cell simulations and reduced analytical models. The original analysis by Robertson Phys. Rev. Lett. 48, 149 (1982) is extended to the parameter regimes of particular importance for several high-energy density physics applications. The present paper investigates (1) the effects of non-neutral collective focusing in a moderately strong magnetic field; (2) the diamagnetic effects leading to suppression of the applied magnetic field due to the presence of the beam pulse; and (3) the influence of a finite-radius conducting wall surrounding the beam cross-section on beam neutralization. In addition, it is demonstrated that the use of the collective focusing lens can significantly simplify the technical realization of the final focusing of ion beam pulses in the Neutralized Drift Compression Experiment-I (NDCX-I) , and the conceptual designs of possible experiments on NDCX-I are investigated by making use of advanced numerical simulations. 2011 American Institute of Physics

DEMONSTRATION OF LONG-TERM STORAGE CAPABILITY FOR SPENT NUCLEAR FUEL IN L BASIN (open access)

DEMONSTRATION OF LONG-TERM STORAGE CAPABILITY FOR SPENT NUCLEAR FUEL IN L BASIN

The U.S. Department of Energy decisions for the ultimate disposition of its inventory of used nuclear fuel presently in, and to be received and stored in, the L Basin at the Savannah River Site, and schedule for project execution have not been established. A logical decision timeframe for the DOE is following the review of the overall options for fuel management and disposition by the Blue Ribbon Commission on America's Nuclear Future (BRC). The focus of the BRC review is commercial fuel; however, the BRC has included the DOE fuel inventory in their review. Even though the final report by the BRC to the U.S. Department of Energy is expected in January 2012, no timetable has been established for decisions by the U.S. Department of Energy on alternatives selection. Furthermore, with the imminent lay-up and potential closure of H-canyon, no ready path for fuel disposition would be available, and new technologies and/or facilities would need to be established. The fuel inventory in wet storage in the 3.375 million gallon L Basin is primarily aluminum-clad, aluminum-based fuel of the Materials Test Reactor equivalent design. An inventory of non-aluminum-clad fuel of various designs is also stored in L Basin. Safe storage of …
