D0 Cryo System ODH and Cryo Alarm System Response

The D0 Cryo System is monitored by a computerized process control system and an ODH safety system. During steady state operations the cryo system will be unmanned and system experts will depend on communication systems for notification of system problems. The FIRUS system meets the minimum communication requirement and is supplemented with an autodialer which attempts to contact cryo operators by pager or phone. The RD/Safety Department requires the ODH monitor system to be connected to the labwide FIRUS system. which enables the Communications Center to receive alarms and notify the proper experts of the condition. The ODH system will have two alarm points. One for an ODH alarm and one for a system trouble alarm. The autodialer system has replaced a former cryo operations summation alarm point in the FIRUS system. This has freed space on the FIRUS system and has allowed the cryo experts more flexibility in setting up their own communication link. The FIRUS and the autodialer systems receive alarms and access lists of experts to call for notification of problems. Attempts to contact these experts will continue until the alarm or alarms is acknowledged.

Fixing the Closed Orbits in the Debuncher

Without a large number of new trims the best way to fix the closed orbits in the debuncher is to move quads. There are some obvious features in the vertical orbit, Figure 1, that look like they are indeed orbit distortions. The horizontal orbit, Figure 2, also has some systematic features that can be removed by moving a small number of quads. It is likely that removing these orbit distortions will help in improving the aperture. In addition, the second order effects of such large offsets in the closed orbit, like changes in phase advance due to the sextapoles, could improve operations.

D-Zero Collider Detector Cryopump Design and Operation

The vacuum pumping of the CC Cryostat was anticipated to be dominated by a water vapor load. The Engineering Note 270, extrapolating from earlier experience, predicts the removal of water vapor will be the dominant pumping load and take ca. 45 days to remove at the pumping speed planned. Part of the planned pumping capability was a homemade, liquid nitrogen temperature, water vapor cryopump. This note describes the design, fabrication and performance experiences of the Cryopump described in the D0 assembly drawing 3740.514-ME-294693.

The osteogenic sarcoma is the dominant life-threatening pathology in lifespan studies of beagles exposed to alpha-emitting bone-seeking radionuclides. It was deduced from these studies that certain skeletal sites are more prone to develop tumors. This project sought to determine the bone cells at risk and their cell-specific radiation dose. The cell-specific radiation dose values are related to loss and high Ra-226 and Pu-239 induced osteogenic sarcoma sites, to test different dose response hypothesis and predict the extent of effects in humans.

In order to study diffusion in any region of phase space containing nested closed curves we choose action-angle variables, {gamma}, J. the action J labels each closed phase curve and is equal to its area divided by 2{pi}. We can introduce rectangular variables Q,P by the equations Q=(2J){sup 1/2}sin{gamma}, P=(2J){sup 1/2}cos{gamma}, where the angle variable {gamma} is measured clockwise from the P-axis. The phase curves are circles in the Q,P plane with radius (2J){sup 1/2}. We assume that the motion consists of a Hamiltonian motion along a curve of fixed J (in the original coordinate system and in the system Q,P) plus a diffusion and a damping which can change the value of J. Now consider a system of particles described by a density {rho}(J,t), so that the number of particles between the curves J and J+dJ is dN={rho}(J,t)dJ. These cN particles are distributed uniformly in the phase space between the curves J and J+dJ.

In the DWPF (Defense Waste Processing Facility), glass forming chemicals will be added to the waste in the form of premelted glass frit. On an oxide weight basis, DWPF glass will consist of approximately 64 wt% glass frit, 8 wt% precipitate hydrolysis aqueous product, and 28 wt% sludge. The glass frit and the precipitate hydrolysis aqueous product together make up what is called the glass-former composition. Current plants are to control the composition of the frit through the procurement specifications and chemical analyses of representative lot samples. The following report was prepared at the end of 1992 and summarizes the evaluation of the second lot sample of DWPF Frit 202 from Cataphote Inc. The frit was received and evaluated for moisture, particle size distribution, organic-inorganic carbon and chemical composition. The moisture content was within specification. The particle size determination indicates that there was a fraction of a percent more coarse frit (+80 mesh) than the specified amount. The fine end of the distribution was within specification. A representative sample was submitted to Corning Engineering Laboratory Services for chemical analyses. The sample was split and two dissolutions prepared. Each dissolution was analyzed on two separate days. The results indicate that there …

Material characterization of the clay bonded silicon carbide candle filters and ash formations in the W-APF system after 500 hours of hot gas filtration at AEP. Appendix to Advanced Particle Filter: Technical progress report No. 11, January--March 1993

(1) After 500 hours of operation in the pressurized fluidized-bed combustion gas environment, the fibrous outer membrane along the clay bonded silicon carbide Schumacher Dia Schumalith candles remained intact. The fibrous outer membrane did not permit penetration of fines through the filter wall. (2) An approximate 10-15% loss of material strength occurred within the intact candle clay bonded silicon carbide matrix after 500 hours of exposure to the PFBC gas environment. A relatively uniform strength change resulted within the intact candles throughout the vessel (i.e., top to bottom plenums), as well as within the various cluster ring positions (i.e., outer versus inner ring candle filters). A somewhat higher loss of material strength, i.e., 25% was detected in fractured candle segments removed from the W-APF ash hopper. (3) Sulfur which is present in the pressurized fluidized-bed combustion gas system induced phase changes along the surface of the binder which coats the silicon carbide grains in the Schumacher Dia Schumalith candle filter matrix.

Annual report to Congress 1994, Energy Information Administration

During 1994, EIA`s main goal was to assure its data and analyses were of the highest quality, relevant to its customers` needs, and easily accessible. Efforts to ensure product relevance and quality consisted of conducting new or modified surveys, issuing new information products, revising existing products to include data and analyses desired by EIA`s customers, and eliminating products that no longer meet customer needs. Efforts to improve access to energy information consisted of several electronic dissemination initiatives, including Internet services, the Energy Information Highway, and the Energy Emergency Notebook. These activities are discussed in detail in the first two sections of this report. In addition to maintaining its traditional energy information base, EIA plays an important role in developing new information resources required by policymakers and legislators around the world. Examples include data on alternative fuels and greenhouse gas emissions.

The China-U.S. Trade Agreement on Intellectual Property Rights: Implications for China-U.S. Trade Relations

The United States has pressed China over the past several years to improve its enforcement of U.S. intellectual property rights (IPR) in China and to provide greater market access to intellectual property-related products, such as computer software, CDs, and audio-visual products. Trade tensions over these issues nearly led the United States to impose trade sanctions against China in 1992 and 1995. In March 1995, the United States and China signed a new and detailed IPR trade agreement, which pledges China to substantially reform its IPR enforcement regime and improve market access. This report examines the U.S.-Chinese IPR dispute and analyzes the implications of the new IPR agreement on future U.S.-Chinese trade relations

Closed-form approach to checking frame design

This brief report contains calculations of deflections and stresses of the support frame on the XMM project. The goal is to provide an independent view of structural integrity of the frame utilizing a noncomputer approach to design based on elementary closed form solutions and approximate models of mechanical and structural behavior. It is recognized that full confidence can only be assured when computer generated results pertaining to the critical areas and features of the integrating structure can be enveloped by the bracketing solutions. Although the computer solutions have come from the three independent sources, this report utilizes the numerical values from the LLNL studies represented by the computer runs and analysis of the critical elements of the frame. Since the frame geometry, deformation patterns, and the nature of loading are highly complex, this study is restricted to simplified models of selected areas of the structure which can be handled by the conventional formulas and reasonable approximations. This report contains some comments related to material properties, stress concentration, and elements of fracture mechanics directly applicable to frame analysis and design. Such topics and parameters fall usually outside the finite element modeling, but they can have a crucial influence on the mechanical …

Operational Readiness Review Final Report For F-Canyon Restart. Phase 1

An independent WSRC Operational Readiness Review was performed for the restart of Phase 1 processing in F-Canyon, Building 221-F. Readiness to restart the Second Plutonium Cycle process and solvent recovery was assessed. The ORR was conducted by an ORR board of ten members with the support of a subject matter expert. The chairman and four members were drawn from the Operational Safety Evaluation Department, ESH& QA Division; additional members were drawn from other WSRC divisions, independent of the F-Canyon operating division (NMPD). Based on the results of the readiness verification assessments performed according to the ORR plan and the validation of pre-restart corrective actions, the WSRC independent ORR Board has concluded that the facility has achieved the state of readiness committed to in the Restart Plan. Also, based on the scope of the ORR, it is the opinion of the board that F-Canyon Phase 1 processes can be restarted without undue risk to the safety of the public and onsite workers and without undue risk to the environment.

This report describes the development of a Spatial Database Manager (SDBM) shell/interface which will provide information to users on how to collect, store, analyze, interpret, visualize and present data in an integrated reservoir characterization study. SDBM will provide access to various geologic, reservoir visual data via a well log interpretation program (Crocker Petrolog), mapping and cross section software ( the GeoGraphix Exploration System Workbench) and a volume visualization application. Data tables for geochemical and petrographic data, well logs, well header information, well production data, formation tops, and fault trace data have been completed. Spectral mineral data are currently being collected which will ultimately be used for identification of mineral assemblages. The geochemical program CHILLER is being used to model fluid-rock interactions and possibly porosity predictions.

The Acceptance Test Procedure for the 241-AN-107 Caustic Addition Mixer Pump Data logger, WHC-SD-WM-ATP-149, was started on September 25, 1995, and completed November 13, 1995. K.G. Carothers of Tank Waste Remediation Engineering requested the test procedure and ICF Kaiser Control Systems Engineering group wrote the test procedure and executed it at the 305 building in 300 area and at the 241-AN Tank Farm in 200 East area. The purpose of this report is to document that the Caustic addition Mixer Pump Data logger, functioned as intended as installed at 241-AN-107 tank farm.

This is a final report presented in two volumes. Volume I contains the technical report and Volume II contains appendices with background information and data. In this project approximately 300 cubic yards of clayey soil containing a low concentration plume of volatile organic chemicals was heated in situ by the application of electrical energy. It was shown that as a result of heating the effective permeability of soil to air flow was increased such that in situ soil vapor extraction could be performed. The initial permeability of soil was so low that the soil gas flow rate was immeasurably small even at high vacuum levels. It was demonstrated that the mass flow rate of the volatile organic chemicals was enhanced in the recovered soil gas as a result of heating. When scaled up, this process can be used for the environmental clean up and restoration of DOE sites contaminated with VOC`s and other organic chemicals. Although it may be applied to many types of soil formations, it is particularly attractive for low permeability clayey soil where conventional in situ venting techniques are limited by air flow.
