Global Health: Spending Requirement Presents Challenges for Allocating Prevention Funding under the President's Emergency Plan for AIDS Relief

A letter report issued by the Government Accountability Office with an abstract that begins "The U.S. Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 authorizes the President's Emergency Plan for AIDS Relief (PEPFAR) and promotes the ABC model (Abstain, Be faithful, or use Condoms). It recommends that 20 percent of funds appropriated pursuant to the act be spent on prevention and requires that, starting in fiscal year 2006, 33 percent of prevention funds appropriated pursuant to the act be spent on abstinence-until-marriage. The Office of the U.S. Global AIDS Coordinator (OGAC) is responsible for administering PEPFAR. GAO reviewed PEPFAR prevention funds, described PEPFAR's strategy to prevent sexual HIV transmission, and examined related challenges."

Personal Information: Agency and Reseller Adherence to Key Privacy Principles

A letter report issued by the Government Accountability Office with an abstract that begins "Federal agencies collect and use personal information for various purposes, both directly from individuals and from other sources, including information resellers--companies that amass and sell data from many sources. In light of concerns raised by recent security breaches involving resellers, GAO was asked to determine how the Departments of Justice, Homeland Security, and State and the Social Security Administration use personal data from these sources. In addition, GAO reviewed the extent to which information resellers' policies and practices reflect the Fair Information Practices, a set of widely accepted principles for protecting the privacy and security of personal data. GAO also examined agencies' policies and practices for handling personal data from resellers to determine whether these reflect the Fair Information Practices."

This cleanup verification package documents completion of remedial action for the 116-K-2 effluent trench, also referred to as the 116-K-2 mile-long trench and the 116-K-2 site. During its period of operation, the 116-K-2 site was used to dispose of cooling water effluent from the 105-KE and 105-KW Reactors by percolation into the soil. This site also received mixed liquid wastes from the 105-KW and 105-KE fuel storage basins, reactor floor drains, and miscellaneous decontamination activities.

Assessing the Effects of Radiation Damage on Ni-base Alloys for the Prometheus Space Reactor System

Ni-base alloys were considered for the Prometheus space reactor pressure vessel with operational parameters of {approx}900 K for 15 years and fluences up to 160 x 10{sup 20} n/cm{sup 2} (E > 0.1 MeV). This paper reviews the effects of irradiation on the behavior of Ni-base alloys and shows that radiation-induced swelling and creep are minor considerations compared to significant embrittlement with neutron exposure. While the mechanism responsible for radiation-induced embrittlement is not fully understood, it is likely a combination of helium embrittlement and solute segregation that can be highly dependent on the alloy composition and exposure conditions. Transmutation calculations show that detrimental helium levels would be expected at the end of life for the inner safety rod vessel (thimble) and possibly the outer pressure vessel, primarily from high energy (E > 1 MeV) n,{alpha} reactions with {sup 58}Ni. Helium from {sup 10}B is significant only for the outer vessel due to the proximity of the outer vessel to the BeO control elements. Recommendations for further assessments of the material behavior and methods to minimize the effects of radiation damage through alloy design are provided.

SMALL-VOLUME BASALTIC VOLCANOES: ERUPTIVE PRODUCTS AND PROCESSES, AND POST-ERUPTIVE GEOMORPHIC EVOLUTION IN CRATER FLAT (PLEISTOCENE), SOUTHERN NEVADA

Five Pleistocene basaltic volcanoes in Crater Flat (southern Nevada) demonstrate the complexity of eruption processes associated with small-volume basalts and the effects of initial emplacement characteristics on post-eruptive geomorphic evolution of the volcanic surfaces. The volcanoes record eruptive processes in their pyroclastic facies ranging from ''classical'' Strombolian mechanisms to, potentially, violent Strombolian mechanisms. Cone growth was accompanied, and sometimes disrupted, by effusion of lavas from the bases of cones. Pyroclastic cones were built upon a gently southward-sloping surface and were prone to failure of their down-slope (southern) flanks. Early lavas flowed primarily southward and, at Red and Black Cone volcanoes, carried abundant rafts of cone material on the tops of the flows. These resulting early lava fields eventually built platforms such that later flows erupted from the eastern (at Red Cone) and northern (at Black Cone) bases of the cones. Three major surface features--scoria cones, lava fields with abundant rafts of pyroclastic material, and lava fields with little or no pyroclastic material--experienced different post-eruptive surficial processes. Measurement and Modeling of Algal Biokinetics in Highly EutrophicWaters

Excessive growth of suspended algae in eutrophic surface waters can contribute to the degradation of water quality. The objective of this study was to understand the fundamental processes limiting algal growth in highly nutrient-rich agricultural drainage water. Studies examining algal biokinetics (growth rates, yields, and decay) were conducted in a twenty-eight mile long, hydraulically simple, open channel. Algae biokinetics were found to follow a growth limited model,despite monitoring data demonstrating the presence of nutrients at concentrations far in excess of those expected to be limiting. A mechanistic algal biokinetic model was written to assist in data interpretation. Results from the mechanistic model suggested that at different times, soluble phosphate, minerals, and inorganic carbon could limit growth rates, but that growth yield was most likely limited by zooplankton grazing. The Federal Excise Tax on Gasoline and the Highway Trust Fund: A Short History

Excise taxes have long been a part of our country's revenue history. The federal government first imposed its excise tax on gasoline at a one-cent per gallon rate in 1932 to correct a federal budgetary imbalance. The burden for much of the tax ultimately falls on the consumer. The Highway Revenue Act of 1956 established the federal Highway Trust Fund for the direct purpose of funding the construction of an interstate highway system and aiding in the finance of primary, secondary, and urban routes. This act increased the tax on gasoline from two to three cents per gallon. President Bush recently signed a piece of legislation that calls for the extension of the Highway Trust Fund excise tax and an eventual expiration after September 30, 2011.

Further action has been postponed on this measure. Legislation to allow U.S. producers to bring countervailing duty cases against Chinese firms subsidized by their government has been approved in the House (H.R. 3283), and a new law has tightened rules against trade in counterfeited goods (P.L. 109-181).
