Wildland Fire Management: Actions by Federal Agencies and Congress Could Mitigate Rising Fire Costs and Their Effects on Other Agency Programs

Testimony issued by the Government Accountability Office with an abstract that begins "Our nation's wildland fire problems have worsened in the past decade. The Forest Service within the Department of Agriculture and four agencies within the Department of the Interior (Interior) are responsible for managing fires on federal lands. Federal appropriations to these agencies for wildland fire management have more than doubled since the late 1990s, averaging $2.9 billion annually in recent years. Rising wildland fire costs have challenged the agencies to meet their land management responsibilities. This testimony, based on previous GAO reports, discusses (1) the budgetary and programmatic effects of the increasing cost of fire management activities and (2) steps the agencies could take to help contain wildland fire expenditures and steps they could take, and Congress could consider, to reduce the need to transfer funds from other programs."

In recent years, they have become more intense due to excess vegetation that has accumulated, partly as a result of past suppression efforts. The cost to suppress these fires is increasing and, as more people move into fire-prone areas near wildlands, the number of homes at risk is growing. During these wildland fires, effective communications among the public safety agencies responding from various areas is critical, but can be hampered by incompatible radio equipment. This testimony discusses (1) progress made and future challenges to managing wildland fire, (2) measures to help protect structures, and (3) the role of technology in improving responder communications during fires. It is based on two GAO reports: Wildland Fire Management: Important Progress Has Been Made, but Challenges Remain to Completing a Cohesive Strategy (GAO-05-147, Jan. 14, 2005) and Technology Assessment: Protecting Structures and Improving Communications during Wildland Fires (GAO-05-380, Apr. 26, 2005)."

Testimony issued by the General Accounting Office with an abstract that begins "This testimony is based on a GAO report (GAO-02-156) that analyzed key characteristics of women and men in management positions, identified the representation of women in management positions in specific industries, and identified salary differences between men and women in full-time management jobs. Female managers in the 10 industries GAO examined were younger, less educated, were more likely to work part-time, and were less likely to be married than were male managers. In five of these industries, GAO found no statistically significant differences between the percent of industry positions filled by women and the percent of management positions filled by women. In four of the industries, women were less represented in management positions. In one of these industries, women were represented in management positions to a greater degree than they were in all positions in the industry. Full-time female managers earned less than full-time male managers in all 10 industries, after controlling for education, age, marital status, and race. GAO was unable to take years of experience into account."

Women's Pay: Converging Characteristics of Men and Women in the Federal Workforce Help Explain the Narrowing Pay Gap

Testimony issued by the Government Accountability Office with an abstract that begins "Previous research has found that, despite improvements over time, women generally earned less than men in both the general and federal workforces, even after controlling for factors that might explain differences in pay. To determine the extent to which the pay gap exists in the federal workforce, GAO addressed the following question: To what extent has the pay gap between men and women in the federal workforce changed over the past 20 years and what factors account for the gap? This testimony is based on a report that GAO is releasing today (GAO-09-279). To answer this question, GAO used data from the Office of Personnel Management's (OPM) Central Personnel Data File (CPDF)--a database that contains salary and employment data for the majority of employees in the executive branch. GAO used these data to analyze (1) "snapshots" of the workforce as a whole at three points in time (1988, 1998, and 2007) to show changes over a 20-year period, and (2) the group, or cohort, of employees who began their federal careers in 1988 to track their pay over a 20-year period and examine the effects of breaks in …

Workplace Safety and Health: Multiple Challenges Lengthen OSHA's Standard Setting

Testimony issued by the Government Accountability Office with an abstract that begins "In summary, we found that, between 1981 and 2010, the time it took OSHA to develop and issue safety and health standards ranged from 15 months to 19 years and averaged more than 7 years. Experts and agency officials cited several factors that contribute to the lengthy time frames for developing and issuing standards, including increased procedural requirements, shifting priorities, and a rigorous standard of judicial review. We also found that, in addition to using the typical standard-setting process, OSHA can address urgent hazards by issuing emergency temporary standards, although the agency has not used this authority since 1983 because of the difficulty it has faced in compiling the evidence necessary to meet the statutory requirements. Instead, OSHA focuses on enforcement activities—such as enforcing the general requirement of the Occupational Safety and Health Act of 1970 (OSH Act) that employers provide a workplace free from recognized hazards—and educating employers and workers about urgent hazards. Experiences of other federal agencies that regulate public or worker health hazards offered limited insight into the challenges OSHA faces in setting standards.
