This Quality Assurance Program Plan (QAPP) describes the quality assurance and management controls used by the 200 Area Liquid Effluent Facilities (LEF) to perform its activities in accordance with DOE Order 5700.6C. The 200 Area LEF consists of the following facilities: Effluent Treatment Facility (ETF); Treated Effluent Disposal Facility (TEDF); Liquid Effluent Retention facility (LERF); and Truck Loading Facility -- (Project W291). The intent is to ensure that all activities such as collection of effluents, treatment, concentration of secondary wastes, verification, sampling and disposal of treated effluents and solids related with the LEF operations, conform to established requirements.

Acceptance for Beneficial Use Pumping Instrumentation and Control Skid N

This is a final Acceptance for Beneficial Use (ABU) for Pumping and Instrumentation Control (PIC) skid ''N''. PIC skid ''N'' is ready for pumping tank U-109. All the testing and documentation has been completed as required on the AE3U checklist. This AE3U covers only the readiness of the PIC skid ''N''. Other U-farm preparations including dilution tank fabrication, portable exhauster readiness, leak detection, valve pit preparation, and the Operation Control Station readiness are not part of this ABU. PIC skid ''N'' is a new skid fabricated and tested at Site Fabrication Services. The skid controls the jet pump and monitors various instruments associated with the pumping operation. This monitoring includes leak detection along the waste transfer route and flammable gases in the pump pit. This Acceptance for Beneficial Use documents that Pumping Instrumentation and Control (PIC) skid ''N'' is ready for field use. This document does not cover the field installation or operational testing.

Access to Government Information In the United States

The Constitution of the United States makes no specific allowance for any one of the co-equal branches to have access to information held by the others and contains no provision expressly establishing a procedure for, or a right of, public access to government information. Nonetheless, Congress has legislated various public access laws. These include two records access statutes — the Freedom of Information Act and the Privacy Act — and two meetings access statutes — the Federal Advisory Committee Act and the Government in the Sunshine Act. This report provides background on the issue of government transparency and examines relevant litigation.

Adaptive Optics Imaging Survey of Luminous Infrared Galaxies

We present high resolution imaging observations of a sample of previously unidentified far-infrared galaxies at z < 0.3. The objects were selected by cross-correlating the IRAS Faint Source Catalog with the VLA FIRST catalog and the HST Guide Star Catalog to allow for adaptive optics observations. We found two new ULIGs (with L{sub FIR} {ge} 10{sup 12} L{sub {circle_dot}}) and 19 new LIGs (with L{sub FIR} {ge} 10{sup 11} L{sub {circle_dot}}). Twenty of the galaxies in the sample were imaged with either the Lick or Keck adaptive optics systems in H or K{prime}. Galaxy morphologies were determined using the two dimensional fitting program GALFIT and the residuals examined to look for interesting structure. The morphologies reveal that at least 30% are involved in tidal interactions, with 20% being clear mergers. An additional 50% show signs of possible interaction. Line ratios were used to determine powering mechanism; of the 17 objects in the sample showing clear emission lines--four are active galactic nuclei and seven are starburst galaxies. The rest exhibit a combination of both phenomena.

Aerodynamic Characteristics of Three Deep-Stepped Planing-Tail Flying-Boat Hulls

"An investigation was made in the Langley 300 MPH 7- by 10-foot tunnel to determine the aerodynamic characteristics of three deep-stepped planing-tail flying-boat hulls differing only in the amount of step fairing. The hulls were derived by increasing the unfaired step depth of a planing-tail hull of a previous aerodynamic investigation to a depth about 92 percent of the hull beam. Tests were also made on a transverse-stepped hull with an extended afterbody for the purpose of comparison and in order to extend and verify the results of a previous investigation" (p. 1).

Afghanistan: Key Oversight Issues for USAID Development Efforts

Testimony issued by the Government Accountability Office with an abstract that begins "In 2010, the United States pledged to provide at least 50 percent of its development aid directly through the Afghan government budget within 2 years. This direct assistance is intended to help develop the capacity of Afghan government ministries to manage programs and funds. Using bilateral agreements and multilateral trust funds, the United States more than tripled its direct assistance awards to Afghanistan in the first year of the pledge, going from over $470 million in fiscal year 2009 to over $1.4 billion in fiscal year 2010. The U.S. Agency for International Development's (USAID) most current reporting shows that for fiscal year 2012 the agency provided over $800 million in mission funds through direct assistance. In 2013, GAO reported that while USAID had established and generally complied with various financial and other controls in its direct assistance agreements, it had not always assessed the risks in providing direct assistance before awarding funds. USAID has taken steps in response to GAO's recommendations to help ensure the accountability of direct assistance funds provided to the Afghan government. The 107th Congress is considering trade issues with implications for the U.S. agricultural sector. Trade in agricultural commodities and food products affects farm income and rural employment, and it also generates economic activity beyond the farm gate. With agricultural export sales the equivalent of one-quarter of farm income, some policymakers view U.S. efforts to develop market opportunities overseas as vital to the sector’s financial health. Air Activation Following an Atmospheric Explosion

In addition to thermal radiation and fission products, nuclear explosions result in a very high flux of unfissioned neutrons. Within an atmospheric nuclear explosion, these neutrons can activate the various elemental components of natural air, potentially adding to the radioactive signature of the event as a whole. The goal of this work is to make an order-of-magnitude estimate of the total amount of air activation products that can result from an atmospheric nuclear explosion.
