Measurement of the Relative Branching Fractions of Bbar to D/D*/D** l- nubar_l Decays in Events with a Fully Reconstructed B Meson

We determine the relative branching fractions of semileptonic B decays to charmed final states. The measurement is performed on the recoil from a fully reconstructed B meson in a sample of 362 million B{bar B} pairs collected at the {Upsilon}(4S) resonance with the BABAR detector. A simultaneous fit to a set of discriminating variables is performed on a sample of {bar B} {yields} DX{ell}{sup -}{bar {nu}}{sub {ell}} decays to determine the contributions from the different channels.

Beam Position Monitoring with Cavity Higher Order Modes in the Superconducting Linac FLASH

FLASH (Free Electron Laser in Hamburg) is a user facility for a high intensity VUV-light source [1]. The radiation wavelength is tunable in the range from about 40 to 13 nm by changing the electron beam energy from 450 to 700 MeV. The accelerator is also a test facility for the European XFEL (X-ray Free Electron Laser) to be built in Hamburg [2] and the project study ILC (International Linear Collider) [3]. The superconducting TESLA technology is tested at this facility, together with other accelerator components.

RADIONUCLIDE DATA PACKAGE FOR PERFORMANCE ASSESSMENT CALCULATIONS RELATED TO THE E-AREA LOW-LEVEL WASTE FACILITY AT THE SAVANNAH RIVER SITE.

The Savannah River Site disposes of low-level radioactive waste within on-site engineered disposal facilities. The Savannah River Site must demonstrate that these disposals meet the requirements of DOE Order 435 . 1 through a process known as performance assessment (PA). The objective of this document is to provide the radionuclide -specific data needed for the PA calculations . This work is part of an on-going program to periodically review and update existing PA work as new data becomes available. Revision of the E -Area Low-Level Waste Facility PA is currently underway. The number of radionuclides selected to undergo detailed analysis in the PA is determined by a screening process. The basis of this process is described. Radionuclide-specific data for half-lives, decay modes, daughters, dose conversion factors and groundwater concentration limits are presented with source references and methodologies.

Theoretical Studies of Hadrons and Nuclei

This report details final research results obtained during the 9 year period from June 1, 1997 through July 15, 2006. The research project, entitled ”Theoretical Studies of Hadrons and Nuclei”, was supported by grant DE-FG02-97ER41048 between North Carolina State University [NCSU] and the U. S. Department of Energy [DOE]. In compliance with grant requirements the Principal Investigator [PI], Professor Stephen R. Cotanch, conducted a theoretical research program investigating hadrons and nuclei and devoted to this program 50% of his time during the academic year and 100% of his time in the summer. Highlights of new, significant research results are briefly summarized in the following three sections corresponding to the respective sub-programs of this project (hadron structure, probing hadrons and hadron systems electromagnetically, and many-body studies). Recent progress is also discussed in a recent renewal/supplemental grant proposal submitted to DOE. Finally, full detailed descriptions of completed work can be found in the publications listed at the end of this report.

The rest-frame K-band luminosity function of galaxies in clusters to z = 1.3

We derive the rest-frame K-band luminosity function for galaxies in 32 clusters at 0.6 < z < 1.3 using deep 3.6 {micro}m and 4.5 {micro}m imaging from the Spitzer Space Telescope InfraRed Array Camera (IRAC). The luminosity functions approximate the stellar mass function of the cluster galaxies. Their dependence on redshift indicates that massive cluster galaxies (to the characteristic luminosity M*{sub K}) are fully assembled at least at z {approx} 1.3 and that little significant accretion takes place at later times. The existence of massive, highly evolved galaxies at these epochs is likely to represent a significant challenge to theories of hierarchical structure formation where such objects are formed by the late accretion of spheroidal systems at z < 1.

Insitu borehole P- and S-wave velocity measurements were collected in three borings located within the Waste Treatment Plant (WTP) boundaries at the Hanford Site, southeastern Washington. Geophysical data acquisition was performed between August and October of 2006 by Rob Steller, Charles Carter, Antony Martin and John Diehl of GEOVision. Data analysis was performed by Rob Steller and John Diehl, and reviewed by Antony Martin of GEOVision, and report preparation was performed by John Diehl and reviewed by Rob Steller. The work was performed under subcontract with Battelle, Pacific Northwest Division with Marty Gardner as Battelle’s Technical Representative and Alan Rohay serving as the Technical Administrator for Pacific Northwest National Laboratory (PNNL). This report describes the field measurements, data analysis, and results of this work.

Remaining Sites Verification Package for the 126-B-2, 183-B Clearwells, Waste Site Reclassification Form 2007-004

The 126-B-2, 183-B Clearwells were built as part of the 183-B Water Treatment Facility and are composed of 2 covered concrete reservoirs. The bulk of the water stored in the clearwells was used as process water to cool the 105-B Reactor and as a source of potable water. Residual conditions were determined to meet the remedial action objectives specified in the Remaining Sites ROD through an evaluation of the available process knowledge. The results of the evaluation do not preclude any future uses and allow for unrestricted use of shallow zone soils. The results also indicate that residual concentrations are protective of groundwater and the Columbia River.

Compulsory Deep Mixing of 3He and CNO Isotopes in the Envelopes of low-mass Red Giants

Three-dimensional stellar modeling has enabled us to identify a deep-mixing mechanism that must operate in all low mass giants. This mixing process is not optional, and is driven by a molecular weight inversion created by the {sup 3}He({sup 3}He,2p){sup 4}He reaction. In this paper we characterize the behavior of this mixing, and study its impact on the envelope abundances. It not only eliminates the problem of {sup 3}He overproduction, reconciling stellar and big bang nucleosynthesis with observations, but solves the discrepancy between observed and calculated CNO isotope ratios in low mass giants, a problem of more than 3 decades standing. This mixing mechanism operates rapidly once the hydrogen burning shell approaches the material homogenized by the surface convection zone. In agreement with observations, Pop I stars between 0.8 and 2.0 M{sub {circle_dot}} develop {sup 12}C/{sup 13}C ratios of 14.5 {+-} 1.5, while Pop II stars process the carbon to ratios of 4.0 {+-} 0.5. In stars less than 1.25 M{sub {circle_dot}}, this mechanism also destroys 90% to 95% of the {sup 3}He produced on the main sequence.

Patient-Specific Dosimetry and Radiobiological Modeling of Targeted Radionuclide Therapy Grant - final report

The broad, long-term objectives of this application are to 1. develop easily implementable tools for radionuclide dosimetry that can be used to predict normal organ toxicity and tumor response in targeted radionuclide therapy; and 2. to apply these tools to the analysis of clinical trial data in order to demonstrate dose-response relationships for radionuclide therapy treatment planning. The work is founded on the hypothesis that robust dose-response relationships have not been observed in targeted radionuclide therapy studies because currently available internal dosimetry methodologies are inadequate, failing to adequately account for individual variations in patient anatomy, radionuclide activity distribution/kinetics, absorbed dose-distribution, and absorbed dose-rate. To reduce development time the previously available software package, 3D-ID, one of the first dosimetry software packages to incorporate 3-D radionuclide distribution with individual patient anatomy; and the first to be applied for the comprehensive analysis of patient data, will be used as a platform to build the functionality listed above. Investigation of network heterogeneities in filled, trimodal, highly functional PDMS networks by 1H Multiple Quantum NMR

The segmental order and dynamics of polymer network chains in a filled, tri-modal silicone foam network have been studied by static 1H Multiple Quantum (MQ) NMR methods to gain insight into the structure property relationships. The foam materials were synthesized with two different types of crosslinks, with functionalities, {phi}, of 4 and near 60. The network chains were composed of distributions of high, low, and medium molecular weight chains. Crosslinking was accomplished by standard acid catalyzed reactions. MQ NMR methods have detected domains with residual dipolar couplings (<{Omega}{sub d}>) of near 4 kRad/s and 1 kRad/s assigned to (a) the shorter polymer chains and chains near the multifunctional (f=60) crosslinking sites and to (b) the longer polymer chains far from these sites. Three structural variables were systematically varied and the mechanical properties via compression and distributions of residual dipolar couplings measured in order to gain insight in to the network structural motifs that contribute significantly to the composite properties. The partitioning of and the average values of the residual dipolar couplings for the two domains were observed to be dependent on formulation variable and provided increased insight into the network structure of these materials which are unavailable from swelling and …

"Smart" Multifunctional Polymers for Enhanced Oil Recovery

Recent recommendations made by the Department of Energy, in conjunction with ongoing research at the University of Southern Mississippi, have signified a need for the development of 'smart' multi-functional polymers (SMFPs) for Enhanced Oil Recovery (EOR) processes. Herein we summarize research from the period of September 2003 through March 2007 focusing on both Type I and Type II SMFPs. We have demonstrated the synthesis and behavior of materials that can respond in situ to stimuli (ionic strength, pH, temperature, and shear stress). In particular, Type I SMFPs reversibly form micelles in water and have the potential to be utilized in applications that serve to lower interfacial tension at the oil/water interface, resulting in emulsification of oil. Type II SMFPs, which consist of high molecular weight polymers, have been synthesized and have prospective applications related to the modification of fluid viscosity during the recovery process. Through the utilization of these advanced 'smart' polymers, the ability to recover more of the original oil in place and a larger portion of that by-passed or deemed 'unrecoverable' by conventional chemical flooding should be possible.

We have successfully completed the research outlined in our proposal: Organic Chemistry at High Pressures and Temperatures. We have experimentally determined a phase diagram which documents the phases and reaction regimes of cyanuric acid , H{sub 3}C{sub 3}N{sub 3}O{sub 3} (1,3,5-triazine-2,4,6-trione), from 300 - 750 K and 0 - 8.1 GPa. We utilized a comparatively new technique to study thin samples of cyanuric acid in the diamond anvil cell in order to collect ambient temperature, high pressure FTIR and Raman data as well as the high-pressure, high-temperature data used in the phase diagram. These experiments made use of the CMLS High-pressure lab's diamond anvil facilities as well as the FTIR and Raman systems.

K-corrections and spectral templates of Type Ia supernovae

With the advent of large dedicated Type Ia supernova (SN Ia) surveys, K-corrections of SNe Ia and their uncertainties have become especially important in the determination of cosmological parameters. While K-corrections are largely driven by SN Ia broadband colors, it is shown here that the diversity in spectral features of SNe Ia can also be important. For an individual observation, the statistical errors from the inhomogeneity in spectral features range from 0.01 (where the observed and rest-frame filters are aligned) to 0.04 (where the observed and rest-frame filters are misaligned). To minimize the systematic errors caused by an assumed SN Ia spectral energy distribution (SED), we outline a prescription for deriving a mean spectral template time series that incorporates a large and heterogeneous sample of observed spectra. We then remove the effects of broadband colors and measure the remaining uncertainties in the K-corrections associated with the diversity in spectral features. Finally, we present a template spectroscopic sequence near maximum light for further improvement on the K-correction estimate. A library of ~;;600 observed spectra of ~;;100 SNe Ia from heterogeneous sources is used for the analysis.

The state of New York through the New York State Energy Research and Development Authority (NYSERDA) has developed a suite of digester projects throughout the state to assess the potential for anaerobic digestion systems to improve manure management and concurrently produce energy through the production of heat and electrical power using the biogas produced from the digesters. Dairies comprise a significant part of the agribusiness and economy of the state of New York. Improving the energy efficiency and environmental footprint of dairies is a goal of NYSERDA. SUNY Morrisville State College (MSC) is part of a collection of state universities, dairy farms, cooperatives, and municipalities examining anaerobic digestion systems to achieve the goals of NYSERDA, the improvement of manure management, and reducing emissions to local dairy animal sites. The process for siting a digester system at the MSC’s free-stall Dairy Complex was initiated in 2002. The project involved the construction of an anaerobic digester that can accommodate the organic waste generated at Dairy complex located about a mile southeast of the main campus. LDRD Annual Report FY2006

The Laboratory Directed Research and Development (LDRD) Program, authorized by Congress in 1991 and administered by the Laboratory Science and Technology Office, is our primary means for pursuing innovative, long-term, high-risk, and potentially high-payoff research that supports the missions of the Laboratory, the Department of Energy, and National Nuclear Security Administration in national security, energy security, environmental management, bioscience and technology to improve human health, and breakthroughs in fundamental science and technology. The accomplishments described in this Annual Report demonstrate the strong alignment of the LDRD portfolio with these missions and contribute to the Laboratory's success in meeting its goals. The LDRD budget of $92 million for FY2006 sponsored 188 projects. These projects were selected through an extensive peer-review process to ensure the highest scientific quality and mission relevance. Each year, the number of deserving proposals far exceeds the funding available, making the selection a tough one indeed. Our ongoing investments in LDRD have reaped long-term rewards for the Laboratory and the nation. Many Laboratory programs trace their roots to research thrusts that began several years ago under LDRD sponsorship. Chandra And HST Observations of Gamma-Ray Blazars: Comparing Jet Emission at Small And Large Scales

We present new Chandra and HST data for four gamma-ray blazars selected on the basis of radio morphology with the aim of revealing X-ray and optical emission from their jets at large scales. All the sources have been detected. Spectral Energy Distributions of the large scale jets are obtained as well as new X-ray spectra for the blazar cores. Modeling for each object the core (sub-pc scale) and large-scale ({approx}> 100 kpc) jet SEDs, we derive the properties of the same jet at the two scales. The comparison of speeds and powers at different scales supports a simple scenario for the dynamics and propagation of high power relativistic jets.

Critical Infrastructure: Challenges Remain in Protecting Key Sectors

Testimony issued by the Government Accountability Office with an abstract that begins "As Hurricane Katrina so forcefully demonstrated, the nation's critical infrastructures--both physical and cyber--have been vulnerable to a wide variety of threats. Because about 85 percent of the nation's critical infrastructure is owned by the private sector, it is vital that the public and private sectors work together to protect these assets. The Department of Homeland Security (DHS) is responsible for coordinating a national protection strategy including formation of government and private sector councils as a collaborating tool. The councils, among other things, are to identify their most critical assets, assess the risks they face, and identify protective measures, in sector-specific plans that comply with DHS's National Infrastructure Protection Plan (NIPP). This testimony is based primarily on GAO's October 2006 sector council report and a body of work on cyber critical infrastructure protection. Specifically, it addresses (1) the extent to which these councils have been established, (2) key facilitating factors and challenges affecting the formation of the council, (3) key facilitating factors and challenges encountered in developing sector plans, and (4) the status of DHS's efforts to fulfill key cybersecurity responsibilities. Testimony issued by the Government Accountability Office with an abstract that begins "GAO is required by law to annually audit the consolidated financial statements of the U.S. government. The Congress and the President need to have timely, reliable, and useful financial and performance information. Sound decisions on the current results and future direction of vital federal government programs and policies are made more difficult without such information. Until the problems discussed in GAO's audit report on the U.S. government's consolidated financial statements are adequately addressed, they will continue to (1) hamper the federal government's ability to reliably report a significant portion of its assets, liabilities, costs, and other related information; (2) affect the federal government's ability to reliably measure the full cost as well as the financial and nonfinancial performance of certain programs and activities; (3) impair the federal government's ability to adequately safeguard significant assets and properly record various transactions; and (4) hinder the federal government from having reliable financial information to operate in an economical, efficient, and effective manner."
