This report addresses legal issues after the United States signed the Kyoto Protocol to the UnitedNations Framework Convention on Climate Change. The protocol is not yet in effect internationally and cannot be legally binding on the U.S. unless and until the Senate gives its advice and consent.

Animal identification refers to marking individual or groups of farm animals so that they can be tracked from birth to slaughter. Animal identification is one segment of meat traceability, generally the tracking of identifiable products through the entire marketing chain to the ultimate consumer. This report details an overview of animal identification in the U.S., current programs to enforce animal identification, development of a National Identification Plan, the Foreign Trade Commission, and other selected issues.

The National Wool Act of 1954 (P.L. 83-690) established direct payments for wool and mohair producers. The Bush Administration has requested $1.277 billion for nanotechnology research for FY2007. Nanotechnology is a newly emerging field of science where scientists and engineers are beginning to manipulate matter at the molecular and atomic levels in order to obtain materials and systems with significantly improved properties. Scientists note that nanotechnology is still in its infancy, with large scale practical applications 10 to 30 year away. Congressional concerns include funding for the National Nanotechnology Initiative (NNI), the potential environmental and health concerns associated with the development and deployment of nanotechnology, and the need to adopt international measurement standards for nanotechnology.

From a public policy perspective, the goals are to ensure that broadband deployment is timely, that industry competes fairly, and that service is provided to all sectors and geographical locations of American society. The federal government -- through Congress and the Federal Communications Commission (FCC) -- is seeking to ensure fair competition among the players so that broadband will be available and affordable in a timely manner to all Americans who want it. While the FCC's position is not to intervene at this time, some assert that legislation is necessary to ensure fair competition and timely broadband deployment. One proposal would ease certain legal restrictions and requirements, imposed by the Telecommunications Act of 1996, on incumbent telephone companies who provide high speed data (broadband) access. Another proposal would compel cable companies to provide "open access" to competing Internet service providers.

The Department of Defense (DOD) and each of the military services have established new programs to care for the severely disabled, ensuring rehabilitative assistance and easing the transition back to civilian life. Congress has followed these initiatives with interest and recently directed DOD to develop policies and procedures to standardize these programs. If enacted, the Bankruptcy Abuse Prevention and Consumer Protection Act would subject prospective debtors under the U.S. Bankruptcy Code to a means test to determine whether they could liquidate under chapter 7 or reorganize under chapter 13. Large outstanding medical expenses alone will not determine eligibility to liquidate or reorganize. They will, however, affect the means test in one of two ways. Prebankruptcy health care expenses are likely to raise the amount of a debtor’s unsecured debt. Health insurance premiums and ongoing costs for care of the debtor’s dependents may be deducted from the debtor’s monthly income to determine the level of disposable income.

Seven proposals to reform the Electoral College system have been introduced to date in the 107th Congress. H.J.Res. 3 (Representative Green of Texas), and H.J.Res. 5 (Representative Delahunt) would eliminate the electoral college, substituting direct popular election of the President. H.J.Res. 1 (Representative Clyburn), H.J.Res. 18 (Representative Engel), and H.J.Res. 37 (Representative Clement) would incorporate the “district” method of awarding electoral votes, and H.J.Res. 17 (Representative Engel) would provide for proportional award of electoral votes. H.J.Res. 25 (Representative Leach) is a hybrid plan. These measures have been referred to the House Judiciary Committee and await further action.
