China-U.S. Trade Issues
The continued rise in the U.S.-China trade imbalance, complaints from several U.S. manufacturing firms over the competitive challenges posed by cheap Chinese imports, and concerns that U.S. manufacturing jobs are being lost to Chinese competitors have led several Members to call on the Bush Administration to take a more aggressive stance against certain Chinese trade policies deemed to be unfair. This report explores these issues in detail, especially concerning the lack of protection for U.S. IPR.

Climate Modeling using High-Performance Computing
The Center for Applied Scientific Computing (CASC) and the LLNL Atmospheric Science Division (ASD) are working together to improve predictions of future climate by applying the best available computational methods and computer resources to this problem. Over the last decade, researchers at the Lawrence Livermore National Laboratory (LLNL) have developed a number of climate models that provide state-of-the-art simulations on a wide variety of massively parallel computers. We are now developing and applying a second generation of high-performance climate models. As part of LLNL's participation in DOE's Scientific Discovery through Advanced Computing (SciDAC) program, members of CASC and ASD are collaborating with other DOE labs and NCAR in the development of a comprehensive, next-generation global climate model. This model incorporates the most current physics and numerics and capably exploits the latest massively parallel computers. One of LLNL's roles in this collaboration is the scalable parallelization of NASA's finite-volume atmospheric dynamical core. We have implemented multiple two-dimensional domain decompositions, where the different decompositions are connected by high-speed transposes. Additional performance is obtained through shared memory parallelization constructs and one-sided interprocess communication. The finite-volume dynamical core is particularly important to atmospheric chemistry simulations, where LLNL has a leading role.

Closeout for U.S. Department of Energy Final Technical Report for University of Arizona grant DOE Award Number DE-FG03-95ER40906 From 1 February 1995 to 31 January 2004 Grant title: Theory and Phenomenology of Strong and Weak High Energy Physics (Task A) and Experimental Elementary Particle Physics (Task B)
The following pages describe the high energy physics program at the University of Arizona which was funded by DOE grant DE-FG03-95ER40906, for the period 1 February 1995 to 31 January 2004. In this report, emphasis was placed on more recent accomplishments. This grant was divided into two tasks, a theory task (Task A) and an experimental task (Task B but called Task C early in the grant period) with separate budgets. Faculty supported by this grant, for at least part of this period, include, for the theory task, Adrian Patrascioiu (now deceased), Ina Sarcevic, and Douglas Toussaint., and, for the experimental task, Elliott Cheu, Geoffrey Forden, Kenneth Johns, John Rutherfoord, Michael Shupe, and Erich Varnes. Grant monitors from the Germantown DOE office, overseeing our grant, changed over the years. Dr. Marvin Gettner covered the first years and then he retired from the DOE. Dr. Patrick Rapp worked with us for just a few years and then left for a position at the University of Puerto Rico. Dr. Kathleen Turner took his place and continues as our grant monitor. The next section of this report covers the activities of the theory task (Task A) and the last section the activities of …

The effect of problem perturbations on nonlinear dynamical systems and their reduced order models
Reduced order models are used extensively in many areas of science and engineering for simulation, design, and control. Reduction techniques for nonlinear dynamical systems produce models that depend strongly on the nominal set of parameters for which the reduction is carried out. In this paper we address the following two questions: 'What is the effect of perturbations in the problem parameters on the output functional of a nonlinear dynamical system?' and 'To what extent does the reduced order model capture this effect?'

F/A-22 Raptor
The F-22A Raptor is a next-generation fighter/attack aircraft that features the latest stealth technology to reduce detection by radar. Using more advanced engines and avionics than the current F-15 Eagle, the F-22A is intended to maintain U.S. Air Force capabilities against more sophisticated enemy aircraft and air defenses in the 21st century. This report examines the Air Force’s F-22A Raptor program, including costs and schedule; considers several key issues, and concludes with a synopsis of recent legislative activity on the program.
