American Recovery and Reinvestment Act of 2009 (ARRA, P.L. 111-5): Title V, Medicaid Provisions
In addition to reducing some taxes and funding infrastructure projects, American Recovery and Reinvestment Act of 2009 (ARRA) provisions were designed to provide: temporary support to families and individuals by increasing unemployment compensation benefits; financial assistance for individuals to maintain their health coverage under provisions in the Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA); temporary increases in Medicaid matching rates; and increases in disproportionate share hospital allotments. This report is a summary of ARRA's Medicaid provisions.

Atmospheric Radiation Measurement Program Climate Research Facility Operations Quarterly Report January 1 - March 31, 2009
Individual raw data streams from instrumentation at the Atmospheric Radiation Measurement (ARM) Program Climate Research Facility (ACRF) fixed and mobile sites are collected and sent to the Data Management Facility (DMF) at Pacific Northwest National Laboratory (PNNL) for processing in near real-time. Raw and processed data are then sent daily to the ACRF Archive, where they are made available to users. For each instrument, we calculate the ratio of the actual number of data records received daily at the Archive to the expected number of data records. The results are tabulated by (1) individual data stream, site, and month for the current year and (2) site and fiscal year (FY) dating back to 1998.

Emergency Management: Actions to Implement Select Provisions of the Post-Katrina Emergency Management Reform Act
Testimony issued by the Government Accountability Office with an abstract that begins "Hurricane Katrina severely tested disaster management at the federal, state, and local levels and revealed weaknesses in the basic elements--leadership, capabilities, and accountability--of preparing for, responding to, and recovering from disasters. In its 2006 work on the response to Hurricane Katrina, GAO noted that these elements needed to be strengthened. In October 2006, Congress enacted the Post-Katrina Act to address issues identified in the response to Hurricane Katrina. GAO reported in November 2008 that the Department of Homeland Security (DHS) and the Federal Emergency Management Agency (FEMA) had at least preliminary efforts under way to address most of the provisions, but also identified a number of areas that required further action. This statement discusses select issues within the basic elements related to (1) findings from the response to Hurricane Katrina, (2) provisions of the Post-Katrina Act, and (3) specific actions DHS and FEMA have taken to implement these provisions. GAO's comments are based on GAO products issued from February 2006 through November 2008, and selected updates in March 2009. To obtain updated information, GAO consulted program officials."

EXPERIMENTAL STUDY OF SHOCK WAVE DYNAMICS IN MAGNETIZED PLASMAS
In this four-year project (including one-year extension), the project director and his research team built a shock-wave-plasma apparatus to study shock wave dynamics in glow discharge plasmas in nitrogen and argon at medium pressure (1–20 Torr), carried out various plasma and shock diagnostics and measurements that lead to increased understanding of the shock wave acceleration phenomena in plasmas. The measurements clearly show that in the steady-state dc glow discharge plasma, at fixed gas pressure the shock wave velocity increases, its amplitude decreases, and the shock wave disperses non-linearly as a function of the plasma current. In the pulsed discharge plasma, at fixed gas pressure the shock wave dispersion width and velocity increase as a function of the delay between the switch-on of the plasma and shock-launch. In the afterglow plasma, at fixed gas pressure the shock wave dispersion width and velocity decrease as a function of the delay between the plasma switch-off and shock-launch. These changes are found to be opposite and reversing towards the room temperature value which is the initial condition for plasma ignition case. The observed shock wave properties in both igniting and afterglow plasmas correlate well with the inferred temperature changes in the two plasmas.

Under President Bush's FY2009 budget request, five federal agencies would have received 92.8% of total federal R&D funding. Femtosecond isomerization dynamics in the ethylene cation measured in an EUV-pump NIR-probe configuration
Dynamics in the excited ethylene cation C{sub 2}H{sub 4}{sup +} lead to isomerization to the ethylidene configuration (HC-CH{sub 3}){sup +}, which is predicted to be a transient configuration for electronic relaxation. With an intense femtosecond EUV (extreme ultraviolet) pump pulse to populate the excited state, and an NIR (near infrared) probe pulse to produce the fragments CH{sup +} and CH{sub 3}{sup +} (which provides a direct signature of ethylidene), we measure optimum fragment yields at a probe delay of 80 fs. Also, an H{sub 2}-stretch transient configuration, yielding H{sub 2}{sup +} upon probing, is found to succeed the ethylidene configuration. We find that a simple single- or double-decay model does not match the data, and we present a modified model (introduction of an isomerization delay of 50 {+-} 25 fs) that does provide agreement.

This report summarizes research conducted in conjunction with a project entitled “Reaction-Based Reactive Transport Modeling of Iron Reduction and Uranium Immobilization at Area 2 of the NABIR Field Research Center”, which was funded through the Integrative Studies Element of the former NABIR Program (now the Environmental Remediation Sciences Program) within the Office of Biological and Environmental Research. Dr. William Burgos (The Pennsylvania State University) was the overall PI/PD for the project, which included Brian Dempsey (Penn State), Gour-Tsyh (George) Yeh (Central Florida University), and Eric Roden (formerly at The University of Alabama, now at the University of Wisconsin) as separately-funded co-PIs. The project focused on development of a mechanistic understanding and quantitative models of coupled Fe(III)/U(VI) reduction in FRC Area 2 sediments. The work builds on our previous studies of microbial Fe(III) and U(VI) reduction, and was directly aligned with the Scheibe et al. ORNL FRC Field Project at Area 2. Area 2 is a shallow pathway for migration of contaminated groundwater to seeps in the upper reach of Bear Creek at ORNL, mainly through a ca. 1 m thick layer of gravel located 4-5 m below the ground surface.
