Assessment of Ivanpah Playa as a Site for Thermal Vicarious Calibration for the MTI Satellite (open access)

Assessment of Ivanpah Playa as a Site for Thermal Vicarious Calibration for the MTI Satellite

The Savannah River Technology Center conducted four vicarious reflectance calibrations at Ivanpah Playa, California since July 2000 in support of the MTI satellite. The potential of the playa as a thermal calibration site was also investigated in the campaigns with a mobile Fourier transform infrared spectrometer. The multi-year study shows time and spatial variability in the spectral emissivity. The ground truth temperature and emissivity correlate quite well with the data from the MTI satellite imagery. The research paper will show the time-dependent emissivities measured during our ground truth campaigns and the corresponding satellite imagery.

The Budget for Fiscal Year 2004 (open access)

The Budget for Fiscal Year 2004

The Congressional Budget Office (CBO) released the first of its annual budget reports in late January. The baseline estimates from CBO run through FY2013. CBO’s baseline estimates are similar in construction to those produced by the Office of Management and Budget (OMB) for the President. CBO’s January baseline has a $145 billion deficit in FY2004 (down from $199 billion in FY2003), that becomes a small surplus of $65 billion in FY2008. The report also included an update to CBO’s January baseline that pushed the deficit for FY2004 to $200 billion from $145 billion. The revisions move the return to a surplus from FY2007 to FY2008 and reduce the cumulative FY2004- FY2013 surplus from $1,336 billion (January) to $891 billion (March). CBO’s estimates of the President’s budget, a recasting of the policies using CBO assumptions and budget estimating methods, raise the expected deficit for FY2004 to $338 billion from the OMB estimated $307 billion.

Civil Penalties: Agencies Unable to Fully Adjust Penalties for Inflation Under Current Law

A letter report issued by the General Accounting Office with an abstract that begins "Civil penalties are an important element of regulatory enforcement, allowing agencies to punish violators appropriately and to serve as a deterrent to future violations. In 1996, Congress enacted the Inflation Adjustment Act to require agencies to adjust certain penalties for inflation. GAO assessed federal agencies' compliance with the act and whether provisions in the act have prevented agencies from keeping their penalties in pace with inflation."

CO2 Selective Ceramic Membrane for Water-Gas-Shift Reaction With Concomitant Recovery of CO2, Quarterly Report: September - December 2002 (open access)

CO2 Selective Ceramic Membrane for Water-Gas-Shift Reaction With Concomitant Recovery of CO2, Quarterly Report: September - December 2002

In this quarter, we have made progress in the three approaches selected for preparing CO{sub 2}-affinity membrane. A defect free nanoporous membrane was prepared via slip casting. This membrane will then be used for post treatment to seal the micropores to become a non-porous membrane with CO{sub 2} affinity. This post treatment study will be our focus in the next several quarters. Polymeric gel as a precursor was successfully prepared, which will be used for subsequent thin film deposition. Preparation of a defect-free thin film from this precursor will be our future focus using the sol-gel approach. Finally, the third approach, in-situ impregnation approach, was modified. Although we were able to deposit the precursor within the porous of the membrane, we have not been able to enhance the pH in-situ. Designing an unconventional approach to alternate the pH in-situ will be our focus of the next quarter.

Effect of oxygen on the electronic band structure in ZnO{sub x}Se{sub 1-x} alloys (open access)

Effect of oxygen on the electronic band structure in ZnO{sub x}Se{sub 1-x} alloys

The effect of alloying small amounts of ZnO with ZnSe on the electronic band structure has been studied. Optical transitions in molecular-beam-epitaxy-grown ZnO{sub x}Se{sub 1-x} epitaxial films (0 {<=} x {<=} 1.35%) were investigated using photoreflectance and photoluminescence spectroscopies. The fundamental band-gap energy of the alloys was found to decrease at a rate of about 0.1 eV per atomic percent of oxygen. The pressure dependence of the band gap was also found to be strongly affected by O incorporation. Both the effects can be quantitatively explained by an anticrossing interaction between the extended states of the conduction band of ZnSe and the highly localized oxygen states located at approximately 0.22 eV above the conduction-band edge.

Electricity: The Road Toward Restructuring (open access)

Electricity: The Road Toward Restructuring

The Public Utility Holding Company Act of 1935 (PUHCA) and the Federal Power Act (FPA) were enacted to eliminate unfair practices and other abuses by electricity and gas holding companies by requiring federal control and regulation of interstate public utility holding companies. Comprehensive energy legislation has passed the House and Senate. The House passed H.R. 6 on April 11, 2003. On July 31, 2003, the Senate suspended debate on S. 14, inserted the text of H.R. 4 (107th Congress) as a substitute, and passed H.R. 6. A conference agreement was reached November 17, 2003, and passed by the House the next day. H.R. 6 includes an electricity title that would, in part, repeal PUHCA, would prospectively repeal the mandatory purchase requirement under PURPA, and would create an electric reliability organization. On June 15, 2004, H.R. 4503, a comprehensive energy policy bill, passed the House.

Federal Reserve Banks: Areas for Improvement in Computer Controls

Correspondence issued by the General Accounting Office with an abstract that begins "In connection with fulfilling our requirement to audit the financial statements of the U.S. government, we audited and reported on the Schedules of Federal Debt Managed by the Bureau of the Public Debt (BPD) for the fiscal years ended September 30, 2002 and 2001. The review addressed both general and application computer controls. General computer controls are the structure, policies, and procedures that apply to an entity's overall computer operations. General computer controls establish the environment in which application systems and controls operate. An effective general control environment helps (1) ensure that an adequate entity-wide program for security management is in place, (2) protect data, files, and programs from unauthorized access, modification, disclosure, and destruction, (3) limit and monitor access to programs and files that control computer hardware and secure applications, (4) prevent the introduction of unauthorized changes to systems and applications software, (5) prevent any one individual from controlling key aspects of computer-related operations, and (6) ensure the recovery of computer processing operations in case of a disaster or other unexpected interruption. An effective application control environment helps ensure that transactions performed by individual computer programs are …
