We report the development of front tracking method as a simulation tool and technology for the computation on several important SciDAC and SciDAC associated applications. The progress includes the extraction of an independent software library from the front tracking code, conservative front tracking, applications of front tracking to the simulation of fusion pellet injection in a magnetically confined plasma, the study of a fuel injection jet, and the study of fluid chaotic mixing, among other problems.

A virtual tall tower network for understanding continental sources and sinks of CO2

Our understanding of the North American terrestrial carbon cycle is limited by both a lack of continental atmospheric CO2 data, and by a need for methods to interpret these and other continental data with confidence. In response to this challenge a rapid expansion of the N. American carbon cycle observational network is underway. This expansion includes a network of continuous, continental CO2 mixing ratio observations being collected at a subset of AmeriFlux towers. Progress in developing this resource includes instrument development, site installation, calibration and intercalibration efforts, and initiation of a uniform data product. Progess in applying these data include proposed methods for interpreting surface layer measurements in atmospheric inversions (the virtual tall towers approach), examination of coherence patterns in continental mixing ratios in response to weather and climate, and application of these mixing ratio measurements in formal atmospheric inversions. Future work will merge these methods with interpretation of flux towers observations of terrestrial carbon fluxes in an effort to create a single coherent diagnosis of North American terrestrial carbon fluxes over a multi-year period.

Autonomous UAV-Based Mapping of Large-Scale Urban Firefights

This paper describes experimental results from a live-fire data collect designed to demonstrate the ability of IR and acoustic sensing systems to detect and map high-volume gunfire events from tactical UAVs. The data collect supports an exploratory study of the FightSight concept in which an autonomous UAV-based sensor exploitation and decision support capability is being proposed to provide dynamic situational awareness for large-scale battalion-level firefights in cluttered urban environments. FightSight integrates IR imagery, acoustic data, and 3D scene context data with prior time information in a multi-level, multi-step probabilistic-based fusion process to reliably locate and map the array of urban firing events and firepower movements and trends associated with the evolving urban battlefield situation. Described here are sensor results from live-fire experiments involving simultaneous firing of multiple sub/super-sonic weapons (2-AK47, 2-M16, 1 Beretta, 1 Mortar, 1 rocket) with high optical and acoustic clutter at ranges up to 400m. Sensor-shooter-target configurations and clutter were designed to simulate UAV sensing conditions for a high-intensity firefight in an urban environment. There are divergent results in the literature on the(in)dependence of the ion velocity distribution functions on the ioncharge states. Apparently, most time-of-flight methods of measurementsindicate independence whereas most measurements with electrostaticanalyzers state the opposite. It is shown here that this grouping iscoincidental with investigations of pulsed and continuous arcs. Allresults can be consolidated by taking ion-neutral interaction intoaccount, especially charge exchange collisions with the metal neutralsproduced by the arc itself. The velocity distribution functions areindependent of charge state when produced at cathode spots but becomecharge-state dependent when the plasma interacts withneutrals.

Children's Health Insurance: Recent HHS-OIG Reviews Inform the Congress on Improper Enrollment and Reductions in Low-Income, Uninsured Children

Correspondence issued by the Government Accountability Office with an abstract that begins "The Congress passed legislation creating the State Children's Health Insurance Program (SCHIP) in 1997 to reduce the number of uninsured children in families with incomes that are too high to qualify for Medicaid. For SCHIP, the Congress appropriated $40 billion over 10 years, with funds allotted annually to the 50 states, the District of Columbia, and the U.S. commonwealths and territories. States' participation in SCHIP is voluntary. States that do participate have three options in designing their SCHIP programs: expand the Medicaid program to include SCHIP-eligible children, develop a separate child health insurance program, or maintain a program that combines both of these options. Financed jointly by the states and the federal government, SCHIP offers a strong incentive for states to participate by offering a higher federal matching rate--that is, the federal government pays a larger proportion of program expenditures--than the Medicaid program. While this incentive encourages efforts to reduce the number of uninsured children through state participation in SCHIP, there have been concerns that states might inappropriately enroll Medicaid-eligible children in SCHIP and thus obtain higher federal matching funds than allowed under Medicaid.
