Atomistic modeling of shock-induced void collapse in copper

Nonequilibrium molecular dynamics (MD) simulations show that shock-induced void collapse in copper occurs by emission of shear loops. These loops carry away the vacancies which comprise the void. The growth of the loops continues even after they collide and form sessile junctions, creating a hardened region around the collapsing void. The scenario seen in our simulations differs from current models that assume that prismatic loop emission is responsible for void collapse. We propose a new dislocation-based model that gives excellent agreement with the stress threshold found in the MD simulations for void collapse as a function of void radius.

Beryllium Wipe Sampling (differing methods - differing exposure potentials)

This research compared three wipe sampling techniques currently used to test for beryllium contamination on room and equipment surfaces in Department of Energy facilities. Efficiencies of removal of beryllium contamination from typical painted surfaces were tested by wipe sampling without a wetting agent, with water-moistened wipe materials, and by methanol-moistened wipes. Analysis indicated that methanol-moistened wipe sampling removed about twice as much beryllium/oil-film surface contamination as water-moistened wipes, which removed about twice as much residue as dry wipes. Criteria at 10 CFR 850.30 and .31 were established on unspecified wipe sampling method(s). The results of this study reveal a need to identify criteria-setting method and equivalency factors. As facilities change wipe sampling methods among the three compared in this study, these results may be useful for approximate correlations. Accurate decontamination decision-making depends on the selection of appropriate wetting agents for the types of residues and surfaces. Evidence for beryllium sensitization via skin exposure argues in favor of wipe sampling with wetting agents that provide enhanced removal efficiency such as methanol when surface contamination includes oil mist residue.

The DARHT Scattering Wire Spectrometer: Operation and Checkout on ETA II

The DARHT Scattering wire energy spectrometer has been realized and checked out on ETA II. The ETA II beam energy is generally around 5.3 MeV. This value varies from pulse-to-pulse by around 0.5% and from month-to-month by as much as 6%. The energy acceptance of the spectrometer is {+-} 5% and the time response is less than 10 ns. The instrument was calibrated to enable absolute measurements of the ETA II beam energy accurate to {+-}3%. The beam energy in MeV is related to the bending magnetic field B{sub kG} according to E{sub MeV} = 0.511[{radical}(1+347.2B{sub kG}{sup 2}) -1]. The major difficulty encountered was in the development of detectors for the scattered electrons passing through the instrument. Fortunately one detector was fabricated that worked satisfactorily which enabled us to complete the tests on ETA II. The ETA II experiments and initial FXR experiments suggest that spurious X-ray signals will not prove troublesome. No results are yet available in the x-ray environment of DARHT.

The Endangered Species Act and Claims of Property Rights "Takings"

This report first outlines the ESA provisions most relevant to the act’s impacts on private property, and then surveys the major ESA-relevant principles of Fifth Amendment takings law. The report then proceeds to its core topic: the court decisions adjudicating whether government measures based on the ESA effect a taking of property under the Fifth Amendment. The cases address four kinds of ESA measures: (1) restrictions on land uses that might adversely affect species listed as endangered or threatened; (2) reductions in water delivery to preserve lake levels or instream flows needed by listed fish; (3) restrictions on the defensive measures a property owner may take to protect his/her property from listed animals; and (4) restrictions on commercial dealings in members of listed species.

European Views and Policies Toward the Middle East

Managing policy differences on a range of issues emanating from the Middle East poses serious challenges for the United States and its European allies and friends. The most vitriolic dispute has centered on the conflict in Iraq. However, divisions over how best to approach the ongoing Israeli-Palestinian conflict, manage Iran and Syria, and combat terrorism also persist. How deep and lasting the clash over Iraq and subsequent Middle East policies will be to transatlantic relations will likely depend on several factors, including whether Washington and European capitals can cooperate more robustly to rebuild Iraq; whether Europeans perceive a renewed U.S. commitment to revive the Middle East peace process; and whether differences over Mideast issues spill over into NATO or impede EU efforts to forge a deeper Union.

Evaluation of Nevada Test Site Ground Motion and Rock Property Data to Bound Ground Motions at the Yucca Mountain Repository

Yucca Mountain licensing will require estimation of ground motions from probabilistic seismic hazard analyses (PSHA) with annual probabilities of exceedance on the order of 10{sup -6} to 10{sup -7} per year or smaller, which correspond to much longer earthquake return periods than most previous PSHA studies. These long return periods for the Yucca Mountain PSHA result in estimates of ground motion that are extremely high ({approx} 10 g) and that are believed to be physically unrealizable. However, there is at present no generally accepted method to bound ground motions either by showing that the physical properties of materials cannot maintain such extreme motions, or the energy release by the source for such large motions is physically impossible. The purpose of this feasibility study is to examine recorded ground motion and rock property data from nuclear explosions to determine its usefulness for studying the ground motion from extreme earthquakes. The premise is that nuclear explosions are an extreme energy density source, and that the recorded ground motion will provide useful information about the limits of ground motion from extreme earthquakes.
