Within DHS, the Transportation Security Administration (TSA) is responsible for making risk-informed investments to secure the transportation system. GAO evaluated to what extent TSA (1) implemented a risk management approach to inform the allocation of resources across the transportation sector and (2) followed internal control standards in its efforts to implement and use a risk management approach to inform resource allocation."

The increase in PBGC's probable claims has raised questions about PBGC's monitoring and financial disclosure practices, including whether the information that PBGC discloses is sufficient for interested parties to understand the effect on PBGC's financial condition. GAO examined (1) the steps that PBGC takes to monitor and ensure the accuracy of its probable claims, (2) how PBGC's financial liability reporting compares with those of publicly traded companies, and (3) the steps PBGC has taken to improve the transparency of its financial reporting and whether additional improvement is needed."

Because of DOE's long-standing project management problems, GAO determined the extent to which (1) DOE's major construction projects are having cost increases and schedule delays and the major factors contributing to these problems and (2) DOE ensures that project designs are sufficiently complete before construction begins to help avoid cost increases and delays. We examined 12 DOE major projects with total costs of about $27 billion, spoke with federal and contractor officials, and reviewed project management documents."

A letter report issued by the Government Accountability Office with an abstract that begins "The Ryan White Comprehensive AIDS Resources Emergency Act of 1990 (CARE Act) makes federal funds available to assist individuals affected by HIV/AIDS. The Department of Health and Human Services' (HHS) Health Resources and Services Administration (HRSA) awards CARE Act funding to grantees that include states, territories, and metropolitan areas. Because minorities have been disproportionately affected by HIV/AIDS, the CARE Act's Minority AIDS Initiative (MAI) provides funding through five parts (A, B, C, D, and F) of the act with the goal of reducing HIV-related health care disparities among minorities. The reauthorization of CARE Act programs changed the process by which HRSA awards MAI grants under Part A (funding for metropolitan areas) and Part B (for states and territories) from a formula based solely on demographics of the metropolitan area, state, or territory to a competitive process. A letter report issued by the General Accounting Office with an abstract that begins "The South Florida Ecosystem Restoration Initiative is a complex, long-term effort to restore the South Florida ecosystem--including the Everglades--that involves federal, state, local, and tribal entities, as well as public and private interests. In response to growing signs of the ecosystem's deterioration, federal agencies established the South Florida Ecosystem Restoration Task Force in 1993 to coordinate ongoing federal activities. The Task Force is charged with coordinating and facilitating the overall restoration effort. The Task Force's strategic plan is a good start. However, because the plan does not contain all the elements that GAO recommended in a previous report, it does not fulfill the requirement placed on the Secretary of the Interior, as the Task Force Chair, by the House and Senate Committees on Appropriations. GAO recognizes that the plan is a "work in progress" and that the Task Force will continue to refine and improve its strategic plan as it learns more about the ecosystem and how the ecosystem is responding to the Task Force's efforts. As requested, GAO assessed issues related to the E-rate program's long-term goals, including (1) key trends in the demand for and use of E-rate funding and the implications of these trends; (2) the rate of program participation, participants' views on requirements, and FCC's actions to facilitate participation; and (3) FCC's performance goals and measures for the program and how they compare to key characteristics of successful goals and measures. The scientific aims of this project have been the evaluation and dissemination of key nuclear reactions in nuclear astrophysics, with a focus on ones to be studied at new radioactive beam facilities worldwide. These aims were maintained during the entire funding period from 2003 - 2006. In the following, a summary of the reactions evaluated during this period is provided. Year 1 (2003-04): {sup 21}Na(p,{gamma}){sup 22}Mg and {sup 18}Ne({alpha},p){sup 21}Na - The importance of the {sup 21}Na(p,{gamma}){sup 22}Mg and the {sup 18}Ne({alpha},p){sup 21}Na reactions in models of exploding stars has been well documented: the first is connected to the production of the radioisotope {sup 22}Na in nova nucleosynthesis, while the second is a key bridge between the Hot-CNO cycles and the rp-process in X-ray bursts. By the end of Summer 2004, our group had updated these reaction rates to include all published data up to September 2004, and cast the reaction rates into standard analytical and tabular formats with the assistance of Oak Ridge National Laboratory's computational infrastructure for reaction rates. We summarize the observations of unusual optical properties of shocked liquid deuterium (D{sub 2}) that led to proposing spectroscopic measurements. The apparatus built for the measurements is briefly described, along with some representative results in a test material. Unfortunately, spectroscopic measurements were not performed in shocked D{sub 2} during the course of the project. Some reasons are noted.

This booklet is designed to inform the public about what Argonne National Laboratory is doing to monitor its environment and to protect its employees and neighbors from any adverse environmental impacts from Argonne research. The Downers Grove South Biology II class was selected to write this booklet, which summarizes Argonne's environmental monitoring programs for 2006. Writing this booklet also satisfies the Illinois State Education Standard, which requires that students need to know and apply scientific concepts to graduate from high school. This project not only provides information to the public, it will help students become better learners. The Biology II class was assigned to condense Argonne's 300-page, highly technical Site Environmental Report into a 16-page plain-English booklet. The site assessment relates to the class because the primary focus of the Biology II class is ecology and the environment. Students developed better learning skills by working together cooperatively, writing and researching more effectively. Students used the Argonne Site Environmental Report, the Internet, text books and information from Argonne scientists to help with their research on their topics. It was determined that a radioactive waste leak in the Hanford S Farm in the vicinity of the S-102 retrieval pump discharge occurred because of over-pressurization and failure of the S-102 dilution water supply hose while operating the retrieval pump in reverse with an obstructed suction cavity and an unobstructed flow path to the dilution water supply hose. This report describes efforts to identify plausible scenarios for the waste leak to occur.

The U.S. Department of Energy’s (DOE) commitment to assuring the health and safety of its workers includes the conduct of illness and injury surveillance activities that provide an early warning system to detect health problems among workers. The Illness and Injury Surveillance Program monitors illnesses and health conditions that result in an absence, occupational injuries and illnesses, and disabilities and deaths among current workers.

The Multi-Scale Thermo-Hydrologic (MSTH) process model is a modeling abstraction of them1 hydrology (TH) of the potential Yucca Mountain repository at multiple spatial scales. The MSTH model as described herein was used for the Supplemental Science and Performance Analyses (BSC, 2001) and is documented in detail in CRWMS M&O (2000) and Glascoe et al. (2002). The model has been validated to a nested grid model in Buscheck et al. (In Review). The MSTH approach is necessary for modeling thermal hydrology at Yucca Mountain for two reasons: (1) varying levels of detail are necessary at different spatial scales to capture important TH processes and (2) a fully-coupled TH model of the repository which includes the necessary spatial detail is computationally prohibitive. The MSTH model consists of six ''submodels'' which are combined in a manner to reduce the complexity of modeling where appropriate. The coupling of these models allows for appropriate consideration of mountain-scale thermal hydrology along with the thermal hydrology of drift-scale discrete waste packages of varying heat load. Two stages are involved in the MSTH approach, first, the execution of submodels, and second, the assembly of submodels using the Multi-scale Thermohydrology Abstraction Code (MSTHAC).
