The purpose of this study is to determine whether changes to Hanford operations, as well as changes in the regulatory environment, will require new approaches to ensure radiation protection of the public and the environment. This document discusses the applicable regulations that govern public radiation protection at DOE facilities, recent radiological assessments for members of the public near the Hanford Site, and possible new approaches that may be needed to assure that the Hanford Site can demonstrate compliance with regulatory requirements for radiological protection of the public.

Food Safety on the Farm: Federal Programs and Selected Proposals

This report discusses bills introduced into the 110th Congress pertaining to food safety that could affect farmers and ranchers. Several of these bills would expressly have required enforceable on-farm safety standards. Others that focused primarily on post-harvest food safety measures nonetheless might have led to changes in on-farm practices if the regulated sectors (handlers and processors of agricultural products) placed new demands on their suppliers in order to comply. Similar proposals are re-emerging in the 111th Congress, where food safety reform is expected to be on the agenda.

Value-Added Tax as a New Revenue Source

MMARY Some Members of Congress have expressed interest in the feasibility of using a value-added tax (VAT) to either replace all or part of the income tax, finance health care reform, or to fund America’s war effort. A VAT is imposed at all levels of production on the differences between firms’ sales and their purchases from all other firms. Policymakers may be interested in the following aspects of a VAT: revenue yield, international comparison of composition of taxes, vertical equity, neutrality, inflation, balance-of-trade, national saving, administrative cost, intergovernmental relations, size of government, and public opinion.

A Value-Added Tax Contrasted with a National Sales Tax

Proposals to replace all or part of the income tax, proposals for national health care, and a proposal to finance America’s war effort have sparked congressional interest in the possibility of a broad-based consumption tax as a new source of revenue. A value-added tax (VAT) or a national sales tax (NST) have been frequently discussed as possible new tax sources. Both the VAT and the NST are taxes on the consumption of goods and services and are conceptually similar. Yet, these taxes also have significant differences. This issue brief discusses some of the potential policy implications associated with these differences.

Investigation of the Richtmyer-Meshkov instability

The present research program is centered on the experimental and numerical study of the hydrodynamics of shock-accelerated spherical density inhomogeneities. These flows are part of a broader category of shock-induced mixing flows that play a critical role in the implosion of D-T pellets in laser-driven ICF experiments. For the past year, our work has consisted of both experimental and numerical activities which were presented at two conferences and resulted in the publication of one journal article and the submission of a second one. The papers from one of the conferences are inlcuded here.

Decontamination and decommissioning of the 60-inch Cyclotron facility at Argonne National Laboratory-East project final report

This final report of the decontamination and decommissioning (D&D) of the Argonne National Laboratory-East (ANL-E) 60'' Cyclotron Accelerator Facility contains descriptions and evaluations of activities performed, and results obtained in connection with the Cyclotron D&D Project. It provides the following information: Objective of the Cyclotron D&D Project; A brief history of the Cyclotron facility; Overall descriptions of the Cyclotron facility and the ANL-E site; An overview of the D&D activities performed in connection with the Cyclotron D&D Project; Summary of the final status of the Cyclotron facility, including results of the final and confirmation surveys; Final cost and schedule for the Cyclotron D&D Project; Summaries of personnel exposure and total waste generated in connection with this project; and Final facility condition. This project final report was written in accordance with the requirements of the ANL-E D&D Project Planning Guidance Manual and the ANL-E D&D Program Management Plan. It covers the entire Cyclotron D&D Project, from the initiation of D&D activities to final project closeout. At the conclusion of the Independent Verification Survey (IVS), the Cyclotron facility was released for unrestricted reuse. Residual, elevated activity remains in inaccessible areas, however. Scope of Work for Integration Management and Installation Services of the National Ignition Facility Beampath Infrastructure System

The goal of the National Ignition Facility (NIF) project is to provide an aboveground experimental capability for maintaining nuclear competence and weapons effects simulation and to provide a facility capable of achieving fusion ignition using solid-state lasers as the energy driver. The facility will incorporate 192 laser beams, which will be focused onto a small target located at the center of a spherical target chamber--the energy from the laser beams will be deposited in a few billionths of a second. The target will then implode, forcing atomic nuclei to sufficiently high temperatures and densities necessary to achieve a miniature fusion reaction. The NIF is under construction, at Livermore, California, located approximately 50 miles southeast of San Francisco, California.

FRACTIONAL CRYSTALLIZATION FEED ENVELOPE

Laboratory work was completed on a set of evaporation tests designed to establish a feed envelope for the fractional crystallization process. The feed envelope defines chemical concentration limits within which the process can be operated successfully. All 38 runs in the half-factorial design matrix were completed successfully, based on the qualitative definition of success. There is no feed composition likely to be derived from saltcake dissolution that would cause the fractional crystallization process to not meet acceptable performance requirements. However, some compositions clearly would provide more successful operation than other compositions.
