Airport Finance: Preliminary Analysis Indicates Proposed Changes in the Airport Improvement Program May Not Resolve Funding Needs for Smaller Airports

Testimony issued by the Government Accountability Office with an abstract that begins "To address the strain on the aviation system, the Federal Aviation Administration (FAA) has proposed transitioning to the Next Generation Air Transportation System (NextGen). To finance this system and to make its costs to users more equitable, the administration has proposed fundamental changes in the way that FAA is financed. As part of the reauthorization, the administration proposes major changes in the way that grants through the Airport Improvement Program (AIP) are funded and allocated to the 3,400 airports in the national airport system. In response, GAO was asked for an update on current funding levels for airport development and the sufficiency of those levels to meet planned development costs. This testimony comprises capital development estimates made by FAA and Airports Council International (ACI), the chief industry association; analyzes how much airports have received for capital development and whether this is sufficient to meet future planned development; and summarizes the effects of proposed changes in funding for airport development. Postal facilities in New Jersey, Washington, D.C., and elsewhere became heavily contaminated. An Assessment of Dependent Care Needs of Federal Workers Using the Office of Personnel Management's Survey

Correspondence issued by the Government Accountability Office with an abstract that begins "Recognizing the changing demographics of the federal workforce--significant portions of the workforce are aging, facing the need to care for elderly parents, and are or will be retiring, and in turn likely to be replaced by a younger workforce with child care needs--the Congress was interested in understanding the dependent care needs of the federal workforce and to what extent employees were using or could use federal programs and benefits designed to help meet these needs. We have previously reported that work-life programs, such as alternative flexible work schedules and child care centers and assistance, are viewed by agency officials as being among the most effective programs used to help manage their workforce. In response to these trends, the House and Senate Committees on Appropriations, included a mandate in its Conference Report 108-792 directing GAO to: (1) provide technical assistance to the Office of Personnel Management (OPM) and the General Services Administration (GSA) in their efforts to gather data on federal employee child care needs and analyze options to meet those needs, and (2) review the data and analysis generated and provide the results to the Committees. The commission will study the potential impacts of climate change on the state’s environment and economy, and then recommend a global warming pollutant reduction goal and strategies for achieving it. Commission members will include representatives from the state government as well as many groups including scientific, energy, forestry, agricultural, and environmental organizations, among others. The Commission must report its findings by November 1, 2008.
