In its Dec. 5, 1989 letter to DOE-Richland (DOE-RL) Operations, the Washington State Dept. of Ecology requested that DOE-RL prepare ``a plant evaluating alternatives for storage and/or treatment of hazardous waste in the 300 Area...``. This document, prepared in response to that letter, presents the proposed approach to compliance of the 300 Area with the federal Resource Conservation and Recovery Act and Washington State`s Chapter 173-303 WAC, Dangerous Waste Regulations. It also contains 10 appendices which were developed as bases for preparing the compliance plan approach. It refers to the Radioactive Liquid Waste System facilities and to the radioactive mixed waste.

300 Area steam plant replacement, Hanford Site, Richland, Washington: Environmental assessment

Steam to support process operations and facility heating is currently produced by a centralized oil-fired plant located in the 300 Area and piped to approximately 26 facilities in the 300 Area. This plant was constructed during the 1940s and, because of tis age, is not efficient, requires a relatively large operating and maintenance staff, and is not reliable. The US Department of Energy is proposing an energy conservation measure for a number of buildings in the 300 Area of the Hanford Site. This action includes replacing the centralized heating system with heating units for individual buildings or groups of buildings, constructing new natural gas pipelines to provide a fuel source for many of these units and constructing a central control building to operate and maintain the system. A new steel-sided building would be constructed in the 300 Area in a previously disturbed area at least 400 m (one-quarter mile) from the Columbia River, or an existing 300 Area building would be modified and used. This Environmental Assessment evaluates alternatives to the proposed actions. Alternatives considered are: (1) the no action alternative; (2) use of alternative fuels, such as low-sulfur diesel oil; (3) construction of a new central steam plant, piping …

300 Area Treated Effluent Disposal Facility permit reopener run plan

The 300 Area Treated Effluent Disposal Facility (TEDF) is authorized to discharge treated effluent to the Columbia River by National Pollutant Discharge Elimination System permit WA-002591-7. The letter accompanying the final permit noted the following: EPA recognizes that the TEDF is a new waste treatment facility for which full scale operation and effluent data has not been generated. The permit being issued by EPA contains discharge limits that are intended to force DOE`s treatment technology to the limit of its capability.`` Because of the excessively tight limits the permit contains a reopener clause which may allow limits to be renegotiated after at least one year of operation. The restrictions for reopening the permit are as follows: (1) The permittee has properly operated and maintained the TEDF for a sufficient period to stabilize treatment plant operations, but has nevertheless been unable to achieve the limitation specified in the permit. (2) Effluent data submitted by the permittee supports the effluent limitation modifications(s). (3) The permittee has submitted a formal request for the effluent limitation modification(s) to the Director. The purpose of this document is to guide plant operations for approximately one year to ensure appropriate data is collected for reopener negotiations.

324 Building radiochemical engineering cells, high-level vault, low-level vault, and associated areas closure plan

The Hanford Site, located adjacent to and north of Richland, Washington, is operated by the US Department of Energy, Richland Operations Office (RL). The 324 Building is located in the 300 Area of the Hanford Site. The 324 Building was constructed in the 1960s to support materials and chemical process research and development activities ranging from laboratory/bench-scale studies to full engineering-scale pilot plant demonstrations. In the mid-1990s, it was determined that dangerous waste and waste residues were being stored for greater than 90 days in the 324 Building Radiochemical Engineering Cells (REC) and in the High-Level Vault/Low-Level Vault (HLV/LLV) tanks. [These areas are not Resource Conservation and Recovery Act of 1976 (RCRA) permitted portions of the 324 Building.] Through the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) Milestone M-89, agreement was reached to close the nonpermitted RCRA unit in the 324 Building. This closure plan, managed under TPA Milestone M-20-55, addresses the identified building areas targeted by the Tri-Party Agreement and provides commitments to achieve the highest degree of compliance practicable, given the special technical difficulties of managing mixed waste that contains high-activity radioactive materials, and the physical limitations of working remotely in the areas within the subject …

This report documents the quality process plan for the restart of a hot cell in the B Plant, originally a bismuth phosphate processing facility, but later converted to a waste fractionation plant. 327 Building liquid waste handling options modification project plan

This report evaluates the modification options for handling radiological liquid waste (RLW) generated during decontamination and cleanout of the 327 Building. The overall objective of the 327 Facility Stabilization Project is to establish a passively safe and environmentally secure configuration of the 327 Facility. The issue of handling of RLW from the 327 Facility (assuming the 34O Facility is not available to accept the RLW) has been conceptually examined in at least two earlier engineering studies (Parsons 1997a and Hobart l997). Each study identified a similar preferred alternative that included modifying the 327 Facility RLWS handling systems to provide a truck load-out station, either within the confines of the facility or exterior to the facility. The alternatives also maximized the use of existing piping, tanks, instrumentation, controls and other features to minimize costs and physical changes. An issue discussed in each study involved the anticipated volume of the RLW stream. Estimates ranged between 113,550 and 387,500 liters in the earlier studies. During the development of the 324/327 Building Stabilization/Deactivation Project Management Plan, the lower estimate of approximately 113,550 liters was confirmed and has been adopted as the baseline for the 327 Facility RLW stream. This Maintenance Implementation Plan (MIP) has been developed for maintenance functions associated with the 340 Facility. This plan is developed from the guidelines presented by Department of Energy (DOE) Order 4330.4B, Maintenance Management Program (DOE 1994), Chapter II. The objective of this plan is to provide baseline information for establishing and identifying Westinghouse Hanford Company (WHC) conformance programs and policies applicable to implementation of DOE order 4330.4B guidelines. In addition, this maintenance plan identifies the actions necessary to develop a cost-effective and efficient maintenance program at the 340 Facility. Primary responsibility for the performance and oversight of maintenance activities at the 340 Facility resides with Westinghouse Hanford Company (WHC). Maintenance at the 340 Facility is performed by ICF-Kaiser Hanford (ICF-KH) South Programmatic Services crafts persons. This 340 Facility MIP provides interface requirements and responsibilities as they apply specifically to the 340 Facility. This document provides an implementation schedule which has been developed for items considered to be deficient or in need of improvement. 340 Facility Secondary Containment and Leak Detection Project W-302 Functional Design Criteria

This functional design criteria for the upgrade to the 340 radioactive liquid waste storage facility (Project W-302) specifically addresses the secondary containment issues at the current vault facility of the 340 Complex. This vault serves as the terminus for the Radioactive Liquid Waste System (RLWS). Project W-302 is necessary in order to bring this portion of the Complex into full regulatory compliance. The project title, ``340 Facility Secondary Containment and Leak Detection``, illustrates preliminary thoughts of taking corrective action directly upon the existing vault (such as removing the tanks, lining the vault, and replacing tanks). However, based on the conclusion of the engineering study, ``Engineering Study of the 300 Area Process Wastewater Handling System``, WHC-SD-WM-ER-277 (as well as numerous follow-up meetings with cognizant staff), this FDC prescribes a complete replacement of the current tank/vault system. This offers a greater array of tanks, and provides greater operating flexibility and ease of maintenance. This approach also minimizes disruption to RLWS services during ``tie-in``, as compared to the alternative of trying to renovate the old vault. The proposed site is within the current Complex area, and maintains the receipt of RLWS solutions through gravity flow.

662-E solid waste silo-plug lifting analysis

The Intermediate Level Tritium Vault No. 1, 662-E, Cell No. 1 contains 140 waste silos. Each silo is approximately 25 feet deep, 30 inches in diameter at the top and covered by a reinforced concrete plug. Two No. 4 reinforcing bars project from the top of each plug for lifting. During lifting operations, the 1.5 inch concrete cover over the lifting bars spelled off 16% of the silo plugs. The No. 4 reinforcing bars were also distorted on many of the silo plugs. Thirteen of the plugs have been repaired to date. The existing silo plug lifting bars have a safe working load of 480 pounds per plug, which is less than 1/3 of the dead weight of the silo plug. The safe working load was calculated using the minimum design factor of 3 based on the yield strength or 5 based on the ultimate strength of the material, as per the Savannah River Site Hoisting and Rigging Manual. The existing design calculations were reviewed, and the following items are noted: (1) Adequate concrete cover was not provided over the horizontal portion of the lifting bars. (2) The lifting bars were allowed to yield in bending, which violates the requirements …

It is believed that a good bet for finding the Quark-Gluon Plasma at AGS energies is with the heaviest projectiles on the heaviest target, i.e. Au on Au. One of the likely signatures of the plasma is strangeness enhancement. Al Saulys has shown what it's like to find {Delta} and K{degree} with Si projectiles. Our Monte Carlo simulations show track densities 4 times higher for Au projectiles. In addition, the Au beam itself produces 30 times more ionization. Thus the present TPC's will be limited to only a few hundred ions per sec. This paper discusses plans for these experiments and modification to TPC. 9 figs.
