Funeral program for Frank William Howard. The funeral was held Wednesday, March 10, 1948 at St. Paul Methodist Church, officiated by Rev. Robert S. Mosby, Pastor. Funeral arrangements were made through Sutton & Sutton and he was buried in Odd Fellows Cemetery in San Antonio, Texas.

Westerman also informs Morales that he could appear before City Council in connection to the permit during the Council's regular meeting day.

Herrera, Texas Regional Organizer of Houston, Texas, dated March 18, 1948. The Houston Council had been asked to sponsor the "LULAC News" for March of 1948 but are unable to do so, having been busy with the installation of the new Galveston LULAC Council. Herrera offers the council's sponsorship of the April issue.
