Properties of a new average power Nd-doped phosphate laser glass

The Nd-doped phosphate laser glass described herein can withstand 2.3 times greater thermal loading without fracture, compared to APG-1 (commercially-available average-power glass from Schott Glass Technologies). The enhanced thermal loading capability is established on the basis of the intrinsic thermomechanical properties and by direct thermally-induced fracture experiments using Ar-ion laser heating of the samples. This Nd-doped phosphate glass (referred to as APG-t) is found to be characterized by a 29% lower gain cross section and a 25% longer low-concentration emission lifetime.

Superlattice Photocathodes for Accelerator-Based Polarized Electron Source Applications

A major improvement in the performance of the SLC was achieved with the introduction of thin strained-layer semiconductor crystals. After some optimization, polarizations of 75-85% became standard with lifetimes that were equal to or better than that of thick unstrained crystals. Other accelerators of polarized electrons, generally operating with a much higher duty factor, have now successfully utilized similar photocathodes. For future colliders, the principal remaining problem is the limit on the total charge that can be extracted in a time scale of 10 to 100 ns. In addition, higher polarization is critical for exploring new physics, especially supersymmetry. However, it appears that strained-layer crystals have reached the limit of their optimization. Today strained superlattice crystals are the most promising candidates for better performance. The individual layers of the superlattice can be designed to be below the critical thickness for strain relaxation, thus in principle improving the polarization. Thin layers also promote high electron conduction to the surface. In addition the potential barriers at the surface for both emission of conduction-band electrons to vacuum and for tunneling of valence-band holes to the surface can be significantly less than for single strained-layer crystals, thus enhancing both the yield at any intensity …

Geomorphology of plutonium in the Northern Rio Grande

Nearly all of the plutonium in the natural environment of the Northern Rio Grande is associated with soils and sediment, and river processes account for most of the mobility of these materials. A composite regional budget for plutonium based on multi-decadal averages for sediment and plutonium movement shows that 90 percent of the plutonium moving into the system is from atmospheric fallout. The remaining 10 percent is from releases at Los Alamos. Annual variation in plutonium flux and storage exceeds 100 percent. The contribution to the plutonium budget from Los Alamos is associated with relatively coarse sediment which often behaves as bedload in the Rio Grande. Infusion of these materials into the main stream were largest in 1951, 1952, 1957, and 1968. Because of the schedule of delivery of plutonium to Los Alamos for experimentation and weapons manufacturing, the latter two years are probably the most important. Although the Los Alamos contribution to the entire plutonium budget was relatively small, in these four critical years it constituted 71--86 percent of the plutonium in bedload immediately downstream from Otowi.

Validating the role of AFVs in voluntary mobile source emission reduction programs.

Late in 1997, EPA announced new allowances for voluntary emission control programs. As a result, the US Department of Energy's (DOE) Clean Cities and other metro areas that have made an ongoing commitment to increasing participation by alternative fuel vehicles (AFVs) in local fleets have the opportunity to estimate the magnitude and obtain emission reduction credit for following through on that commitment. Unexpectedly large reductions in key ozone precursor emissions in key locations and times of the day can be achieved per vehicle-mile by selecting specific light duty AFV offerings from original equipment manufacturers (OEMs) in lieu of their gasoline-fueled counterparts. Additional benefit accrues from the fact that evaporative emissions of non-methane hydrocarbons (generated in the case of CNG, LNG, and LPG by closed fuel-system AFV technology) can be essentially negligible. Upstream emissions from fuel storage and distribution with the airshed of interest are also reduced. This paper provides a justification and outlines a method for including AFVs in the mix of strategies to achieve local and regional improvements in ozone air quality, and for quantifying emission reduction credits. Statement of capabilities: Micropower Impulse Radar (MIR) technology applied to mine detection and imaging

The Lawrence Livermore National Laboratory (LLNL) has developed radar and imaging technologies with potential applications in mine detection by the armed forces and other agencies involved in demining efforts. These new technologies use a patented ultra-wideband (impulse) radar technology that is compact, low-cost, and low power. Designated as Micropower Impulse Radar, these compact, self-contained radars can easily be assembled into arrays to form complete ground penetrating radar imaging systems. LLNL has also developed tomographic reconstruction and signal processing software capable of producing high-resolution 2-D and 3-D images of objects buried in materials like soil or concrete from radar data. Preliminary test results have shown that a radar imaging system using these technologies has the ability to image both metallic and plastic land mine surrogate targets buried in 5 to 10 cm of moist soil. In dry soil, the system can detect buried objects to a depth of 30 cm and more. This report describes LLNL`s unique capabilities and technologies that can be applied to the demining problem.

Changes in soil hydraulic properties caused by construction of a simulated waste trench at the Idaho National Engineering Laboratory, Idaho

In order to assess the effect of filled waste disposal trenches on transport-governing soil properties, comparisons were made between profiles of undisturbed soil and disturbed soil in a simulated waste trench. The changes in soil properties induced by the construction of a simulated waste trench were measured near the Radioactive Waste Management Complex at the Idaho National Engineering Laboratory (INEL) in the semiarid southeast region of Idaho. The soil samples were collected, using a hydraulically-driven sampler to minimize sample disruption, from both a simulated waste trench and an undisturbed area nearby. Results show that the undisturbed profile has distinct layers whose properties differ significantly, whereas the soil profile in the simulated waste trench is, by comparison, homogeneous. Porosity was increased in the disturbed cores, and, correspondingly, saturated hydraulic conductivities were on average three times higher. With higher soil-moisture contents (greater than 0.32), unsaturated hydraulic conductivities for the undisturbed cores were typically greater than those for the disturbed cores. With lower moisture contents, most of the disturbed cores had greater hydraulic conductivities. The observed differences in hydraulic conductivities are interpreted and discussed as changes in the soil pore geometry.

The objectives of the project are to construct a geophysical sensor system based on a remotely operated model helicopter (ROH) and to evaluate the efficacy of the system for characterization of hazardous environmental sites. Geophex Airborne Unmanned Survey System (GAUSS) is a geophysical survey system that uses a ROH as the survey vehicle. We have selected the ROH because of its advantages over fixed wing and ground based vehicles. Lower air speed and superior maneuverability of the ROH make it better suited for geophysical surveys than a fixed wing model aircraft. The ROH can fly close to the ground, allowing detection of weak or subtle anomalies. Unlike ground based vehicles, the ROH can traverse difficult terrain while providing a stable sensor platform. ROH does not touch the ground during the course of a survey and is capable of functioning over water and surf zones. The ROH has been successfully used in the motion picture industry and by geology companies for payload bearing applications. The only constraint to use of the airborne system is that the ROH must remain visible to the pilot. Hierarchies Without Symmetries from Extra Dimensions

It is commonly thought that small couplings in a low-energy theory, such as those needed for the fermion mass hierarchy or proton stability, must originate from symmetries in a high-energy theory. We show that this expectation is violated in theories where the Standard Model fields are confined to a thick wall in extra dimensions, with the fermions ''stuck'' at different points in the wall. Couplings between them are then suppressed due to the exponentially small overlaps of their wave functions. This provides a framework for understanding both the fermion mass hierarchy and proton stability without imposing symmetries, but rather in terms of higher dimensional geography. A model independent prediction of this scenario is non-universal couplings of the Standard Model fermions to the ''Kaluza-Klein'' excitations of the gauge fields. This allows a measurement of the fermion locations in the extra dimensions at the LHC or NLC if the wall thickness is close to the TeV scale.

When the Defense Waste Processing Facility (DWPF) is operational, processed radioactive sludge will be transferred in batches to the Slurry Mix Evaporator (SME), where glass frit will be added and the contents concentrated by boiling. Batches of the slurry mixture are transferred from the SME to the Melter Feed Tank (MFT). Hydragard{reg_sign} sampling systems are used on the SME and the MFT for collecting slurry samples in vials for chemical analysis. An accurate replica of the Hydragard sampling system was built and tested in the thermal Fluids Laboratory (TFL) to determine the hydragard accuracy. It was determined that the original Hydragard valve frequently drew a non-representative sample stream through the sample vial that ranged from frit enriched to frit depleted. The Hydragard valve was modified by moving the plunger and its seat backwards so that the outer surface of the plunger was flush with the inside diameter of the transfer line when the valve was open. The slurry flowing through the vial accurately represented the composition of the slurry in the reservoir for two types of slurries, different dilution factors, a range of transfer flows and a range of vial flows. The disposal of the Nation`s spent nuclear fuel and high-level waste has been studied for many years. The Nuclear Waste Policy Act of 1982 and the subsequent Nuclear Waste Policy Amendments Act (NWPAA) of 1987 provide the legislative framework under which the Department of Energy (DOE) must operate when evaluating potential sites for the geologic disposal of spent nuclear fuel and high-level waste. Additionally, the DOE must comply with regulations published by the Environmental Protection Agency (EPA) in 40 CFR 191, ``Environmental Radiation Protection Standards for Management and Disposal of Spent Nuclear Fuel, High-Level and Transuranic Radioactive Wastes`` and the Nuclear Regulatory Commission (NRC) in 10 CFR 60. ``Disposal of High-Level Radioactive Wastes in Geologic Repositories.`` The DOE also operates under its own regulation, 10 CFR 960. ``General Guidelines for the Recommendation of Sites for Nuclear Waste Repositories.`` The DOE has devoted considerable resources to this pro gram, which is managed by the Office of Civilian Radioactive Waste Management (OCRWM). Disposal of spent nuclear fuel and high-level waste in a geologic repository has never before been done anywhere in the world. We have extracted polarized nucleon distributions from recent data at CERN, SLAC and DESY. The flavor-dependent valence and sea quark spin distributions are determined for each experiment. We take into account possible differences in the up and down sea distributions, and assume that the strange sea contribution is suppressed by mass effects. Physics results determined from different experiments are compared, including higher order corrections.

The USNRC has initiated a project to determine if any of the likely revisions to traditional earthquake engineering practice are relevant to seismic design of the specialized structures, systems and components of nuclear power plants and of such significance to suggest that a change in design practice might be warranted. As part of the initial phase of this study, a literature survey was conducted on the recent changes in seismic design codes/standards, on-going activities of code-writing organizations/communities, and published documents on displacement-based design methods. This paper provides a summary of recent changes in building codes and on-going activities for future codes. It also discusses some technical issues for further consideration.

U.S. Contribution 1994 Summary Report Task T12: Compatibility and irradiation testing of vanadium alloys

Vanadium alloys exhibit important advantages as a candidate structural material for fusion first wall/blanket applications. These advantages include fabricability, favorable safety and environmental features, high temperature and high wall load capability, and long lifetime under irradiation. Vanadium alloys with (3-5)% chromium and (3-5)% titanium appear to offer the best combination of properties for first wall/blanket applications. A V-4Cr-4Ti alloy is recommended as the reference composition for the ITER application. This report provides a summary of the R&D conducted during 1994 in support of the ITER Engineering Design Activity. Progress is reported for Vanadium Alloy Production, Welding, Physical Properties, Baseline Mechanical Properties, Corrosion/Compatibility, Neutron Irradiation Effects, Helium Transmutation Effects on Irradiated Alloys, and the Status of Irradiation Experiments. Separate abstracts have been prepared for individual reports from this publication.

Enumeration and characterization of microorganisms associated with the uranium ore deposit at Cigar Lake, Canada; Informal report

The high-grade uranium deposit at Cigar Lake, Canada, is being investigated as a natural analog for the disposal of nuclear fuel waste. Geochemical aspects of the site have been studied in detail, but the microbial ecology has not been fully investigated. Microbial populations in an ore sample and in groundwater samples from the vicinity of the ore zone were examined to determine their effect on uranium mobility. Counts of the total number of bacteria and of respiring bacteria were obtained by direct microscopy, and the viable aerobic and anaerobic bacteria were assessed as colony forming units (CFUs) by the dilution plating technique. In addition, the population distribution of denitrifiers, fermenters, iron- and sulfur-oxidizers, iron- and sulfate-reducers, and methanogens was determined by the most probable number (MPN) technique.

Retractable spiked barrier strip for law enforcement

The Idaho National Engineering Laboratory has designed an laboratory tested a prototype retractable spiked barrier strip for law enforcement. The proposed system, which is ready for controlled field testing, expands the functionality of existing spiked barrier strips. A retractable barrier strip, one that can place the spikes in either the active (vertical) or passive (horizontal) position, would allow law enforcement personnel to lay the unobtrusive strip across a road far in advance of a fleeing vehicle. No damage occurs to passing vehicles until the spikes are activated, and that can be done from a safe distance and at a strategic location when the offending vehicle is close to the strip. The concept also allows the strips to be place safely across several roadways that are potential paths of a fleeing vehicle. Since they are not activated until needed, they are harmless to nonoffending vehicles. The laboratory tests conducted on the system indicate that it will puncture tires only when the spikes are rotated to the active position and is safe to travel over when the spikes are in the down position. Fabrication and characterization of a porous-matrix oxide fibrous monoliths.

We have fabricated unidirectional fibrous monoliths based on dense ZrSiO{sub 4} cells that are surrounded by a porous, weak ZrSiO{sub 4} cell boundary phase. We coextruded a duplex filament, cut it to short lengths, bundled the lengths and packed them into an extruder, and then extruded a new filament. This filament was cut and packed into a bar die to produce test specimens. After heat treatment, the specimens were tested in four-point flexure and examined by scanning electron microscopy. Load-displacement curves were linear to failure, but some evidence of toughening was observed microscopically.

The objective of this project was to develop an Internet-based electronic performance support system (EPSS) for cellular manufacturing providing hardware/software specifications, process descriptions, estimated cost savings, manufacturing simulations, training information, and service resources for government and industry users of Cincinnati Milacron machine tools and products. AlliedSignal Federal Manufacturing and Technologies (ASFM and T) used expertise in the areas of Internet design and multimedia creation to develop a performance support system (PSS) for the Internet with assistance from CM's subject matter experts from engineering, manufacturing, and technical support. Reference information was both created and re-purposed from other existing formats, then made available on the Internet. On-line references on cellular manufacturing operations include: definitions of cells and cellular manufacturing; illustrations on how cellular manufacturing improves part throughput, resource utilization, part quality, and manufacturing flexibility; illustrations on how cellular manufacturing reduces labor and overhead costs; identification of critical factors driving decisions toward cellular manufacturing; a method for identifying process improvement areas using cellular manufacturing; a method for customizing the size of cells for a specific site; a simulation for making a part using cellular manufacturing technology; and a glossary of terms and concepts.

The excitation energies and spins of the yrast superdeformed band in {sup 191}Hg have been determined by analyzing the quasicontinuum spectrum connecting the superdeformed and normal-deformed states. The results from this analysis, combined with that given by one-step decay lines, give confident assignments of the spins and energies of the yrast superdeformed band in {sup 191}Hg.

Numerical simulation of MHD for electromagnetic edge dam in continuous casting.

A computer model was developed to predict eddy currents and fluid flows in molten steel. The model was verified by comparing predictions with experimental results of liquid-metal containment and fluid flow in electromagnetic (EM) edge dams (EMDs) designed at Inland Steel for twin-roll casting. The model can optimize the EMD design so it is suitable for application, and minimize expensive, time-consuming full-scale testing. Numerical simulation was performed by coupling a three-dimensional (3-D) finite-element EM code (ELEKTRA) and a 3-D finite-difference fluids code (CaPS-EM) to solve heat transfer, fluid flow, and turbulence transport in a casting process that involves EM fields. ELEKTRA is able to predict the eddy-current distribution and the electromagnetic forces in complex geometries. CaPS-EM is capable of modeling fluid flows with free surfaces. Results of the numerical simulation compared measurements obtained from a static test.

The temperature dependence of the oxygen flux across the BaCe0G03 dense membrane (BCG membrane) tube was investigated. In the temperature range of 688C to 955C, the increase in the oxygen flux with temperature obeyed the Arrhenius law. An increase in the helium sweep flow membrane tube. rate in the tube side resulted in an increase in the oxygen flux through the The oxygen fluxes through the BCG dense membrane tube were measured at different oxygen partial pressures in the shell side. The oxygen flux increased with the oxygen partial pressure in the shell side. The BCG dense membrane was tested in a membrane reactor for the catalytic oxidative coupling of methane. The BCG membrane is not a complete combustion catalyst, and the catalytic activity of the BCG membrane was found to be much higher than the Argonne dense membrane. As the oxygen partial pressure in the shell side increased, the C2 decreased while the C2 yield remained unchanged, indicating that non-selective, reactions still played a significant role in the membrane reactor.

Flash photolysis-shock tube studies.

Following earlier investigations on the dissociation rates of halogen containing molecules, we studied the thermal decompositions of CHCl{sub 3} and CF{sub 3}Br. In addition, we measured the branching ratio and rate constants for the thermal decomposition of H{sub 2}CO. We studied three bimolecular rate processes: H + H{sub 2}CC0, CF{sub 3} + H{sub 2}, and H + CF{sub 3}H. Decomposition studies in reflected shock waves on three reactions were completed using atomic resonance absorption spectroscopic (ARAS) detection and/or the laser schlieren density gradient (LS) method.

Emissions model of waste treatment operations at the Idaho Chemical Processing Plant

An integrated model of the waste treatment systems at the Idaho Chemical Processing Plant (ICPP) was developed using a commercially-available process simulation software (ASPEN Plus) to calculate atmospheric emissions of hazardous chemicals for use in an application for an environmental permit to operate (PTO). The processes covered by the model are the Process Equipment Waste evaporator, High Level Liquid Waste evaporator, New Waste Calcining Facility and Liquid Effluent Treatment and Disposal facility. The processes are described along with the model and its assumptions. The model calculates emissions of NO{sub x}, CO, volatile acids, hazardous metals, and organic chemicals. Some calculated relative emissions are summarized and insights on building simulations are discussed.
