Each House committee has authority to hold hearings whether the House is in session, has recessed, or has adjourned (Rule XI, clause 2(m)(1)(A)). Regardless of the type of hearing, or whether a hearing is held in or outside of Washington, hearings share common aspects of planning and preparation. this report discusses the issues a committee faces in deciding whether to schedule a hearing.

Committee hearings afford Representatives an opportunity to gather information on, and draw attention to, legislation and issues within a committee's purview; conduct oversight of programs or agencies; and investigate allegations of wrongdoing. This report identifies many of the tasks that need to be performed by full committees and, in most cases, subcommittees in advance of a hearing. Some of these tasks are required by House or committee rules; others are common committee practice.

In the 1980s, Japan's economy posted strong economic growth, in stark contrast to the more pedestrian growth other developed economies experienced. In this period, referred to as the "bubble" economy, Japan experienced a sharp increase in the values of land and stocks. The fast paced growth came to a halt in 1991, however, as the Ministry of Finance grew concerned over prospects of a rising rate of inflation, and, accordingly, tightened the nation's money supply. Since then, Japanese economic growth has fallen sharply and the economy has experienced asset deflation, rising levels of unemployment, and falling corporate profits and investments.

Current law governing financial activity of campaigns for federal office is based on two principal statutes: the Federal Election Campaign Act (FECA) of 1971, as amended in 1974, 1976, and 1979, and the Revenue Act of 1971. These laws were enacted to remedy widely perceived shortcomings of existing law, the Corrupt Practices Act of 1925, and in response to reports of campaign finance abuses over the years, culminating in the 1972-1974 Watergate scandal. This report provides a summary of major provisions of federal law and a chronology of key legislative and judicial actions.

In light of 1999's oil production cuts by the Organization of Petroleum Exporting Countries (OPEC) and several other non-OPEC members, the characteristics of the world's major oil producers are an important consideration for policymakers. These countries vary in importance as direct suppliers to the U.S. Their ability to add to current world supply varies as well.

H.R. 1417, 108th Congress, first session, was introduced on March 25, 2003 and passed by the House on March 3, 2004. If enacted, this bill would make extensive changed to the procedural framework for adjudicating royalty rates for compulsory licenses under the Copyright Act. This report details the background and legislative action on the Copyright Royalty and Distribution Reform Act of 2004.

Lapses in the Department of Energy’s (DOE) security and counterintelligence program have plagued DOE since 1977, when the Department was established through the merger of 40 government organizations, including the Energy Research and Development Administration and the Federal Energy Administration.1 Some policymakers expected the new agency to focus the government’s energy-related enterprises almost solely on the energy crisis. Others saw DOE as an unsuccessful attempt to fuse vastly diverse organizations, many with significantly different, if not conflicting missions.

Sub-Saharan Africa has been far more severely affected by AIDS than any other part of the world. The United Nations reports that 25.3 million adults and children are infected with the HIV virus in the region, which has about 10% of the world's population but more than 70% of the worldwide total of infected people. This report discusses this issue in detail, including the cause of the African AIDS epidemic, the social and economic consequences, response and treatment, and U.S. policy.

This is one report in the series of reports that discuss the campaign finance practices and related issues. Concerns over financing federal elections have become a seemingly perennial aspect of our political system, centered on the enduring issues of high campaign costs and reliance on interest groups for needed campaign funds. The report talks about the today’s paramount issues such as perceived loopholes in current law and the longstanding issues: overall costs, funding sources, and competition.

The September 11th attack and subsequent intentional release of anthrax spores via the U.S. postal system have focused policymakers’ attention on the preparedness and response capability of the nation’s public health system. The anthrax attacks put a tremendous strain on the U. S. public health infrastructure, an infrastructure that many experts argue has been weakened by years of neglect and under-funding. To better understand the preparedness gaps that exist, as well as the disparate functions and agencies that define public health in this country, the Congressional Research Service (CRS), in conjunction with George Washington University’s National Health Policy Forum (NHPF), convened a seminar on October 26, 2001, entitled, The U.S. Health Care System: Are State and Local Officials Prepared for Bioterrorism?
