The purpose of this report is to present a number of generally less broad legislative proposals related to child welfare financing have been introduced in the 108th Congress. Additional child welfare-related proposals designed to improve services, promote timely placement of children across state lines, and for other purposes, are described in this report.

This report is designed to fill the need for a simple tabulation of legislative workload. It provides the numbers of bills and joint resolutions introduced, and the numbers of public and private laws enacted, from the 80' Congress through the 108th Congress, first session (1947-2003).

Clean air issues were discussed at length in the 107th Congress, but legislation was not enacted, leaving the same issues for possible consideration in the 108th. The most prominent air quality issues discussed in this report are; the controversy over EPA’s proposed changes to the New Source Review (NSR) requirements, Clear Skies / Multi-Pollutant Legislation, gasoline additive MTBE, Conformity of Transportation Plans and SIPs Deadlines for Achieving the Ozone Air Quality Standard.

The continued rise in the U.S.-China trade imbalance, complaints from several U.S. manufacturing firms over the competitive challenges posed by cheap Chinese imports, and concerns that U.S. manufacturing jobs are being lost to Chinese competitors have led several Members to call on the Bush Administration to take a more aggressive stance against certain Chinese trade policies deemed to be unfair. This report explores these issues in detail, especially concerning the lack of protection for U.S. IPR.

This report gives an overview of the Foreign Corrupt Practices Act of 1977, which was intended to prohibit bribery of foreign officials by American corporations. It includes information about the original legislation, amendments in 1988, and amendments in 1998 that brought the legislation into conformance with the Organization for Economic Cooperation and Development's agreement on bribery.

Sub-Saharan Africa has been far more severely affected by AIDS than any other part of the world. The United Nations reports that 25.3 million adults and children are infected with the HIV virus in the region, which has about 10% of the world's population but more than 70% of the worldwide total of infected people. This report discusses this issue in detail, including the cause of the African AIDS epidemic, the social and economic consequences, response and treatment, and U.S. policy.

The Superfund program is the principal federal effort for cleaning up inactive hazardous waste sites and protecting public health and the environment from releases of hazardous substances. The Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) established the program, and the Superfund Amendments and Reauthorization Act of 1986 (SARA) amended it. This report is a compendium of data and other pertinent information about CERCIA and the Superfund program, followed by a glossary.

Instead of a single comprehensive federal wetland protection law, multiple laws provide varying levels of protection in different forms: the permit program authorized in §404 in the Clean Water Act; programs for agricultural wetlands; laws that protect specific sites; and laws that protect wetlands which perform certain functions. Many protection advocates view these laws and their implementation as inadequate or uncoordinated. Others, who advocate the rights of property owners and development interests, by contrast, characterize these efforts, especially the §404 permit program, as too intrusive. Numerous state and local wetland programs add to the complexity of the protection effort.

The F-22A Raptor is a next-generation fighter/attack aircraft that features the latest stealth technology to reduce detection by radar. Using more advanced engines and avionics than the current F-15 Eagle, the F-22A is intended to maintain U.S. Air Force capabilities against more sophisticated enemy aircraft and air defenses in the 21st century. This report examines the Air Force’s F-22A Raptor program, including costs and schedule; considers several key issues, and concludes with a synopsis of recent legislative activity on the program.

This report discusses the two separate FY2006 supplemental appropriations requests submitted on February 16, 2006. The first, totaling $72.4 billion, would fund ongoing military operations in Iraq and Afghanistan ($67.9 billion), non-DOD intelligence operations ($0.3 billion), State Department operations in Iraq and various foreign aid programs, including additional assistance for Iraq ($4.2 billion), and other counter-terrorism funding for other agencies ($12 million). The other supplemental would provide $19.8 billion for recovery and reconstruction activities in hurricane affected Gulf Coast areas. Thus, Congress is to consider during the early months of 2006 a combined spending proposal of $92.2 billion.
