Troubled Asset Relief Program: Status of GAO Recommendations to Treasury

Correspondence issued by the Government Accountability Office with an abstract that begins "As of February 2013 our performance audits of the TARP programs have resulted in 66 recommendations to Treasury. Of the 66 recommendations, Treasury has implemented 51, or approximately 77 percent. Treasury has partially implemented 7 of the performance audit recommendations--that is, it has taken some steps toward implementation but needs to take more actions. Four performance audit recommendations remain open--that is, Treasury has not taken steps to implement them. Among these open recommendations are 2 recommendations directed at CPP and 2 recommendations directed at the MHA housing programs. Finally, with regard to 2 of the remaining 4 recommendations, Treasury officials told us that they were not planning to take actions to implement them. For the other 2 recommendations, the TARP program evolved and the recommendations are no longer applicable."

This report discusses the Conservation Reserve Program (CRP), which provides payments to agricultural producers to take highly erodible and environmentally sensitive land out of production and install resource conserving practices for 10 or more years. CRP was first authorized in the Food Security Act of 1985 (P.L. 99-198, 1985 farm bill) and is administered by the U.S. Department of Agriculture’s (USDA) Farm Service Agency (FSA) with technical support from other USDA agencies.

Energy Retrofit Field Study and Best Practices in a Hot-Humid Climate

Energy efficiency improvement as a component of comprehensive renovation was investigated under U.S. Department of Energy (DOE) funding of the Building America Partnership for Improved Residential Construction (BA-PIRC). Researchers at the Florida Solar Energy Center (FSEC) worked with affordable housing partners renovating foreclosed homes built from the 1950's through the 2000's in the hot-humid climate (within the Southern census region), primarily in Florida. Researchers targeted a 30% improvement in whole-house energy efficiency along with the health and safety, durability, and comfort guidelines outlined in DOE's Builders Challenge Program (Version 1) Quality Criteria.
