The primary goal of the project entitled “Incorporation of the HYbrid Coordinate Ocean Model (HYCOM) into the Community Climate System Model (CCSM): Evaluation and Climate Applications” was to systematically investigate the performance of the HYbrid Coordinate Ocean Model (HYCOM) as an alternative oceanic component of the NCAR’s Community Climate System Model (CCSM). We have configured two versions of the fully coupled CCSM3/HYCOM: one with a medium resolution (T42) Community Atmospheric Model (CAM) and the other with higher resolution (T85). We have performed a comprehensive analysis of the 400-year fully coupled CCSM3/HYCOM simulations and compared the results with those from CCSM3/POP and with climatological observations, and also we have performed tuning of critical model parameters, including Smagorinsky viscosity, isopycnal diffusivity, and background vertical diffusivity. The analysis shows that most oceanic features are well represented in the CCSM3/HYCOM. The coupled CCSM3/HYCOM (T42) has been integrated for 400 years, and the results have been archived and transferred to the High Performance Computer in the Florida State Univesity. In the last year, we have made comprehensive diagnostics of the long-term simulations by the comparison with the original CCSM3/POP simulation and with the observations. Climate policy implications for agricultural water demand

Energy, water and land are scarce resources, critical to humans. Developments in each affect the availability and cost of the others, and consequently human prosperity. Measures to limit greenhouse gas concentrations will inevitably exact dramatic changes on energy and land systems and in turn alter the character, magnitude and geographic distribution of human claims on water resources. We employ the Global Change Assessment Model (GCAM), an integrated assessment model to explore the interactions of energy, land and water systems in the context of alternative policies to limit climate change to three alternative levels: 2.5 Wm-2 (445 ppm CO2-e), 3.5 Wm-2 (535 ppm CO2-e) and 4.5 Wm-2 (645 ppm CO2-e). We explore the effects of two alternative land-use emissions mitigation policy options—one which taxes terrestrial carbon emissions equally with fossil fuel and industrial emissions, and an alternative which only taxes fossil fuel and industrial emissions but places no penalty on land-use change emissions. We find that increasing populations and economic growth could be anticipated to almost triple demand for water for agricultural systems across the century even in the absence of climate policy. Spectral diffraction efficiency characterization of broadband diffractive optical elements.

Diffractive optical elements, with their thin profile and unique dispersion properties, have been studied and utilized in a number of optical systems, often yielding smaller and lighter systems. Despite the interest in and study of diffractive elements, the application has been limited to narrow spectral bands. This is due to the etch depths, which are optimized for optical path differences of only a single wavelength, consequently leading to rapid decline in efficiency as the working wavelength shifts away from the design wavelength. Various broadband diffractive design methodologies have recently been developed that improve spectral diffraction efficiency and expand the working bandwidth of diffractive elements. We have developed diffraction efficiency models and utilized the models to design, fabricate, and test two such extended bandwidth diffractive designs.

This report sets out specific instances in which the Fund can be accessed and illustrates the procedural mechanisms for obtaining payment under certain statutory causes of action. In addition, this report will briefly highlight several recently proposed changes to the Judgment Fund’s administration. In the 113th Congress, the Judgment Fund Transparency Act of 2013 (H.R. 317) would require the Secretary of the Treasury to post on a public website the claimant, agency, fact summary, and payment amount for each claim paid out of the Fund.

Carolinas Energy Career Center

Central Piedmont Community College (CPCC), located in Charlotte, North Carolina, established the Carolinas Energy Career Center (Center) - a comprehensive training entity to meet the dynamic needs of the Charlotte region's energy workforce. The Center provides training for high-demand careers in both conventional energy (fossil) and renewable energy (nuclear and solar technologies/energy efficiency). CPCC completed four tasks that will position the Center as a leading resource for energy career training in the Southeast: • Development and Pilot of a New Advanced Welding Curriculum, • Program Enhancement of Non-Destructive Examination (NDE) Technology, • Student Support through implementation of a model targeted toward Energy and STEM Careers to support student learning, • Project Management and Reporting. As a result of DOE funding support, CPCC achieved the following outcomes: • Increased capacity to serve and train students in emerging energy industry careers; • Developed new courses and curricula to support emerging energy industry careers; • Established new training/laboratory resources; • Generated a pool of highly qualified, technically skilled workers to support the growing energy industry sector.

Developing highly scalable fluid solvers for enabling multiphysics simulation.

We performed an investigation into explicit algorithms for the simulation of incompressible flows using methods with a finite, but small amount of compressibility added. Such methods include the artificial compressibility method and the lattice-Boltzmann method. The impetus for investigating such techniques stems from the increasing use of parallel computation at all levels (processors, clusters, and graphics processing units). Explicit algorithms have the potential to leverage these resources. In our investigation, a new form of artificial compressibility was derived. This method, referred to as the Entropically Damped Artificial Compressibility (EDAC) method, demonstrated superior results to traditional artificial compressibility methods by damping the numerical acoustic waves associated with these methods. Performance nearing that of the lattice- Boltzmann technique was observed, without the requirement of recasting the problem in terms of particle distribution functions; continuum variables may be used. Several example problems were investigated using a finite-di erence and finite-element discretizations of the EDAC equations. Example problems included lid-driven cavity flow, a convecting Taylor-Green vortex, a doubly periodic shear layer, freely decaying turbulence, and flow over a square cylinder. This report contains the results and comparison of data generated from inductively coupled plasma – atomic emission spectroscopy (ICP-AES) analysis of Aqua Regia (AR), Sodium Peroxide/Sodium Hydroxide Fusion Dissolution (PF) and Cold Chem (CC) method digestions and Cold Vapor Atomic Absorption analysis of Hg digestions from the DWPF Hg digestion method of Sludge Batch 8 (SB8) Sludge Receipt and Adjustment Tank (SRAT) Receipt and SB8 SRAT Product samples. The SB8 SRAT Receipt and SB8 SRAT Product samples were prepared in the SRNL Shielded Cells, and the SRAT Receipt material is representative of the sludge that constitutes the SB8 Batch or qualification composition. This is the sludge in Tank 51 that is to be transferred into Tank 40, which will contain the heel of Sludge Batch 7b (SB7b), to form the SB8 Blend composition.
