Amendments to the Foreign Intelligence Surveillance Act (FISA) Set to Expire February 28, 2010
The Foreign Intelligence Surveillance Act (FISA) provides a statutory framework by which government agencies may, when gathering foreign intelligence investigation, obtain authorization to conduct electronic surveillance or physical searches, utilize pen registers and trap and trace devices, or access specified business records and other tangible things. This report discusses three sunsetting amendments of FISA which include the "Lone Wolf" provision, "roving" wiretaps, and access to business records.

American Recovery and Reinvestment Act: GAO's Role in Helping to Ensure Accountability and Transparency
Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses GAO's plans to carry out its oversight role related to the American Recovery and Reinvestment Act of 2009 (Recovery Act). The Recovery Act funds are provided for purposes including: preserving and creating jobs and promoting economic recovery; assisting those most impacted by the recession; investing in transportation, environmental protection, and other infrastructure to provide long-term economic benefits; and stabilizing state and local government budgets. The Recovery Act assigns GAO a range of responsibilities to help promote accountability and transparency. Some are recurring requirements such as providing bimonthly reviews of the use of funds by selected states and localities. Others include targeted studies in several areas such as small business lending, education, and trade adjustment assistance. This statement discusses (1) GAO's plans to carry out its responsibilities under the Recovery Act, (2) how GAO's responsibilities relate to other oversight authorities, such as the Inspectors General (IG) and the Recovery Accountability and Transparency Board (Board), and (3) the challenges posed in ensuring accountability over the use of funds and associated lessons learned and best practices that can be helpful in addressing those challenges."

The purposes of the Recovery Act funds include preserving and creating jobs and promoting economic recovery; assisting those most impacted by the recession; investing in transportation, environmental protection, and other infrastructure to provide long-term economic benefits; and stabilizing state and local government budgets. The Recovery Act, estimated to cost $787 billion, includes more than $21 billion in spending at the Departments of Energy and Commerce, the National Science Foundation (NSF), and the National Aeronautics and Space Administration (NASA) for research and development (R&D) related activities that support fundamental research, demonstrate and deploy advanced energy technologies, purchase scientific instrumentation and equipment, and construct or modernize research facilities. This statement discusses (1) GAO's responsibilities under the Recovery Act related to science funding; (2) particular R&D funding areas that deserve special attention to ensure that funds are best used; and (3) GAO's plans for carrying out its responsibilities under the act."

American Recovery and Reinvestment Act of 2009 (ARRA, P.L. 111-5): Title V, Medicaid Provisions
In addition to reducing some taxes and funding infrastructure projects, American Recovery and Reinvestment Act of 2009 (ARRA) provisions were designed to provide: temporary support to families and individuals by increasing unemployment compensation benefits; financial assistance for individuals to maintain their health coverage under provisions in the Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA); temporary increases in Medicaid matching rates; and increases in disproportionate share hospital allotments. This report is a summary of ARRA's Medicaid provisions.

Analysis of background distributions of metals in the soil at Lawrence Berkeley National Laboratory
As part of its Resource Conservation and Recovery Act (RCRA) Corrective Action Program (CAP), the Lawrence Berkeley National Laboratory (LBNL) Environmental Restoration Program conducted an evaluation of naturally occurring metals in soils at the facility. The purpose of the evaluation was to provide a basis for determining if soils at specific locations contained elevated concentrations of metals relative to ambient conditions. Ambient conditions (sometimes referred to as 'local background') are defined as concentrations of metals in the vicinity of a site, but which are unaffected by site-related activities (Cal-EPA 1997). Local background concentrations of 17 metals were initially estimated by LBNL using data from 498 soil samples collected from borings made during the construction of 71 groundwater monitoring wells (LBNL 1995). These concentration values were estimated using the United States Environmental Protection Agency's (USEPA's) guidance that was available at that time (USEPA 1989). Since that time, many more soil samples were collected and analyzed for metals by the Environmental Restoration Program. In addition, the California Environmental Protection Agency (Cal-EPA) subsequently published a recommended approach for calculating background concentrations of metals at hazardous waste sites and permitted facilities (Cal-EPA 1997). Analysis of Radioactive Releases During Proposed Demolition Activities for the 224-U and 224-UA Buildings
Atmospheric dispersion modeling has been conducted in support of the demolition of the 224-U and 224-UA buildings using estimated release rates to provide information on the location and levels of radioactive contamination that may be expected. The facilities surrounding the UO3 plant have the potential to affect dispersion patterns through various meteorological phenomena, including building wake effects. Hourly meteorological data collected over a 5-year period were used to examine the effects of wind speed, direction, and stability on projected concentrations of contaminants in air and deposited on nearby surfaces. The modeling results indicate that the radiological exposures from the planned demolition efforts will be below the designated limits for air and soil exposures.

APPLICATION OF STIR BAR SORPTIVE EXTRACTION TO ANALYSIS OF VOLATILE AND SEMIVOLATILE ORGANIC CHEMICALS OF POTENTIAL CONCERN IN SOLIDS AND AQUEOUS SAMPLES FROM THE HANFORD SITE
Stir bar sorptive extraction was applied to aqueous and solid samples for the extraction and analysis of organic compounds from the Hanford chemicals of potential concern list, as identified in the vapor data quality objectives. The 222-S Laboratory analyzed these compounds from vapor samples on thermal desorption tubes as part of the Hanford Site industrial hygiene vapor sampling effort.

Aquifer Testing Recommendations for Well 299-W15-225: Supporting Phase I of the 200-ZP-1 Groundwater Operable Unit Remedial Design
Aquifer characterization needs are currently being assessed to optimize pump-and-treat remedial strategies within the 200-ZP-1 Operable Unit (OU), specifically for the immediate area of the 241-TX-TY Tank Farm. Currently, 14 extraction wells are actively used in the Interim Record of Decision ZP-1 pump-and-treat system to remediate the existing groundwater contamination within this general area. Four of these wells (299-W15-40, 299-W15-43, 299-W15-44, and 299-W15-765) are targeted to remediate contamination within the immediate 241-TX-TY Tank Farm area. The major contaminant of concern (COC) for the 200-ZP-1 OU is carbon tetrachloride. Other COC’s include total chromium (trivalent [III] and hexavalent [VI], nitrate, trichloroethlyene, iodine-129, technetium-99, and tritium.
