Synthesis and Optimization of the Sintering Kinetics of Actinide Nitrides

Research conducted for this NERI project has advanced the understanding and feasibility of nitride nuclear fuel processing. In order to perform this research, necessary laboratory infrastructure was developed; including basic facilities and experimental equipment. Notable accomplishments from this project include: the synthesis of uranium, dysprosium, and cerium nitrides using a novel, low-cost mechanical method at room temperature; the synthesis of phase pure UN, DyN, and CeN using thermal methods; and the sintering of UN and (Ux, Dy1-x)N (0.7 ≤ X ≤ 1) pellets from phase pure powder that was synthesized in the Advanced Materials Laboratory at Boise State University.

Systemic Risk: Regulatory Oversight and Recent Initiatives to Address Risk Posed by Credit Default Swaps

Testimony issued by the Government Accountability Office with an abstract that begins "The U.S. financial system is more prone to systemic risk today because (1) the current U.S. financial regulatory system is not designed to adequately oversee today's large and interconnected financial institutions, (2) not all financial activities and institutions fall under the direct purview of financial regulators, and (3) market innovations have led to the creation of new and sometimes complex products that were not envisioned as the current regulatory system developed. Credit default swaps (CDS) are one of the products that have assumed a key role in financial markets. My statement will discuss (1) the extent to which U.S. financial regulators and the UK regulator oversee CDS, (2) risks and challenges that CDS present to the stability of financial markets and institutions and similar concerns that other products may pose, and (3) the recent steps that financial regulators and the industry have taken to address risks pose by CDS and similar efforts that may be warranted for other financial products. Systems Biology Knowledgebase for a New Era in Biology A Genomics:GTL Report from the May 2008 Workshop

Biology has entered a systems-science era with the goal to establish a predictive understanding of the mechanisms of cellular function and the interactions of biological systems with their environment and with each other. Vast amounts of data on the composition, physiology, and function of complex biological systems and their natural environments are emerging from new analytical technologies. Effectively exploiting these data requires developing a new generation of capabilities for analyzing and managing the information. By revealing the core principles and processes conserved in collective genomes across all biology and by enabling insights into the interplay between an organism's genotype and its environment, systems biology will allow scientific breakthroughs in our ability to project behaviors of natural systems and to manipulate and engineer managed systems. These breakthroughs will benefit Department of Energy (DOE) missions in energy security, climate protection, and environmental remediation.

TANK 12 SLUDGE CHARACTERIZATION AND ALUMINUM DISSOLUTION DEMONSTRATION

A 3-L sludge slurry sample from Tank 12 was characterized and then processed through an aluminum dissolution demonstration. The dominant constituent of the sludge was found to be aluminum in the form of boehmite. The iron content was minor, about one-tenth that of the aluminum. The salt content of the supernatant was relatively high, with a sodium concentration of {approx}7 M. Due to these characteristics, the yield stress and plastic viscosity of the unprocessed slurry were relatively high (19 Pa and 27 cP), and the settling rate of the sludge was relatively low ({approx}20% settling over a two and a half week period). Prior to performing aluminum dissolution, plutonium and gadolinium were added to the slurry to simulate receipt of plutonium waste from H-Canyon. Aluminum dissolution was performed over a 26 day period at a temperature of 65 C. Approximately 60% of the insoluble aluminum dissolved during the demonstration, with the rate of dissolution slowing significantly by the end of the demonstration period. In contrast, approximately 20% of the plutonium and less than 1% of the gadolinium partitioned to the liquid phase. In recent years, GAO has reported on several aspects of offshore financial activity and the tax compliance and tax administration challenges such activity raises for the Internal Revenue Service (IRS). To assist the Congress in understanding these issues and to support Congress's consideration of possible legislative changes, GAO was asked to summarize its recent work describing individual offshore tax noncompliance, factors that enable offshore noncompliance, and the challenges that U.S. taxpayers' financial activity in offshore jurisdictions pose for IRS. We have shown that: (1) Li+ ions are inserted reversibly, without diffusion control, up to the level of at least 4 moles Li+ ions per mole for V2O5, in the aerogel (ARG) form (500 m2/g specific surface area) and aerogel-like (ARG-L) form (200 m2/g specific surface area)(6,7,1,2); (2) polyvalent cations (Al+3, Mg+2, Zn+2) may be intercalated reversibly into V2O5 (ARG) with high capacity (approaching 4 equivalents/mole V2O5 (ARG)) for each (5); (3) dopant cations such as Ag+ and Cu+2 increase the conductivity of V2O5 (XRG) up to three orders of magnitude(3), they are electrochemically active – showing reduction to the metallic-state in parallel to intercalation of Li+ ions – but are not released to the electrolyte upon oxidation and Li+ ion release (Cu+2 ions are reduced to Cu metal and reoxidized to Cu+2 in Li+ ion insertion/release cycles, but the copper ions are not released to the electrolyte over more than 400 cycles of the XRG form); (4) we have shown that Cu+2 ion (dopant) and Zn+2 ions (chemical insertion and dopant) occupy the same intercalation site inV2O5 xerogel and aerogel(4); (5) the reversible intercalation of Zn+2, Mg+2, and Al+3 in the ARG(11) indicates that these cations are “mobile”, but …

In an effort to locate potential law enforcement-related standards that support incident management, a team from the Pacific Northwest National Laboratory (PNNL) contacted representatives from the National Institute of Standards-Office of Law Enforcement Standards (NIST-OLES), National Institute of Justice (NIJ), Federal Bureau of Investigation (FBI), Secret Service, ASTM International committees that have a law enforcement focus, and a variety of individuals from local and regional law enforcement organizations. Discussions were held with various state and local law enforcement organizations. The NIJ has published several specific equipment-related law enforcement standards that were included in the review, but it appears that law enforcement program and process-type standards are developed principally by organizations that operate at the state and local level. Input is provided from state regulations and codes and from external non-government organizations (NGOs) that provide national standards. The standards that are adopted from external organizations or developed independently by state authorities are available for use by local law enforcement agencies on a voluntary basis. The extent to which they are used depends on the respective jurisdictions involved. In some instances, use of state and local disseminated standards is mandatory, but in most cases, use is voluntary. Temporary Restoration of Bull Trout Passage at Albeni Falls Dam, 2008 Progress Report.

The goal of this project is to provide temporary upstream passage of bull trout around Albeni Falls Dam on the Pend Oreille River, Idaho. Our specific objectives are to capture fish downstream of Albeni Falls Dam, tag them with combination acoustic and radio transmitters, release them upstream of Albeni Falls Dam, and determine if genetic information on tagged fish can be used to accurately establish where fish are located during the spawning season. In 2007, radio receiving stations were installed at several locations throughout the Pend Oreille River watershed to detect movements of adult bull trout; however, no bull trout were tagged during that year. In 2008, four bull trout were captured downstream of Albeni Falls Dam, implanted with transmitters, and released upstream of the dam at Priest River, Idaho. The most-likely natal tributaries of bull trout assigned using genetic analyses were Grouse Creek (N = 2); a tributary of the Pack River, Lightning Creek (N = 1); and Rattle Creek (N = 1), a tributary of Lightning Creek. All four bull trout migrated upstream from the release site in Priest River, Idaho, were detected at monitoring stations near Dover, Idaho, and were presumed to reside in Lake Pend Oreille …

Testing of FMI's Coal Upgrading Process

WRI and FMI have collaborated to develop and test a novel coal upgrading technology. Proprietary coal upgrading technology is a fluidized bed-based continuous process which allows high through-puts, reducing the coal processing costs. Processing is carried out under controlled oxidizing conditions at mild enough conditions that compared to other coal upgrading technologies; the produced water is not as difficult to treat. All the energy required for coal drying and upgrading is derived from the coal itself. Under the auspices of the Jointly Sponsored Research Program, Cooperative Agreement DE-FC26-98FT40323, a nominal 400 lbs/hour PDU was constructed and operated. Over the course of this project, several low-rank coals were successfully tested in the PDU. In all cases, a higher Btu, low moisture content, stable product was produced and subsequently analyzed. Stack emissions were monitored and produced water samples were analyzed. Product stability was established by performing moisture readsorption testing. Product pyrophobicity was demonstrated by instrumenting a coal pile.

Testing the Floor Scale Designated for Pacific Northwest National Laboratory's UF6 Cylinder Portal Monitor

Pacific Northwest National Laboratory (PNNL) obtained a Mettler Toledo floor scale for the purpose of testing it to determine whether it can replace the International Atomic Energy Agency’s (IAEA) cumbersome, hanging load cell. The floor scale is intended for use as a subsystem within PNNL’s nascent UF6 Cylinder Portal Monitor. The particular model was selected for its accuracy, size, and capacity. The intent will be to use it only for 30B cylinders; consequently, testing did not proceed beyond 8,000 lb.
