U.S. Department of Energy (DOE) Cooperative Agreement DE-FC26-98FT40321 funded through the Office of Fossil Energy and administered at the National Energy Technology Laboratory (NETL) supported the performance of a Jointly Sponsored Research Program (JSRP) at the Energy & Environmental Research Center (EERC) with a minimum 50% nonfederal cost share to assist industry in commercializing and effectively applying highly efficient, nonpolluting energy systems that meet the nation's requirements for clean fuels, chemicals, and electricity in the 21st century. The EERC in partnership with its nonfederal partners jointly performed 131 JSRP projects for which the total DOE cost share was $22,716,634 (38%) and the nonfederal share was $36,776,573 (62%). Summaries of these projects are presented in this report for six program areas: (1) resource characterization and waste management, (2) air quality assessment and control, (3) advanced power systems, (4) advanced fuel forms, (5) value-added coproducts, and (6) advanced materials. The work performed under this agreement addressed DOE goals for reductions in CO{sub 2} emissions through efficiency, capture, and sequestration; near-zero emissions from highly efficient coal-fired power plants; environmental control capabilities for SO{sub 2}, NO{sub x}, fine respirable particulate (PM{sub 2.5}), and mercury; alternative transportation fuels including liquid synfuels and hydrogen; and synergistic …

Cooperative Agreement, DE-FC26-98FT40323, Jointly Sponsored Research (JSR) Program at Western Research Institute (WRI) began in 1998. Over the course of the Program, a total of seventy-seven tasks were proposed utilizing a total of $23,202,579 in USDOE funds. Against this funding, cosponsors committed $26,557,649 in private funds to produce a program valued at $49,760,228. The goal of the Jointly Sponsored Research Program was to develop or assist in the development of innovative technology solutions that will: (1) Increase the production of United States energy resources - coal, natural gas, oil, and renewable energy resources; (2) Enhance the competitiveness of United States energy technologies in international markets and assist in technology transfer; (3) Reduce the nation's dependence on foreign energy supplies and strengthen both the United States and regional economies; and (4) Minimize environmental impacts of energy production and utilization. JV Task 124 - Understanding Multi-Interactions of SO3, Mercury, Selenium, and Arsenic in Illinois Coal Flue Gas

This project consisted of pilot-scale combustion testing with a representative Illinois basin coal to explore the multi-interactions of SO{sub 3}, mercury, selenium and arsenic. The parameters investigated for SO{sub 3} and mercury interactions included different flue gas conditions, i.e., temperature, moisture content, and particulate alkali content, both with and without activated carbon injection for mercury control. Measurements were also made to track the transformation of selenium and arsenic partitioning as a function of flue gas temperature through the system. The results from the mercury-SO{sub 3} testing support the concept that SO{sub 3} vapor is the predominant factor that impedes efficient mercury removal with activated carbon in an Illinois coal flue gas, while H{sub 2}SO{sub 4} aerosol has less impact on activated carbon injection performance. Injection of a suitably mobile and reactive additives such as sodium- or calcium-based sorbents was the most effective strategy tested to mitigate the effect of SO{sub 3}. Transformation measurements indicate a significant fraction of selenium was associated with the vapor phase at the electrostatic precipitator inlet temperature. Arsenic was primarily particulate-bound and should be captured effectively with existing particulate control technology.

Localized Deformation as a Primary Cause of Irradiation Assisted Stress Corrosion Cracking

The objective of this project is to determine whether deformation mode is a primary factor in the mechanism of irradiation assisted intergranular stress corrosion cracking of austenitic alloys in light watert reactor core components. Deformation mode will be controlled by both the stacking fault energy of the alloy and the degree of irradiation. In order to establish that localized deformation is a major factor in IASCC, the stacking fault energies of the alloys selected for study must be measured. Second, it is completely unknown how dose and SFE trade-off in terms of promoting localized deformation. Finally, it must be established that it is the localized deformation, and not some other factor that drives IASCC.

Membrane Process to Sequester CO2 From Power Plant Flue Gas

The objective of this project was to assess the feasibility of using a membrane process to capture CO2 from coal-fired power plant flue gas. During this program, MTR developed a novel membrane (Polaris™) with a CO2 permeance tenfold higher than commercial CO2-selective membranes used in natural gas treatment. The Polaris™ membrane, combined with a process design that uses a portion of combustion air as a sweep stream to generate driving force for CO2 permeation, meets DOE post-combustion CO2 capture targets. Initial studies indicate a CO2 separation and liquefaction cost of $20 - $30/ton CO2 using about 15% of the plant energy at 90% CO2 capture from a coal-fired power plant. Production of the Polaris™ CO2 capture membrane was scaled up with MTR’s commercial casting and coating equipment. Parametric tests of cross-flow and countercurrent/sweep modules prepared from this membrane confirm their near-ideal performance under expected flue gas operating conditions. Commercial-scale, 8-inch diameter modules also show stable performance in field tests treating raw natural gas. These findings suggest that membranes are a viable option for flue gas CO2 capture. The Mississippi University Research Consortium for the Utilization of Biomass: Production of Alternative Fuels from Waste Biomass Initiative

The Mississippi Consortium for the Utilization of Biomass was formed via funding from the US Department of Energy's EPSCoR Program, which is administered by the Office of Basic Science. Funding was approved in July of 1999 and received by participating Mississippi institutions by 2000. The project was funded via two 3-year phases of operation (the second phase was awarded based on the high merits observed from the first 3-year phase), with funding ending in 2007. The mission of the Consortium was to promote the utilization of biomass, both cultured and waste derived, for the production of commodity and specialty chemicals. These scientific efforts, although generally basic in nature, are key to the development of future industries within the Southeastern United States. In this proposal, the majority of the efforts performed under the DOE EPSCoR funding were focused primarily toward the production of ethanol from lignocellulosic feedstocks and biogas from waste products. However, some of the individual projects within this program investigated the production of other products from biomass feeds (i.e. acetic acid and biogas) along with materials to facilitate the more efficient production of chemicals from biomass. Multiflavor QCD* on R_3 * S_1: Studying Transition From Abelian to Non-Abelian Confinement

The center-stabilized multiflavor QCD* theories formulated on R{sub 3} x S{sub 1} exhibit both Abelian and non-Abelian confinement as a function of the S{sub 1} radius, similar to the Seiberg-Witten theory as a function of the mass deformation parameter. For sufficiently small number of flavors and small r(S{sub 1}), we show occurrence of a mass gap in gauge fluctuations, and linear confinement. This is a regime of confinement without continuous chiral symmetry breaking ({chi}SB). Unlike one-flavor theories where there is no phase transition in r(S{sub 1}), the multiflavor theories possess a single phase transition associated with breaking of the continuous {chi}S. We conjecture that the scale of the {chi}SB is parametrically tied up with the scale of Abelian to non-Abelian confinement transition.

The National Museum of the Pacific War presents an oral interview with John G. Solis of Irving, Texas. He discusses enlisting in the U.S. Navy on September 17, 1942, and was sent to the Naval Air Station in Corpus Christi, Texas for bootcamp. In bootcamp Mr. Solis talks about learning to shoot rifles by shooting clay pigeons and presentations held to teach how to identify enemy aircraft. While learning to fly, Mr. Solis was assigned to Bombing Squadron 1. In 1944 Mr. Solis ended up with the Torpedo Squadron 100 flying torpedo planes in Oahu, Hawaii. His squadron never saw combat, but he did witness U.S. ships getting destroyed by Kamikaze planes during the Okinawa invasion. He helped in some Naval strikes in Japan from March to June of 1945 before returning to the states for leave. Mr. Solis was still at home on leave when the war officially ended, and he was discharged on September 14th of 1948 due to signing up for a 6-year contract instead of the normal 4-year one.

Oral History Interview with John Solis, March 31, 2009

The National Museum of the Pacific War presents an interview with John Solis. Solis served in the Civilian Conservation Corps from 1939-1941, helping build fences and trails. He joined the Navy in September of 1942. He completed gunnery school, and aircraft recognition training. He was assigned at Barber???s Point in Oahu. He flew aboard the Grumman TBF torpedo bomber and trained as an air crewman. In November of 1944 he was assigned to Composite Squadron 83 (VC-83). They served aboard the USS Sargent Bay (CVE-83. In February of 1945 they began flying combat missions off the carrier over Iwo Jima. From there they participated in the Battle of Okinawa. They arrived back to the U.S. in July of 1945. He was assigned to the Naval Air Technical Training Center for Advanced Combat Air Crewman School, then to the Naval Air Gunnery School for Advanced Gunnery. He was then assigned to Fleet Air Wing 11 in San Juan, Puerto Rico. Solis was discharged in September of 1948.

Progress on laser plasma accelerator development using transverselyand longitudinally shaped plasmas

A summary of progress at Lawrence Berkeley National Laboratory is given on: (1) experiments on down-ramp injection; (2) experiments on acceleration in capillary discharge plasma channels; and (3) simulations of a staged laser wakefield accelerator (LWFA). Control of trapping in a LWFA using plasma density down-ramps produced electron bunches with absolute longitudinal and transverse momentum spreads more than ten times lower than in previous experiments (0.17 and 0.02 MeV Ic FWHM, respectively) and with central momenta of 0.76 +- 0.02 MeV Ic, stable over a week of operation. Experiments were also carried out using a 40 TW laser interacting with a hydrogen-filled capillary discharge waveguide. For a 15 mm long, 200 mu m diameter capillary, quasi-monoenergetic bunches up to 300 MeV were observed. By detuning discharge delay from optimum guiding performance, self-trapping was found to be stabilized. For a 33 mm long, 300 mu m capillary, a parameter regime with high energy bunches, up to 1 Ge V, was found. In this regime, peak electron energy was correlated with the amount of trapped charge. Simulations show that bunches produced on a down-ramn and iniected into a channel-guided LWFA can produce stable beams with 0.2 MeV Ic-class momentum spread at high …

Real-time fracture monitoring in Engineered Geothermal Systems with seismic waves

As proposed, the main effort in this project is the development of software capable of performing real-time monitoring of micro-seismic activity recorded by an array of sensors deployed around an EGS. The main milestones are defined by the development of software to perform the following tasks: • Real-time micro-earthquake detection and location • Real-time detection of shear-wave splitting • Delayed-time inversion of shear-wave splitting These algorithms, which are discussed in detail in this report, make possible the automatic and real-time monitoring of subsurface fracture systems in geothermal fields from data collected by an array of seismic sensors. Shear wave splitting (SWS) is parameterized in terms of the polarization of the fast shear wave and the time delay between the fast and slow shear waves, which are automatically measured and stored. The measured parameters are then combined with previously measured SWS parameters at the same station and used to invert for the orientation (strike and dip) and intensity of cracks under that station. In addition, this grant allowed the collection of seismic data from several geothermal regions in the US (Coso) and Iceland (Hengill) to use in the development and testing of the software.

Reducing Open Cell Landfill Methane Emissions with a Bioactive Alternative Daily

Methane and carbon dioxide are formed in landfills as wastes degrade. Molecule-for-molecule, methane is about 20 times more potent than carbon dioxide at trapping heat in the earth's atmosphere, and thus, it is the methane emissions from landfills that are scrutinized. For example, if emissions composed of 60% methane and 40% carbon dioxide were changed to a mix that was 40% methane and 60% carbon dioxide, a 30% reduction in the landfill's global warming potential would result. A 10% methane, 90% carbon dioxide ratio will result in a 75% reduction in global warming potential compared to the baseline. Gas collection from a closed landfill can reduce emissions, and it is sometimes combined with a biocover, an engineered system where methane oxidizing bacteria living in a medium such as compost, convert landfill methane to carbon dioxide and water. Although methane oxidizing bacteria merely convert one greenhouse gas (methane) to another (carbon dioxide), this conversion can offer significant reductions in the overall greenhouse gas contribution, or global warming potential, associated with the landfill. What has not been addressed to date is the fact that methane can also escape from a landfill when the active cell is being filled with waste. Federal regulations …

Relating D0-anti-D0 Mixing and D0 -> l l- with New Physics

We point out how, in certain models of New Physics, the same combination of couplings occurs in the amplitudes for both D{sup 0}-{bar D}{sup 0} mixing and the rare decays D{sup 0} {yields} {ell}{sup +}{ell}{sup -}. If the New Physics dominates and is responsible for the observed mixing, then a very simple correlation exists between the magnitudes of each; in fact the rates for the decay D{sup 0} {yields} {ell}{sup +}{ell}{sup -} are completely fixed by the mixing. Observation of D{sup 0} {yields} {ell}{sup +}{ell}{sup -} in excess of the Standard Model prediction could identify New Physics contributions to D{sup 0}-{bar D}{sup 0} mixing.
