Ryan White CARE Act: Implementation of the New Minority AIDS Initiative Provisions

A letter report issued by the Government Accountability Office with an abstract that begins "The Ryan White Comprehensive AIDS Resources Emergency Act of 1990 (CARE Act) makes federal funds available to assist individuals affected by HIV/AIDS. The Department of Health and Human Services' (HHS) Health Resources and Services Administration (HRSA) awards CARE Act funding to grantees that include states, territories, and metropolitan areas. Because minorities have been disproportionately affected by HIV/AIDS, the CARE Act's Minority AIDS Initiative (MAI) provides funding through five parts (A, B, C, D, and F) of the act with the goal of reducing HIV-related health care disparities among minorities. The reauthorization of CARE Act programs changed the process by which HRSA awards MAI grants under Part A (funding for metropolitan areas) and Part B (for states and territories) from a formula based solely on demographics of the metropolitan area, state, or territory to a competitive process. The CARE Act requires GAO to report on MAI and related issues. A letter report issued by the Government Accountability Office with an abstract that begins "The Federal Communications Commission's (FCC) Schools and Libraries Universal Service Support Mechanism--also known as the E-rate program--is a significant source of federal funding for information technology for schools and libraries, providing about $2 billion a year. As requested, GAO assessed issues related to the E-rate program's long-term goals, including (1) key trends in the demand for and use of E-rate funding and the implications of these trends; (2) the rate of program participation, participants' views on requirements, and FCC's actions to facilitate participation; and (3) FCC's performance goals and measures for the program and how they compare to key characteristics of successful goals and measures. To perform this work, GAO analyzed data going back to the first year of the program, surveyed a sample of participating schools and libraries, reviewed agency documents, and interviewed agency officials and program stakeholders."

This protocol was written for the Department of Energy’s Federal Energy Management Program (FEMP) to be used by the public as a tool for assessing building cost and performance measurement. The primary audiences are sustainable design professionals, asset owners, building managers, and research professionals within the Federal sector. The protocol was developed based on the need for measured performance and cost data on sustainable design projects. Historically there has not been a significant driver in the public or private sector to quantify whole building performance in comparable terms. The deployment of sustainable design into the building sector has initiated many questions on the performance and operational cost of these buildings.

JV Task - 129 Advanced Conversion Test - Bulgarian Lignite

The objectives of this Energy & Environmental Research Center (EERC) project were to evaluate Bulgarian lignite performance under both fluid-bed combustion and gasification conditions and provide a recommendation as to which technology would be the most technically feasible for the particular feedstock and also identify any potential operating issues (such as bed agglomeration, etc.) that may limit the applicability of a potential coal conversion technology. Gasification tests were run at the EERC in the 100-400-kg/hr transport reactor development unit (TRDU) on a 50-tonne sample of lignite supplied by the Bulgarian Lignite Power Project. The quality of the test sample was inferior to any coal previously tested in this unit, containing 50% ash at 26.7% moisture and having a higher heating value of 5043 kJ/kg after partial drying in preparation for testing. The tentative conclusion reached on the basis of tests in the TRDU is that oxygen-blown gasification of this high-ash Bulgarian lignite sample using the Kellogg, Brown, and Root (KBR) transport gasifier technology would not provide a syngas suitable for directly firing a gas turbine. After correcting for test conditions specific to the pilot-scale TRDU, including an unavoidably high heat loss and nitrogen dilution by transport air, the best-case heating …

This report provides a comparison of U.S. and Chinese trade data. U.S. trade with the People's Republic of China (China) is becoming increasingly contentious as the U.S. bilateral trade deficit rises. Debate over this trade deficit is hampered because of disagreement between the two countries on how large the deficit actually is. According to official U.S. figures, China has surpassed Canada as the largest supplier of U.S. imports.

This current report is a summary of information obtained in the "Information Capture" task of the U.S. DOE-funded "Under Sodium Viewing (USV) Project." The goal of the multi-year USV project is to design, build, and demonstrate a state-of-the-art prototype ultrasonic viewing system tailored for periodic reactor core in-service monitoring and maintenance inspections. The study seeks to optimize system parameters, improve performance, and re-establish this key technology area which will be required to support any new U.S. liquid-metal cooled fast reactors.
