Family Violence Prevention and Services Act: Programs and Funding
This report describes programs authorized under the Family Violence Prevention and Services Act (FVPSA) and related initiatives, and provides authorization and appropriation levels. The FVPSA was originally enacted in 1984, as Title III of the Child Abuse Prevention and Treatment Act, to assist states in preventing incidents of family violence and to provide shelter and related assistance to victims of family violence and their dependents, with the expectation of preventing future acts of violence in families.

This report discusses recent actions taken by the FDIC in support of financial and housing markets, which include restoration of the Deposit Insurance Fund, the development of the Temporary Liquidity Guarantee Program, efforts to reduce foreclosures, and establishment of the proposed Public-Private Investment Fund. Legislation such as H.R. 786 (introduced by Representative Barney Frank); H.R. 1106, Helping Families Save Their Homes Act of 2009 (introduced by Representative John Conyers, Jr., with 24 co-sponsors); and S. 541, The Depositor Protection Act of 2009 (introduced by Senator Christopher Dodd with 12 co-sponsors) have also been introduced to increase the effectiveness of the FDIC’s efforts to respond to recent market weaknesses.

Under President Bush's FY2009 budget request, five federal agencies would have received 92.8% of total federal R&D funding. This report provides an analysis of the R&D budget requests for these agencies, as well as for the Departments of Agriculture (USDA), Commerce (DOC), Homeland Security, Interior (DOI), and Transportation (DOT), and the Environmental Protection Agency (EPA). In total these departments and agencies accounted for more than 98% of current and requested federal R&D funding.

FEMA's Hazard Mitigation Grant Program: Overview and Issues

Hazard mitigation can potentially reduce federal costs by decreasing the level of damage from future disasters. Food Safety on the Farm: Federal Programs and Selected Proposals
This report discusses bills introduced into the 110th Congress pertaining to food safety that could affect farmers and ranchers. Several of these bills would expressly have required enforceable on-farm safety standards. Others that focused primarily on post-harvest food safety measures nonetheless might have led to changes in on-farm practices if the regulated sectors (handlers and processors of agricultural products) placed new demands on their suppliers in order to comply. Similar proposals are re-emerging in the 111th Congress, where food safety reform is expected to be on the agenda.

Foreign Holdings of Federal Debt
This report presents current data on estimated ownership of U.S. Treasury securities and major holders of federal debt by country. Federal debt represents the accumulated balance of borrowing by the federal government. To finance federal borrowing, U.S. Treasury securities are sold to investors, directly from the Treasury or on the secondary market to individual private investors, financial institutions in the United States or overseas, and foreign, state, or local governments.
