U.S. Department of Energy (DOE) Order 450.1, Environmental Protection Program, requires each DOE site to conduct environmental monitoring. Environmental monitoring at the Waste Isolation Pilot Plant (WIPP) is conducted in order to: (a) Verify and support compliance with applicable federal, state, and local environmental laws, regulations, permits, and orders; (b) Establish baselines and characterize trends in the physical, chemical, and biological condition of effluent and environmental media; (c) Identify potential environmental problems and evaluate the need for remedial actions or measures to mitigate the problems; (d) Detect, characterize, and report unplanned releases; (e) Evaluate the effectiveness of effluent treatment and control, and pollution abatement programs; and (f) Determine compliance with commitments made in environmental impact statements, environmental assessments, safety analysis reports, or other official DOE documents. This Environmental Monitoring Plan (EMP) explains the rationale and design criteria for the environmental monitoring program, extent and frequency of monitoring and measurements, procedures for laboratory analyses, quality assurance (QA) requirements, program implementation procedures, and direction for the preparation and disposition of reports. Changes to the environmental monitoring program may be necessary to allow the use of advanced technology and new data collection techniques. The Integrated Status and Effectiveness Monitoring Project (ISEMP) program monitors the status and trend of water quality elements that may affect restoration project effectiveness in the Entiat subbasin. As part of this effort, the PNW Research Station (PNW) measures, analyzes and interprets temporal trends in natural stream water pH, dissolved oxygen, specific conductance and temperature. The Entiat River is currently on the Clean Water Act 303(d) list for pH exceedence, and there is insufficient information to determine the spatial and temporal extent or potential causes of this exceedence. In the late spring 2007, PNW deployed data-logging, multiparameter probes at four locations in the Entiat subbasin to measure water quality parameters, focusing on pH. Data collection was seasonally interrupted by river ice in early December. Daily average pH did not exceed the water quality standard of 8.5 at any of the measurements sites. However, instantaneous values did exceed this standard near the mouth of the Entiat River during late summer-fall period. This suggested that in the lowest portion of the river peaks in pH may be occurring because of photosynthesis caused by high rates of periphyton productivity in response to increased sunlight, temperature, and possible nutrient enrichment. Wear Resistant Amorphous and Nanocomposite Coatings

Glass forming materials (critical cooling rate <10{sup 4}K.s{sup -1}) are promising for their high corrosion and wear resistance. During rapid cooling, the materials form an amorphous structure that transforms to nanocrystalline during a process of devitrification. High hardness (HV 1690) can be achieved through a controlled crystallization. Thermal spray process has been used to apply coatings, which preserves the amorphous/nanocomposite structure due to a high cooling rate of the feedstock particles during the impact on a substrate. Wear properties have been studied with respect to process conditions and feedstock material properties. Application specific properties such as sliding wear resistance have been correlated with laboratory tests based on instrumented indentation and scratch tests.

This report documents the creation of a mission, goals, and objectives for the New Mexico Workforce Development Advisory Team as part of the National Security Preparedness Project (NSPP), being performed by the Arrowhead Center of New Mexico State University under a DOE/NNSA grant. The goal of workforce development under the NSPP grant is to assess workforce needs in national security and implement strategies to develop the appropriate workforce. To achieve this goal, it will be necessary to involve the workforce development advisory team in determining the current status of the national security workforce and the educational efforts to train such a workforce. Strategies will be developed and implemented to address gaps and to make progress towards a strong, well-trained workforce available for current and future national security employers.

X-ray absorption study of the electronic structure of Mn-doped amorphous Si

The electronic structure of Mn in amorphous Si (a-Mn{sub x}Si{sub 1?x}) is studied by X-ray absorption spectroscopy at the Mn L{sub 3,2} edges for x = 0.005-0.18. Except the x = 0.005 sample, which shows a slight signature of Mn{sup 2+} atomic multiplets associated with a local Mn moment, all samples have broad and featureless L{sub 3,2} absorption peaks, corresponding to an itinerant state for all 3d electrons. The broad X-ray absorption spectra exclude the possibility of a localized 3d moment and explain the unexpectedly quenched Mn moment in this magnetically-doped amorphous semiconductor. Such a fully delocalized d state of Mn dopant in Si has not been previously suggested.

Yellowstone Bison: Interagency Plan and Agencies' Management Need Improvement to Better Address Bison-Cattle Brucellosis Controversy

A letter report issued by the Government Accountability Office with an abstract that begins "Federal and Montana state agencies have long been entangled in controversy over bison leaving Yellowstone National Park. Some of these bison, as well as elk and other wildlife, have a contagious disease called brucellosis, which can cause pregnant animals to abort. Montana livestock owners and government officials fear that if bison are allowed to leave the park, the disease could spread to cattle, potentially threatening the economic health of the state's livestock industry. To help manage this issue, three federal and two state agencies have been implementing a bison management plan that they agreed to in 2000. This report discusses (1) the progress made in implementing the bison management plan and (2) the plan's soundness and the effectiveness of the agencies' implementation of it for managing bison-related issues in and near Yellowstone National Park. GAO reviewed documentation and research on bison and brucellosis and interviewed federal and state officials and key stakeholders."

Yucca Mountain licensing support network archive assistant.

This report describes the Licensing Support Network (LSN) Assistant--a set of tools for categorizing e-mail messages and documents, and investigating and correcting existing archives of categorized e-mail messages and documents. The two main tools in the LSN Assistant are the LSN Archive Assistant (LSNAA) tool for recategorizing manually labeled e-mail messages and documents and the LSN Realtime Assistant (LSNRA) tool for categorizing new e-mail messages and documents. This report focuses on the LSNAA tool. There are two main components of the LSNAA tool. The first is the Sandia Categorization Framework, which is responsible for providing categorizations for documents in an archive and storing them in an appropriate Categorization Database. The second is the actual user interface, which primarily interacts with the Categorization Database, providing a way for finding and correcting categorizations errors in the database. A procedure for applying the LSNAA tool and an example use case of the LSNAA tool applied to a set of e-mail messages are provided. Performance results of the categorization model designed for this example use case are presented.
