Defense Acquisitions: Progress Made in Fielding Missile Defense, but Program Is Short of Meeting Goals

A letter report issued by the Government Accountability Office with an abstract that begins "By law, GAO annually assesses the Missile Defense Agency's (MDA) progress in developing and fielding a Ballistic Missile Defense System (BMDS). Funded at $8 billion to nearly $10 billion per year, it is the largest research and development program in the Department of Defense (DOD). The program has been managed in 2-year increments, known as blocks. Block 2006, the second BMDS block, was completed in December 2007. GAO assessed MDA's progress in (1) meeting Block 2006 goals for fielding assets, completing work within estimated cost, conducting tests, and demonstrating the performance of the overall system in the field, and (2) making managerial improvements to transparency, accountability, and oversight. In conducting the assessment, GAO reviewed the assets fielded; contractor cost, schedule, and performance; and tests completed during 2007. GAO also reviewed pertinent sections of the U.S. Code, acquisition policy, and the charter of a new missile defense board."

A letter report issued by the Government Accountability Office with an abstract that begins "The nation's long-term fiscal imbalances will likely make DOD's $1.6 trillion planned investment in new weapon systems unsustainable. Thus, it is critical that DOD retains the flexibility to end programs and contracts when necessary and appropriate. Although the federal government generally has the legal right to terminate contracts for convenience, defense stakeholders have sometimes expressed concerns that it will cost more to terminate a contract than to complete it. To address this perception, GAO examined (1) how expected contract termination costs and other factors affect DOD decisions on whether to end programs and contracts; (2) the circumstances under which it would cost more to terminate a contract for convenience than to complete it; and (3) the options DOD has for retaining value or reducing costs, when DOD ends programs or contracts. To do this, GAO examined DOD data on terminated contracts over $100 million; reviewed laws, regulations, and guidance; and met with key DOD officials."

Distributed Fiber Optic Gas Sensing for Harsh Environment

This report summarizes work to develop a novel distributed fiber-optic micro-sensor that is capable of detecting common fossil fuel gases in harsh environments. During the 32-month research and development (R&D) program, GE Global Research successfully synthesized sensing materials using two techniques: sol-gel based fiber surface coating and magnetron sputtering based fiber micro-sensor integration. Palladium nanocrystalline embedded silica matrix material (nc-Pd/Silica), nanocrystalline palladium oxides (nc-PdO{sub x}) and palladium alloy (nc-PdAuN{sub 1}), and nanocrystalline tungsten (nc-WO{sub x}) sensing materials were identified to have high sensitivity and selectivity to hydrogen; while the palladium doped and un-doped nanocrystalline tin oxide (nc-PdSnO{sub 2} and nc-SnO{sub 2}) materials were verified to have high sensitivity and selectivity to carbon monoxide. The fiber micro-sensor comprises an apodized long-period grating in a single-mode fiber, and the fiber grating cladding surface was functionalized by above sensing materials with a typical thickness ranging from a few tens of nanometers to a few hundred nanometers. GE found that the morphologies of such sensing nanomaterials are either nanoparticle film or nanoporous film with a typical size distribution from 5-10 nanometers. nc-PdO{sub x} and alloy sensing materials were found to be highly sensitive to hydrogen gas within the temperature range from ambient to 150 …

Testimony issued by the Government Accountability Office with an abstract that begins "In response to long-standing problems with student academic performance, the condition of school facilities, and the overall management of the D.C. public school system, the D.C. Council approved the Public Education Reform Amendment Act of 2007 (Reform Act). The Reform Act made major changes to the operations and governance of the D.C. public school system, including giving the Mayor authority over public schools, including curricula, personnel, and school facilities. While other large urban school districts have transferred governance of schools to their mayors, D.C. is unique because it functions as both local and state offices for many education responsibilities. GAO's testimony focuses on (1) the status of the District's efforts to reform its public school system, and (2) what the District has done to establish accountability for these efforts. Freedom of Information Act: Agencies Are Making Progress in Reducing Backlog, but Additional Guidance Is Needed

A letter report issued by the Government Accountability Office with an abstract that begins "Under the Freedom of Information Act (FOIA), federal agencies must generally provide access to their information, enabling the public to learn about government operations and decisions. To help ensure proper implementation, the act requires that agencies report annually to the Attorney General on their processing of FOIA requests. For fiscal year 2006, agencies were also to report on their progress in implementing plans to improve FOIA operations, as directed by a December 2005 Executive Order. A major goal of the order was reducing backlogs of overdue FOIA requests (the statute requires an agency to respond to requests within 20 or, in some cases, 30 working days with a determination on whether it will provide records). For this study, GAO was asked, among other things, to determine trends in FOIA processing and agencies' progress in addressing backlogs of overdue FOIA requests since implementing their improvement plans. To do so, GAO analyzed 21 agencies' annual reports and additional statistics."

A High-Flux, Flexible Membrane with Parylene-encapsulated Carbon Nanotubes

We present fabrication and characterization of a membrane based on carbon nanotubes (CNTs) and parylene. Carbon nanotubes have shown orders of magnitude enhancement in gas and water permeability compared to estimates generated by conventional theories [1, 2]. Large area membranes that exhibit flux enhancement characteristics of carbon nanotubes may provide an economical solution to a variety of technologies including water desalination [3] and gas sequestration [4]. We report a novel method of making carbon nanotube-based, robust membranes with large areas. A vertically aligned dense carbon nanotube array is infiltrated with parylene. Parylene polymer creates a pinhole free transparent film by exhibiting high surface conformity and excellent crevice penetration. Using this moisture-, chemical- and solvent-resistant polymer creates carbon nanotube membranes that promise to exhibit high stability and biocompatibility. CNT membranes are formed by releasing a free-standing film that consists of parylene-infiltrated CNTs, followed by CNT uncapping on both sides of the composite material. Thus fabricated membranes show flexibility and ductility due to the parylene matrix material, as well as high permeability attributed to embedded carbon nanotubes. These membranes have a potential for applications that may require high flux, flexibility and durability.

Investigations of the Rayleigh-Taylor and Richtmyer-Meshkov Instabilities

The present program is centered on the experimental study of shock-induced interfacial fluid instabilities. Both 2-D (near-sinusoids) and 3-D (spheres) initial conditions are studied in a large, vertical square shock tube facility. The evolution of the interface shape, its distortion, the modal growth rates and the mixing of the fluids at the interface are all objectives of the investigation. In parallel to the experiments, calculations are performed using the Raptor code, on platforms made available by LLNL. These flows are of great relevance to both ICF and stockpile stewardship. The involvement of four graduate students is in line with the national laboratories' interest in the education of scientists and engineers in disciplines and technologies consistent with the labs' missions and activities.

Molecular analysis of the gut microbiota of identical twins with Crohn's disease

Increasing evidence suggests that a combination of host genetics and the composition of the gut microbiota are important for development of Crohn's disease (CD). Our aim was to study identical twins with CD to determine microbial factors independently of host genetics. Fecal samples were studied from 10 monozygotic twin pairs with CD (discordant n=6, concordant n=4) and 8 healthy twin pairs. DNA was extracted, 16S rRNA genes were PCR amplified and T-RFLP fingerprints generated using general bacterial and Bacteroides group specific primers. The microbial communities were also profiled based on their % G+C contents. Bacteroides 16S rRNA genes were cloned and sequenced from a subset of the samples. The bacterial diversity in each sample and similarity indices between samples were estimated based on the T-RFLP data using a combination of statistical approaches. Healthy individuals had a significantly higher bacterial diversity compared to individuals with CD. The fecal microbial communities were more similar between healthy twins than between twins with CD, especially when these were discordant for the disease. The microbial community profiles of individuals with ileal CD were significantly different from healthy individuals and those with colonic CD. Optical Switching in VO2 films by below-gap excitation

We study the photo-induced insulator-metal transition in VO2, correlating threshold and dynamic evolution with excitation wavelength. In high-quality single crystal samples, we find that switching can only be induced with photon energies above the 670-meV gap. This contrasts with the case of polycrystalline films, where formation of the metallic state can also be triggered with photon energies as low as 180 meV, well below the bandgap. Perfection of this process may be conducive to novel schemes for optical switches, limiters and detectors, operating at room temperature in the mid-IR.

The 1607-F1 Sanitary Sewer System (124-F-1), consisted of a septic tank, drain field, and associated pipelines that received sanitary waste water from the 1701-F Gatehouse, 1709-F Fire Station, and the 1720-F Administrative Office via the 100-F-26:8 pipelines. The septic tank required remedial action based on confirmatory sampling. In accordance with this evaluation, the verification sampling results support a reclassification of this site to Interim Closed Out. The results of verification sampling show that residual contaminant concentrations do not preclude any future uses and allow for unrestricted use of shallow zone soils. The results also demonstrate that residual contaminant concentrations are protective of groundwater and the Columbia River.

The 100-F-26:8 waste site consisted of the underground pipelines that conveyed sanitary waste water from the 1701-F Gatehouse, 1709-F Fire Station, and the 1720-F Administrative Office to the 1607-F1 septic tank. The site has been remediated and presently exists as an open excavation. In accordance with this evaluation, the verification sampling results support a reclassification of this site to Interim Closed Out. The results of verification sampling demonstrated that residual contaminant concentrations do not preclude any future uses and allow for unrestricted use of shallow zone soils.
