Improving Indoor Environmental Quality And Energy Performance of Modular Classroom HVAC Systems

The factory-built relocatable classroom (RC) is a dominant force in the school facility construction industry in the US and elsewhere. it is estimated that there are approximately 650,000 RCs currently occupied in the US, housing about 16 million students. RCs receive public attention due to complaints about poor indoor environmental quality (IEQ). Both measured data and anecdotal evidence in California have suggested excessive acoustical noise from heating, ventilation, and air conditioning (HVAC) equipment as a central factor leading to degraded IEQ. In the US, RCs are typically equipped with unitary exterior wall-mount HVAC systems, and interior acoustical noise due to structural and airborne transmission can reach levels of about 58dB(A) with compressor cycling, under unoccupied conditions. Due to these noise levels, teachers often simply choose to turn off the HVAC, leading to inadequate ventilation, as well as poor thermal conditioning, and thus to poor indoor air quality. Elevated levels of carbon dioxide and volatile organic compounds including formaldehyde are common. They discuss the acoustic component of the efforts to develop and test energy efficient HVAC systems that address the ventilation, controls, and acoustic requirements necessary to ensure high quality indoor environments in RCs.

Locomotive Emission and Engine Idle Reduction Technology Demonstration Project

In response to a United States Department of Energy (DOE) solicitation, the Maryland Energy Administration (MEA), in partnership with CSX Transportation, Inc. (CSXT), submitted a proposal to DOE to support the demonstration of Auxiliary Power Unit (APU) technology on fifty-six CSXT locomotives. The project purpose was to demonstrate the idle fuel savings, the Nitrous Oxide (NOX) emissions reduction and the noise reduction capabilities of the APU. Fifty-six CSXT Baltimore Division locomotives were equipped with APUs, Engine Run Managers (ERM) and communications equipment to permit GPS tracking and data collection from the locomotives. Throughout the report there is mention of the percent time spent in the State of Maryland. The fifty-six locomotives spent most of their time inside the borders of Maryland and some spent all their time inside the state borders. Usually when a locomotive traveled beyond the Maryland State border it was into an adjoining state. They were divided into four groups according to assignment: (1) Power Unit/Switcher Mate units, (2) Remote Control units, (3) SD50 Pusher units and (4) Other units. European Union Enlargement

On May 1, 2004, 10 states joined the European Union (EU), enlarging the Union to 25 members. The EU views the enlargement process as an historic opportunity to promote stability in Europe and further the integration of the continent by peaceful means. In addition to the 10 new members (Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, and Slovenia), three other states — Bulgaria, Romania, and Croatia — hope to accede to the EU by 2007. Turkey is also a candidate and is expected to begin accession negotiations in 2005. Macedonia has also applied for EU membership.

The European Union's "Constitution"

In June 2004, the European Union (EU) concluded work on a constitutional treaty that contains changes to the EU’s governing institutions and decision-making processes. This new “constitution” grew out of the 2002-2003 Convention on the Future of Europe and previous EU efforts to institute internal reforms ahead of the Union’s expansion from 15 members to 25 in May 2004. The “constitution” aims to enable a larger EU to operate effectively and prevent gridlock, but it must still be ratified by all member states before it enters into force. European Views and Policies Toward the Middle East

Managing policy differences on a range of issues emanating from the Middle East poses serious challenges for the United States and its European allies and friends. The most vitriolic dispute has centered on the conflict in Iraq. However, divisions over how best to approach the ongoing Israeli-Palestinian conflict, manage Iran and Syria, and combat terrorism also persist. How deep and lasting the clash over Iraq and subsequent Middle East policies will be to transatlantic relations will likely depend on several factors, including whether Washington and European capitals can cooperate more robustly to rebuild Iraq; whether Europeans perceive a renewed U.S. commitment to revive the Middle East peace process; and whether differences over Mideast issues spill over into NATO or impede EU efforts to forge a deeper Union.

Sensitivity of Satellite-Retrieved Cloud Properties to the Effective Variance of Cloud Droplet Size Distribution

Cloud reflectance models currently used in cloud property retrievals from satellites have been developed using size distributions defined by a set of fixed effective radii with a fixed effective variance. The satellite retrievals used for the Atmospheric Radiation Measurement (ARM) program assume droplet size distributions with an effective variance value of 0.10 (Minnis et al. 1998); the International Satellite Cloud Climatology Project uses 0.15 (Rossow and Schiffer 1999); and the Moderate Resolution Imaging Spectroradiometer (MODIS) team uses 0.13 (Nakajima and King 1990). These distributions are not necessarily representative of the actual sizes present in the clouds being observed. Because the assumed distributions can affect the reflectance patterns and near-infrared absorption, even for the same droplet effective radius reff, it is desirable to use the optimal size distributions in satellite retrievals of cloud properties. Collocated observations of the same clouds from different geostationary satellites, at different viewing angles, indicate that the current models may not be optimal (Ayers et al. 2005). Similarly, hour-to-hour variations in effective radius and optical depth reveal an unexplained dependence on scattering angle. Turbo diesel engine use in passenger cars in Europe has resulted in 30-50% improvement in fuel economy. Diesel engine application is particularly suitable for US because of vehicle size and duty cycle patterns. Adopting this technology for use in the US presents two issues--emissions and driveability. Emissions reduction technology is being well addressed with advanced turbocharging, fuel injection and catalytic aftertreatment systems One way to address driveability is to eliminate turbo lag and increase low speed torque. Electrically assisted turbocharging concepts incorporated in e-Turbo{trademark} designs do both The purpose of this project is to design and develop an electrically assisted turbocharger, e-Turbo{trademark}, for diesel engine use in the US. In this report, early design and development of electrical assist technology is described together with issues and potential benefits. In this early phase a mathematical model was developed and verified. The model was used in a sensitivity study. The results of the sensitivity study together with the design and test of first generation hardware was fed into second generation designs. Preparing to Submit a License Application for Yucca Mountain

In 1982, the U.S. Congress passed the Nuclear Waste Policy Act, a Federal law that established U.S. policy for the permanent disposal of spent nuclear fuel and high-level radioactive waste. Congress amended the Act in 1987, directing the Department of Energy to study only Yucca Mountain, Nevada as the site for a permanent geologic repository. As the law mandated, the Department evaluated Yucca Mountain to determine its suitability as the site for a permanent geologic repository. Decades of scientific studies demonstrated that Yucca Mountain would protect workers, the public, and the environment during the time that a repository would be operating and for tens of thousands of years after closure of the repository. A repository at this remote site would also: preserve the quality of the environment; allow the environmental cleanup of Cold War weapons facilities; provide the nation with additional protection from acts of terrorism; and support a sound energy policy. Throughout the scientific evaluation of Yucca Mountain, there has been no evidence to disqualify Yucca Mountain as a suitable site for the permanent disposal of spent nuclear fuel and high-level radioactive waste. Development of an efficient large-aperture high damage-threshold sol-gel diffraction grating.

In order to develop the next generation of high peak intensity lasers, new grating technology providing higher damage thresholds and large apertures is required. The current assumption is that this technical innovation will be multilayer dielectric gratings, wherein the uppermost layer of a thin film mirror is etched to create the desired binary phase grating. A variant of this is explored with the upper grating layer being a lower density gelatin-based volume phase grating in either sol-gel or dichromated gelatin. One key benefit is the elimination of the etching step.

Aircraft hazards were determined to be potentially applicable to a repository at Yucca Mountain in the ''Monitored Geological Repository External Events Hazards Screening Analysis'' (BSC 2004, Section 6.4.1). That determination was conservatively based on limited knowledge of flight data in the area of concern and on crash data for aircraft of the type flying near Yucca Mountain. The purpose of this report is to identify specific aircraft hazards that may be applicable to a Monitored Geologic Repository (MGR) at Yucca Mountain using NUREG-0800, ''Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants'' (NRC 1987, Section 3.5.1.6), as guidance for the inclusion or exclusion of identified aircraft hazards. NUREG-0800 is being used here as a reference because some of the same considerations apply. The intended use of this report is to provide inputs for further screening and analysis of the identified aircraft hazards based on the criteria that apply to Category 1 and 2 event sequence analyses as defined in 10 CFR 63.2 (see Section 4). Mesoscale Modeling During Mixed-Phase Arctic Cloud Experiment

Mixed-phase arctic stratus clouds are the predominant cloud type in the Arctic (Curry et al. 2000) and through various feedback mechanisms exert a strong influence on the Arctic climate. Perhaps one of the most intriguing of their features is that they tend to have liquid tops that precipitate ice. Despite the fact that this situation is colloidally unstable, these cloud systems are quite long lived - from a few days to over a couple of weeks. It has been hypothesized that mixed-phase clouds are maintained through a balance between liquid water condensation resulting from the cloud-top radiative cooling and ice removal by precipitation (Pinto 1998; Harrington et al. 1999). In their modeling study Harrington et al. (1999) found that the maintenance of this balance depends strongly on the ambient concentration of ice forming nucleus (IFN). In a follow-up study, Jiang et al. (2002), using only 30% of IFN concentration predicted by Meyers et al. (1992) IFN parameterization were able to obtain results similar to the observations reported by Pinto (1998). Detection and Tracking of the Back-Reflection of KDP Images in the Presence or Absence of a Phase Mask

The KDP crystals present in the final optics assembly at the National Ignition Facility (NIF) are used for conversion of infrared laser light beam into ultraviolet. The conversion is highest for a certain incident angle, the alignment of which is determined from the position of the back reflection beam, which exhibits a distinct characteristics shape. When a phase plate device is introduced before the final assembly to increase the uniformity of the beam, the back reflection pattern changes drastically. The algorithm which is best for tracking the special shaped beam is no longer suitable to track the phase modified beam. The work presented here discusses our detection schemes for both the situations. In particular, we demonstrate how the algorithm senses the modified beam using a newly proposed criterion of ''correlation peak pedestal area'' and execute an alternate algorithm in real time without operator intervention. This new algorithm continuously tracks the beam pattern to guarantee reliable and repeatable sensing. Results from simulation and real world implementation of the algorithm at the NIF facility are presented.

Proposal to upgrade the MIPP data acquisition system

The MIPP TPC is the largest contributor to the MIPP event size by far. Its readout system and electronics were designed in the 1990's and limit it to a readout rate of 60 Hz in simple events and {approx} 20 Hz in complicated events. With the readout chips designed for the ALICE collaboration at the LHC, we propose a low cost effective scheme of upgrading the MIPP data acquisition speed to 3000 Hz.
