MESERAN Test Results for Elimination of Flammable Solvents in Wipe Applications at Pantex

In recent years, efforts have been made within the nuclear weapons complex (National Nuclear Security Administration) of the Department of Energy (DOE) to replace Resource Conservation and Recovery Act (RCRA) regulated solvents (i.e., flammable, toxic, corrosive, and reactive) and ozone-depleting chemicals (ODC) with more benign alternatives. Within the National Nuclear Security Administration (NNSA) and the Department of Defense (DoD) sectors, these solvents are used for cleaning hardware during routine maintenance operations. A primary goal of this study is to replace flammable solvents for wiping applications. Two cleaners, including a hydrofluoroether (HFE) and an azeotrope of the HFE and isopropyl alcohol (IPA), have been studied as potential replacements for flammable solvents. Cleaning efficacy, short-term and longterm materials compatibility, corrosion, drying times, flammability, environment, safety and health (ES&H) issues and accelerated aging studies are among the tests that are being conducted and that are used to screen candidate solvents by the interagency team performing this work. The results are compared to the traditionally used isopropyl alcohol, which serves as the baseline cleaner. Thermal Properties of FOX-7

Much effort has been devoted to an ongoing search for more powerful, safer and environmentally friendly explosives. Since it was developed in the late 1990s, 1,1-diamino-2,2-dinitroethene (FOX-7), with lower sensitivity and comparable performance to RDX, has received increasing interest. Preliminary results on the physical and chemical characterization of FOX-7 have shown that it possesses good thermal and chemical stability. It is expected that FOX-7 will be a new important explosive ingredient in high performance, insensitive munition (IM) explosives. One of the major focuses in research on this novel energetic material is a study of its thermal properties. Oestmark et al have reported that DSC curves exhibit two minor endothermic peaks as well as two major exothermic peaks. Two endothermic peaks at {approx}116 and {approx}158 C suggest the presence of two solid-solid phase transitions. A third phase change below 100 C has also been reported based on a X-ray powder diffraction (XPD) study. The shapes, areas and observed temperatures of the two decomposition peaks at {approx}235 C and {approx}280 C vary with different batches and sources of the sample, and occasionally these two peaks are merged into one. A LOW-COST GPR GAS PIPE & LEAK DETECTOR

A light-weight, easy to use ground penetrating radar (GPR) system for tracking metal/non-metal pipes has been developed. A pre-production prototype instrument has been developed whose production cost and ease of use should fit important market niches. It is a portable tool which is swept back and forth like a metal detector and which indicates when it goes over a target (metal, plastic, concrete, etc.) and how deep it is. The innovation of real time target detection frees the user from having to interpret geophysical data and instead presents targets as dots on the screen. Target depth is also interpreted automatically, relieving the user of having to do migration analysis. In this way the user can simply walk around looking for targets and, by ''connecting the dots'' on the GPS screen, locate and follow pipes in real time. This is the first tool known to locate metal and non-metal pipes in real time and map their location. This prototype design is similar to a metal detector one might use at the beach since it involves sliding a lightweight antenna back and forth over the ground surface. Aviation Security-Related Findings and Recommendations of the 9/11 Commission

In response to the 9/11 Commission’s aviation security-related recommendations, two bills — H.R. 5121 and H.R. 10 — introduced in the House contain several provisions to enhance aviation security. Additionally, floor amendments to S. 2845, the National Intelligence Reform Act of 2004, contain numerous aviation security provisions, many of which address 9/11 Commission recommendations related to aviation safety. S. 2845 was passed (96-2) by the Senate on October 6, 2004. The House passed H.R. 10 on October 8 by a vote of 282-134. A conference has been requested to resolve numerous differences between H.R. 10 and S. 2845.

Modeling of High-altitude Atmospheric Dispersion Using Climate and Meteorological Forecast Data

The overall objective of this study is to provide a demonstration of capability for importing both high altitude meteorological forecast and climatological datasets from NRL into the NARAC modeling system to simulate high altitude atmospheric droplet release and dispersion. The altitude of release for the proposed study is between 60 and 100km altitude. As either standard climatological data (over a period of 40 years) or daily meteorological forecasts can drive the particle dispersion model, we did a limited comparison of simulations with meteorological data and simulations with climatological data. The modeling tools used to address this problem are the National Atmospheric Release Advisory Center (NARAC) modeling system at LLNL which are operationally employed to assist DOE/DHS/DOD emergency response to an atmospheric release of chemical, biological, and radiological contaminants. The interrelation of the various data feeds and codes at NARAC are illustrated in Figure 1. The NARAC scientific models are all verified to both analytic solutions and other codes; the models are validated to field data such as the Prairie Grass study (Barad, 1958). Segregation phenomena at growing alumina/alloy interfaces

The chemistry and structure at the scale/alloy interface are important factors governing scale adhesion. The chemical changes can occur from segregation of impurities in the alloy, such as sulphur and carbon, or alloying elements such as chromium, aluminium and reactive elements. This paper reviews studies of the changes of interfacial composition with oxidation time for Al{sub 2}O{sub 3} formed on several model alumina-forming alloys, and tries to relate that to the interfacial strength. Results show that sulphur segregation to oxide/metal interfaces can indeed occur, but the type and amount of segregants at the interface depend on the alloy composition and the interface structure. Co-segregation of impurities with alloying elements can also occur, resulting in multi-layer segregants at the interface. Sulphur-containing interfaces are indeed weaker, but the major role of sulphur is to enhance interfacial void formation. Reactive elements in the alloy not only gather sulfur but also exert an additional positive effect on scale adhesion.

Tc Reductant Chemistry and Crucible Melting Studies with Simulated Hanford Low-Activity Waste

The FY 2003 risk assessment (RA) of bulk vitrification (BV) waste packages used 0.3 wt% of the technetium (Tc) inventory as a leachable salt and found it sufficient to create a significant peak in the groundwater concentration in a 100-meter down-gradient well. Although this peak met regulatory limits, considering uncertainty in the actual Tc salt fraction, peak concentrations could exceed the maximum concentration limit (MCL) under some scenarios so reducing the leachable salt inventory is desirable. The main objective of this study was to reduce the mobile Tc species available within a BV disposal package by reducing the oxidation state of the Tc in the waste feed and/or during melting because Tc in its reduced form of Tc(IV) has a much lower volatility than Tc(VII). Reduced Tc volatility has a secondary benefit of increasing the Tc retention in glass.

Compact Torus Accelerator Driven Inertial Confinement Fusion Power Plant HYLIFE-CT

A Compact Torus Accelerator (CTA) is used to accelerate a Compact Torus (CT) to 35 MJ kinetic energy which is focused to a 20 mm diameter where its kinetic energy is converted to a shaped x-ray pulse of 30 MJ. The capsule yield with a prescribed radiation profile is calculated to be (gain 60 times 30 MJ) 1.8 GJ. Schemes for achieving this profile are described. The CT is accelerated in a length of 30 m within an annulus of 150 mm ID and 300 mm OD where the maximum magnetic field is 28 T. A 2.5 m conical taper reduces the mean diameter of the CT from 225 mm to 20 mm. The conical section is made out of solid Li{sub 2}BeF{sub 4}. The target with its frozen conical guide section is accurately placed at the end of the accelerator about once per second. The reactor called HYLIFE uses liquid jets to attenuate blast effects including shrapnel from the shattered conical guide section and radiation so that the vessel is expected to last 30 years. Cross-flow filtration during the washing of a simulated radioactive waste stream

Bechtel National, Inc. has been contracted by the Department of Energy to design a Waste Treatment and Immobilization Plant (WTP) to stabilize liquid radioactive waste that is stored at the Hanford Site as part of the River Protection Project (RPP). Because of its experience with radioactive waste stabilization, the Savannah River National Laboratory (SRNL) of the Westinghouse Savannah River Company is working with Bechtel and Washington Group International, to help design and test certain parts of the waste treatment facility. One part of the process is the separation of radioactive solids from the liquid wastes by cross-flow ultrafiltration. To test this process a cross-flow filter was used that was prototypic in porosity, length, and diameter, along with a simulated radioactive waste slurry, made to prototypically represent the chemical and physical characteristics of a Hanford waste in tank 241-AY-102/C-106. To mimic the filtration process the waste slurry undergoes several steps, including dewatering and washing. During dewatering the concentration of undissolved solids (UDS) of the simulated AY102/C106 waste is increased from 12 wt percent to at least 20 wt percent.
